Wild salmon are central to food security, cultural identity, and livelihoods of coastal Indigenous communities. Yet ongoing inequities in governance, declining fish populations, and mixed-stock ocean fisheries may pose challenges for equitable access between Indigenous fishers and other non-Indigenous fishers. We sought to understand current perceptions among Haíłzaqv (Heiltsuk) fishers towards salmon fisheries and their management. We conducted dockside surveys with both Haíłzaqv fishers and sport fishers, and in-depth interviews with Haíłzaqv fishers, community members, and natural resource managers. From these surveys and interviews we quantified satisfaction among both food, social, and ceremonial fishers and visiting recreational fishers with the current salmon fishery and associated social-ecological drivers, and characterized perceptions among Haíłzaqv people of salmon fisheries and management. Second, we synthesized community perceptions of the revitalization of terminal, communally run salmon fisheries within Haíłzaqv territory as a tool for their future salmon management. Finally, we elicited information from Haíłzaqv fishers about the barriers people in their community currently face in accessing salmon fisheries. Our findings suggest that low salmon abundance, increased fishing competition, and high costs associated with participation in marine mixed-stock fisheries currently hinder access and equity for Haíłzaqv fishers. This community-based research can help strengthen local, Indigenous-led management of salmon into the future. - OPEN ACCESS

The COVID-19 pandemic has had a significant impact on the mental health of the people of Canada. Most have found it challenging to cope with social distancing, isolation, anxiety about infection, financial security and the future, and balancing demands of work and home life. For some, especially those who have had to face pre-existing challenges such as structural racism, poverty, and discrimination and those with prior mental health problems, the pandemic has been a major impact.The Policy Briefing Report focuses on the current situation, how the COVID-19 pandemic has exacerbated significant long-standing weaknesses in the mental health system and makes specific recommendations to meet these challenges to improve the well-being of the people of Canada.The COVID-19 pandemic has had a detrimental effect on mental health of people in Canada but the impact has been variable, impacting those facing pre-existing structural inequities hardest. Those living in poverty, and in some socially stratified groups facing greater economic and social disadvantage, such as some racialized and some Indigenous groups and those with preexisting mental health problems, have suffered the most. Some occupational groups have been more exposed to the virus and to psychological stress with the pandemic. The mental health care system was already overextended and under resourced. The pandemic has exacerbated the problems. The care system responded by a massive move to virtual care. The future challenge is for Canada to strengthen our knowledge base in mental health, to learn from the pandemic, and to provide all in Canada the support they need to fully participate in and contribute to Canada’s recovery from the pandemic. - OPEN ACCESS

Precipitous declines in biodiversity threaten planetary boundaries, requiring transformative changes to conservation. Colonial systems have decimated species and ecosystems and dispossessed Indigenous Peoples of their rights, territories, and livelihoods. Despite these challenges, Indigenous-governed lands retain a large proportion of biodiversity-rich landscapes. Indigenous Peoples have stewarded the land in ways that support people and nature in respectful relationship. Biodiversity conservation and resurgence of Indigenous autonomies are mutually compatible aims. To work towards these aims requires significant transformation in conservation and re-Indigenization. Key to both are systems that value people and nature in all their diversity and relationships. This paper introduces Indigenous principles for re-Indigenizing conservation: (i) embracing Indigenous worldviews of ecologies and M’sɨt No’kmaq, (ii) learning from Indigenous languages of the land, (iii) Natural laws and Netukulimk, (iv) correct relationships, (v) total reflection and truth, (vi) Etuaptmumk—“two-eyed seeing,” and “strong like two people”, and (vii) “story-telling/story-listening”. Although the principles derive primarily from a Mi’kmaw worldview, many are common to diverse Indigenous ways of knowing. Achieving the massive effort required for biodiversity conservation in Canada will entail transformations in worldviews and ways of thinking and bold, proactive actions, not solely as means but as ongoing imperatives. - OPEN ACCESSWildlife is declining around the world. Many developed nations have enacted legislation on endangered species protection and provide funding for wildlife recovery. Protecting endangered species is also supported by the public and judiciary. Yet, despite what appear as enabling conditions, wild species continue to decline. Our paper explores pathways to endangered species recovery by analyzing the barriers that have been identified in Canada, the United States, and Australia. We summarize these findings based on Canada’s Species at Risk Conservation Cycle (assessment, protection, recovery planning, implementation, and monitoring and evaluation) and then identify 10 “bridges” that could help overcome these barriers and bend our current trajectory of wildlife loss to recovery. These bridges include ecosystem approaches to recovery, building capacity for community co-governance, linking wildlife recovery to ecosystem services, and improving our storytelling about the loss and recovery of wildlife. The focus of our conclusions is the Canadian setting, but our findings can be applied in other national and subnational settings to reverse the decline of wildlife and halt extinction.

