Fishes assessed as Threatened or Endangered by the Committee on the Status of Endangered Wildlife in Canada are disproportionately less likely to be listed under the federal Species at Risk Act (SARA) compared to other taxa. We examined the extent to which the amount and type of science advice in a Recovery Potential Assessment (RPA) contributes to SARA-listing decisions for 34 wildlife species of freshwater fishes in Canada. We used a generalized linear mixed model to describe SARA listing status as a function of RPA completeness. Principal coordinates analyses were conducted to assess similarity in answers to RPA questions among listed and nonlisted species. The amount and type of science advice within an RPA were weakly related to SARA status. RPA completeness accounted for only 7.4% of model variation when family was included as a random effect, likely because nine species not listed under SARA (64%) belong to the sturgeon family. Our results suggest that, while potentially useful for informing recovery strategies, RPAs do not appear to be driving listing status for freshwater fishes in Canada. Factors beyond scientific advice likely contribute to nonlisted species and delays in listing decisions. - OPEN ACCESS

A seminal report by Peter H. Pearse (1988; Rising to the Challenge: A New Policy for Canada’s Freshwater Fisheries, Canadian Wildlife Federation, Ottawa) outlined 62 policy recommendations focused on the management of Canada’s inland fisheries. Over three decades later, freshwater ecosystems and inland fisheries in Canada are still facing similar challenges with many emerging ones that could not have been foreseen. Here, we reflect on the contemporary relevance of the Pearse Report and propose recommendations that policy makers should consider. Broadly, our recommendations are: (1) manage fishes, fisheries, and habitat using a holistic co-management framework, with clearly defined fishery jurisdictions and partnerships with Indigenous governments; (2) engage in transparent, inclusive, and agile research to support decision-making; (3) facilitate knowledge co-production, involving interdisciplinary projects with diverse groups of actors and sectors including Indigenous Peoples, anglers, policy makers, scientists/researchers, governments, and the public; (4) embrace technological advances to support freshwater fisheries stock assessment and management; and (5) align policy and management activities in Canada with global initiatives related to increasing the sustainability of inland fisheries. We advocate for an updated comprehensive report such as the Pearse Report to ensure that we embrace robust, inclusive, and sustainable management strategies and policies for Canada’s inland fisheries for the next 30 years. It is time to again rise to the challenge. - OPEN ACCESSMany of Canada’s waterways are modified by the deepening and straightening of stream channels, converting them into agricultural drains to create arable land. While these agricultural drains support diverse aquatic communities and provide important habitat for species at risk, current policies allow for maintenance activities that threaten the survival and longevity of at-risk fish populations. Using three case studies from Ontario, we highlight current challenges to protecting aquatic species at risk in agricultural drains and potential conservation actions that can be taken to protect and restore aquatic species at risk and their habitat within those drains. Conservation actions may vary from ecological modeling to collaborative development of mitigation techniques, and restoration of naturalized habitat in anticipation of future alterations. We provide nine recommendations (including improved legislation, permitting, mitigation, and compliance) on how to better conserve and protect aquatic species at risk in agricultural drains in the future.
- OPEN ACCESSI reflect upon how successful the implementation of the Canadian Species at Risk Act (SARA), enacted in 2022, has been at meeting its intended purposes of protecting and recovering at-risk species through the implementation of the five-step SARA process, particularly as it relates to aquatic species at risk. For each one of the steps, I identify shortcomings and provide recommendations to overcome those challenges. The overall implementation of the SARA process has fallen far short of incorporating Indigenous knowledge as outlined in Act, dealt poorly with climate change, and underestimated the need for Western science at each step in the process. Addressing these challenges would require large increases in funding, as current funding is woefully inadequate to undertake current legislated requirements of SARA, let alone the aspirational goals of actually recovering species. Despite these challenges, the Act we have is better than the alternative of no Act at all and that many species have benefitted.