The conservation of biodiversity requires various forms of evidence to ensure effective outcomes. In this study, we provide an updated assessment of the state of evidence-based decision-making in Canada’s protected areas organizations by examining practitioner perceptions of: (i) the value and use of various forms of evidence, (ii) the availability of evidence to support decisions, and (iii) the extent to which various institutional and behavioural barriers influence the use of evidence. Our results compare national surveys conducted in 2019 and 2013, revealing a significant and concerning decline in the use of all forms of evidence. We found significant declines in the use of peer-reviewed literature, local knowledge, and Indigenous knowledge. Our results correspondingly demonstrate a host of systemic barriers to the effective use of evidence, including a lack of trust, how to deal with uncertainty, and limited training. These challenges persist at a time when the quantity of information is greater than ever, and recognition of the value of Indigenous knowledge is relatively high (and increasing). Leadership is required to cultivate more relevant evidence, to embed scientists and Indigenous Knowledge-Holders in conservation organizations, to (re)establishing knowledge sharing forums, and to establish accountability and reporting measures to support efforts aimed at effectively achieving Canada’s biodiversity conservation goals. - OPEN ACCESS

The resource extraction that powers global economies is often manifested in Indigenous Peoples’ territories. Indigenous Peoples living on the land are careful observers of resulting biodiversity changes, and Indigenous-led research can provide evidence to inform conservation decisions. In the Nearctic western boreal forest, landscape change from forest harvesting and petroleum extraction is intensive and extensive. A First Nations community in the Canadian oil sands co-created camera-trap research to explore observations of presumptive species declines, seeking to identify the relative contributions of different industrial sectors to changes in mammal distributions. Camera data were analyzed via generalized linear models in a model-selection approach. Multiple forestry and petroleum extraction features positively and negatively affected boreal mammal species. Pipelines had the greatest negative effect size (for wolves), whereas well sites had a large positive effect size for multiple species, suggesting the energy sector as a target for co-management. Co-created research reveals spatial relationships of disturbance, prey, and predators on Indigenous traditional territories. It provides hypotheses, tests, and interpretations unique to outside perspectives; Indigenous participation in conservation management of their territories scales up to benefit global biodiversity conservation. - OPEN ACCESSAlthough a diversity of approaches to wildlife management persists in Canada and the United States of America, the North American Model of Wildlife Conservation (NAM) is a prevailing model for state, provincial, and federal agencies. The success of the NAM is both celebrated and refuted amongst scholars, with most arguing that a more holistic approach is needed. Colonial rhetoric permeates each of the NAM’s constituent tenets—yet, beyond these cultural and historical problems are the NAM’s underlying conservation values. In many ways, these values share common ground with various Indigenous worldviews. For example, the idea of safeguarding wildlife for future generations, utilizing best available knowledge to solve problems, prioritizing collaboration between nations, and democratizing the process of conserving wildlife all overlap in the many ways that the NAM and common models of Indigenous-led conservation are operationalized. Working to identify shared visions and address necessary amendments of the NAM will advance reconciliation, both in the interest of nature and society. Here, we identify the gaps and linkages between the NAM and Indigenous-led conservation efforts across Canada. We impart a revised NAM—the Indigenizing North American Model of Wildlife Conservation (I-NAM)—that interweaves various Indigenous worldviews and conservation practice from across Canada. We emphasize that the I-NAM should be a continuous learning process that seeks to update and coexist with the NAM, but not replace Indigenous-led conservation.

Grizzly bears and polar bears often serve as ecological “flagship species” in conservation efforts, but although consumptively used in some areas and cultures they can also be important cultural keystone species even where not hunted. We extend the application of established criteria for defining cultural keystone species to also encompass species with which cultures have a primarily nonconsumptive relationship but that are nonetheless disproportionately important to well-being and identity. Grizzly bears in coastal British Columbia are closely linked to many Indigenous Peoples (including the Haíɫzaqv (Heiltsuk), Kitasoo/Xai’xais, and Nuxalk First Nations), where they are central to the identity, culture, and livelihoods of individuals, families, Chiefs, and Nations. Polar bears in Churchill, Manitoba, provide another example as a cultural keystone species for a mixed Indigenous and non-Indigenous community in which many of the livelihood benefits from the species are mediated by economic transactions in a globalized tourism market. We discuss context specificity and questions of equity in sharing of benefits from cultural keystone species. Our expanded definition of cultural keystone species gives broader recognition of the beyond-ecological importance of these species to Indigenous Peoples, which highlights the societal and ecological importance of Indigenous sovereignty and could facilitate the increased cross-cultural understanding critical to reconciliation. - OPEN ACCESSThis paper explores the degree to which the ecosystem services (ES) concept and related tools have been integrated and implemented within the Canadian government context at both the provincial/territorial and federal levels. The research goals of the study were to qualitatively assess the extent to which ES assessment is being integrated at different levels of government, consider the barriers to implementation, and draw lessons from the development and use of Canada’s Ecosystem Services Toolkit: Completing and Using Ecosystem Service Assessment for Decision-Making—An Interdisciplinary Toolkit for Managers and Analysts (2017), jointly developed by a federal, provincial, and territorial government task force. Primary data were collected through targeted semi-structured interviews with key informants combined with a content analysis of ES-related documentation from government websites. Results indicate that while the term ES is found in documentation across different levels of government, there appears to be an ES implementation gap. Issues of conceptual understanding, path dependency, a lack of regulatory mandate, lost staff expertise, and competition with overlapping conceptual approaches were identified as barriers to ES uptake. Areas requiring further policy and research attention are identified.

Fishes assessed as Threatened or Endangered by the Committee on the Status of Endangered Wildlife in Canada are disproportionately less likely to be listed under the federal Species at Risk Act (SARA) compared to other taxa. We examined the extent to which the amount and type of science advice in a Recovery Potential Assessment (RPA) contributes to SARA-listing decisions for 34 wildlife species of freshwater fishes in Canada. We used a generalized linear mixed model to describe SARA listing status as a function of RPA completeness. Principal coordinates analyses were conducted to assess similarity in answers to RPA questions among listed and nonlisted species. The amount and type of science advice within an RPA were weakly related to SARA status. RPA completeness accounted for only 7.4% of model variation when family was included as a random effect, likely because nine species not listed under SARA (64%) belong to the sturgeon family. Our results suggest that, while potentially useful for informing recovery strategies, RPAs do not appear to be driving listing status for freshwater fishes in Canada. Factors beyond scientific advice likely contribute to nonlisted species and delays in listing decisions. - OPEN ACCESSIntroduction: Early childhood overweight and obesity, as a result of unhealthy dietary habits and sedentary life, is a growing global public health concern, particularly in Canada. There are limited data on how socioeconomic factors influence dietary habits of young children living in developed countries. Methods: We conducted a scoping review to examine the existing literature on how socioeconomic settings influence food consumption patterns of children 2–5 years old in developed countries. The inclusion criteria were relevant articles in the English language between 2007 and 2019. Results: From the initial 1854 articles, only 12 articles from Europe, Canada, and the United States met the inclusion criteria. There are differences in eating patterns of preschool-aged children based on parental education, whereas income level did not have a clear influence on dietary patterns. The existing studies suffer from a variety of limitations that limit a cohesive conclusion. Conclusion: Studies with children 2–5 years old are scarce. Parental education seems to influence the dietary habits of young children, whereas the role of income is not clear. There is a need for further high-quality research, preferably longitudinal studies, to inform health promotion initiatives and preventive strategies to facilitate healthy growth and development in young children.
- OPEN ACCESSBalancing human well-being with the maintenance of ecosystem services (ES) for future generations has become one of the central sustainability challenges of the 21st century. In working landscapes, past and ongoing production-centered objectives have resulted in the conversion of ecosystems into simple land-use types, which has also altered the provision of most ES. These inevitable trade-offs between the efficient production of individual provisioning ES and the maintenance of regulating and cultural ES call for the development of a land-use strategy based on the multifunctional use of the landscape. Due to the heterogeneous nature of working landscapes, both protection and restoration actions are needed to improve their multifunctionality. Systematic conservation planning (SCP) offers a decision support framework that can support landscape multifunctionality by indicating where ES management efforts should be implemented. We describe an approach that we developed to include ES provision protection and restoration objectives in SCP with the goal of providing ongoing benefits to society. We explain the general framework of this approach and discuss concepts, challenges, innovations, and prospects for the further development of a comprehensive decision support tool. We illustrate our approach with two case studies implemented in the pan-Canadian project ResNet.

Metformin is a glucose-lowering drug taken for diabetes. It is excreted by humans in urine and detected in municipal wastewater effluents and rivers. Fathead minnows (Pimephales promelas) were exposed over a life cycle to measured concentrations of metformin: 3.0, 31, and 322 μg/L. No significant changes were observed in survival, maturation, growth, condition factor, or liver size. Relative ovary size of females exposed to 322 μg/L metformin was significantly larger than controls. There was no induction of vitellogenin in plasma of minnows, and gonad maturation was not statistically different from controls. The start of breeding was delayed by 9–10 d in the mid- and high metformin treatments (statistically significant only in the mid-concentration), but numbers and quality of eggs were not statistically different from controls. There were no effects of metformin on survival or growth of offspring. Exposure to metformin at environmentally relevant concentrations (i.e., 3.0 and 31 μg/L metformin) caused no adverse effects in fathead minnows exposed for a life cycle, with the exception of a delay in time to first breeding (that did not impact overall egg production). The results of the study are important to help understand whether metformin concentrations in rivers and lakes can harm fishes. - OPEN ACCESS

Nongovernmental organizations contribute to the securement and management of protected areas, but it is not well known how their lands compare to government protected areas or the effectiveness of different land acquisition strategies. Using data from the International Union for Conservation of Nature and BirdLife International, we estimated total and at-risk terrestrial native vertebrate species richness in southern Canada among (i) private protected areas secured by the Nature Conservancy of Canada (NCC), government protected areas, and randomly sampled land; (ii) conservation agreements and fee simple (directly acquired) NCC properties; and (iii) purchased or donated fee simple properties. Controlling for property size and ecoregion, NCC protected areas were predicted to be in areas with 6% and 13% more total and at-risk species than randomly sampled land and 4% and 6% more total and at-risk species than government protected areas. Within NCC protected areas, conservation agreements were predicted to be in areas with 2% and 4% more total and at-risk species than fee simple properties, but purchased properties had similar numbers of total and at-risk species as donated properties. Although we caution that diversity estimates were based on course-grained range maps, our findings suggest that private protected areas are important in conserving biodiversity. - OPEN ACCESSCanada has expanded its marine protected area (MPA) coverage in line with the Aichi Biodiversity Target of protecting 10% of its marine territory by 2020. In 2018, a consultation process was launched to designate an Area of Interest surrounding the Eastern Shore Islands area off the coast of Nova Scotia, as the potential 15th Oceans Act MPA in Canada (DFO 2021a). This region has a fraught history with external conservation interventions and, consequently, there was a significant level of local mistrust in the process. This study explored the role of information in the consultation process and how it interplayed with the historical context, political pressures, trust, and mistrust among stakeholders and rightsholders. Drawing on interviews, a detailed desktop analysis, and participant observation at consultation meetings, this paper describes what worked well and what could be improved with respect to the sources of information used and the channels through which stakeholders and rightsholders accessed it. This case study demonstrates that while preferences for information sources and channels are context specific and varied, they are inherently personal and influenced by shared histories, trust, and individual beliefs.
- OPEN ACCESSThe demand the human population is placing on the environment has triggered accelerated rates of biodiversity change and created trade-offs among the ecosystem services we depend upon. Decisions designed to reverse these trends require the best possible information obtained by monitoring ecological and social dimensions of change. Here, we conceptualize a network framework to monitor change in social–ecological systems. We contextualize our framework within Ostrom’s social–ecological system framework and use it to discuss the challenges of monitoring biodiversity and ecosystem services across spatial and temporal scales. We propose that spatially explicit multilayer and multiscale monitoring can help estimate the range of variability seen in social–ecological systems with varying levels of human modification across the landscape. We illustrate our framework using a conceptual case study on the ecosystem service of maple syrup production. We argue for the use of analytical tools capable of integrating qualitative and quantitative knowledge of social–ecological systems to provide a causal understanding of change across a network. Altogether, our conceptual framework provides a foundation for establishing monitoring systems. Operationalizing our framework will allow for the detection of ecosystem service change and assessment of its drivers across several scales, informing the long-term sustainability of biodiversity and ecosystem services.
- OPEN ACCESSCOVID-19 presents an opportunity to preserve a rich and diverse historical record—one intended to honour all experiences and voices and in recognition of ongoing systemic inequalities shaping the pandemic. But policy changes are necessary in three key areas: how memory institutions are funded and supported, the gaps in our capacity to preserve the digital records that reflect how we communicate with one another today, and how to preserve and make accessible valuable scholarly research into the societal impact of COVID-19. Our goal is to begin a conversation about priorities for archival preservation, the need for greater equity and justice in our preservation practices, and ways to safeguard the existence of historical records that will allow us in future to bear witness, with fairness and truth and in a spirit of reconciliation, to our society’s response to COVID-19.
- OPEN ACCESSAccounting for ecosystem services (ES)—the ways in which society and people directly benefit from ecological processes and functions—is crucial for developing sustainable landscape management approaches that consider the interrelationship between people and nature. Previous research has produced models that estimate the provision of potential ES by landscapes to help inform policy and stakeholder decision-making. However, most modelling efforts do not consider the delivery of ES to specific human populations or communities, making it difficult to evaluate any possible human welfare implications from alternative land use planning scenarios. In this paper, we first explore the recent state of science of ES modelling from the perspective of ES provision and delivery to the people that benefit from them. Second, we propose the addition of some essential aspects of complexity using the classic social–ecological system framework, crucial for developing models to inform pragmatic decision-making. Our propositions are illustrated using simplified examples inspired by sea otter conservation in the seascapes of British Columbia. Integrating these concepts in future ES models should serve as a baseline for future management approaches that more adequately capture the important implications of landscape scenarios on human well-being.
- OPEN ACCESSThe influenza pandemic of 1918–1920, which killed 50 000 Canadians, spurred the creation of a federal department of public health. But in the intervening century, public health at all levels has remained, as Marc Lalonde put it in 1988, the “poor cousin” in the health care system (Lalonde 1988, p. 77). Punctuated by sporadic investment during infectious disease crises, such as polio in the early 1950s, public health is less of a priority as the cost of tertiary health interventions rises. While public health potentially involves a broad range of interventions, this paper focuses on the history of public health interventions around infectious disease. COVID-19 has forced us to relearn the importance of maintaining basic infectious/communicable disease control capacity and revealed the cost of our failure to do so. It has also drawn our attention to the intersection between social inequality, racism, and colonialism and vulnerability to disease. In addition to investing in our capacity to contain disease outbreaks as they occur, we must plan now for how to achieve greater health equity in the future by addressing underlying economic and social conditions and providing meaningful access to preventive care for all. This is how we build a truly resilient society. Governments at all levels have recognized the importance of social factors in shaping health and illness for decades. But greater health equity will result only from genuine action on this knowledge. Action will arise from public advocacy in support of prevention, and a new level of engagement and collaboration between affected individuals and communities, public health experts, and governments.

Community science involves the co-creation of scientific pursuits, learning, and outcomes and is presented as a transformative practice for community engagement and environmental governance. Emphasizing critical reflection, this study adopts Mezirow’s conception of transformative learning to theorize the transformative capacity of community science. Findings from interviews with participants in a community science program reveal critical reflection, although instances acknowledging attitudes and beliefs without challenging personal assumptions were more common. Program elements most likely to prompt participants to identify beliefs, values, and assumptions include data collection and interaction in team dynamics, whereas data collection in a novel environment was most likely to prompt participants to challenge their beliefs, values, and assumptions. A review of 71 climate change focused programs further demonstrates the extent that program designs support transformative learning. Key features of the community science landscape like the broad inclusion of stated learning objectives offer a constructive starting point for deepening transformative capacity, while the dominance of contributory program designs stands as a likely roadblock. Overall, this study contributes by applying a developed field to theorize transformation in relation to community science and by highlighting where facilitators should focus program design efforts to better promote transformation toward environmental sustainability. - OPEN ACCESS

Those experiencing homelessness in Canada are impacted inequitably by COVID-19 due to their increased exposure, vulnerability of environment and medical comorbidities, and their lack of access to preventive care and treatment in the context of the pandemic. In shelter environments one is unable to effectively physically distance, maintain hygiene, obtain a test, or isolate. As a result, unique strategies are required for this population to protect them and those who serve them. Recommendations are provided to reduce or prevent further negative consequences from the COVID-19 pandemic for people experiencing homelessness. These recommendations were informed by a systematic review of the literature, as well as a jurisdictional scan. Where evidence did not exist, expert consensus from key providers and those experiencing homelessness throughout Canada was included. These recommendations recognize the need for short-term interventions to mitigate the immediate risk to this community, including coordination of response, appropriate precautions and protective equipment, reducing congestion, cohorting, testing, case and contact management strategies, dealing with outbreaks, isolation centres, and immunization. Longer-term recommendations are also provided with a view to ending homelessness by addressing the root causes of homelessness and by the provision of adequate subsidized and supportive housing through a Housing First strategy. It is imperative that meaningful changes take place now in how we serve those experiencing homelessness and how we mitigate specific vulnerabilities. These recommendations call for intersectoral, collaborative engagement to work for solutions targeted towards protecting the most vulnerable within our community through both immediate actions and long-term planning to eliminate homelessness. - OPEN ACCESSSignificant public discourse has focused recently on police–civilian interactions involving with persons with mental illness (PMI). Despite increasing public attention, and growing demands for policy change, little is actually known about the myriad of ways in which Canadian police encounter PMI in the context of routine police work. To assist policymakers in developing evidence-informed policy, this paper attempts to shed light on present difficulties associated with addressing fundamental questions, such as the prevalence of mental health related issues in police calls for service. To do this, we attempt to map the size and scope of police calls for service involving PMI, drawing on both the available scientific data and the limited knowledge to be gleaned from available police reports. Our focus is on two broad categories of police interactions with citizens: public safety concerns (wellness checks, suicide threats, missing persons, mental health apprehensions) and crime prevention and response (encountering PMI as victims–complainants and (or) as potential suspects). We also explore the challenges policy-makers face in relying on police data and the importance of overcoming weaknesses in data collection and sharing in relation to the policing of uniquely vulnerable groups. This paper concludes with some key recommendations for addressing gaps highlighted.

Post-secondary education (PSE) is a vital part of civil society and any modern economy. When broadly accessible, it can enable socioeconomic mobility, improve health outcomes, advance social cohesion, and support a highly skilled workforce. It yields public benefits not only in improved well-being and economic prosperity, but also in reduced costs in health care and social services. Canada also relies heavily on the PSE sector for research. During the COVID-19 pandemic, PSE has supported research related to the pandemic response and other critical areas, including providing expert advice to support public health and government decision-making, while maintaining educational programs and continuing to contribute to local and regional economies. But the pandemic effort has stretched already strained PSE resources and people even further: for decades, declining public investment has driven increases in tuition and decreases in faculty complement, undermining Canada’s research capacity and increasing student debt as well as destabilizing the sector through a growing reliance on volatile international education markets. Given the challenges before us, including climate change, reconciliation, and the pandemic, it is imperative that we better draw on the full range of experience, knowledge, and creativity in Canada and beyond through an inclusive, stable, and globally engaged PSE. Supporting PSE’s recovery will be key to Canada’s ongoing pandemic response and recovery. The recommendations in this report are guided by a single goal—to make the post-secondary sector a more effective partner and support in building a more equitable, sustainable, and evidence-driven future for Canada, through and beyond the COVID-19 pandemic. - OPEN ACCESS

Invasive alien species (IAS) pose threats to native biodiversity globally and are linked to numerous negative biodiversity impacts throughout Canada. Considering the Canadian federal government’s commitments to environmental stewardship (e.g., the Convention on Biological Diversity), the successful management of IAS requires an understanding of how federal infrastructure, strategies, and decisions have contributed to previous outcomes. Here, we present an analysis of current efforts by the federal government to prevent IAS establishment in Canadian ecosystems and the unique challenges associated with Canadian IAS management. We then examine historical and current case studies of IAS in Canada with variable outcomes. By drawing comparisons with IAS management in the United States, Australia, and New Zealand, we discuss how the Canadian government may refine its policies and practices to enable more effective responses to IAS threats. We conclude by considering how future interacting stressors (e.g., climate change) will shape how we address IAS threats, and list six lessons for successful management. Most importantly, Canada must regard biodiversity impacts from IAS with as much urgency as direct economic impacts that have historically garnered more attention. Although we focus on Canada, our findings may also be useful in other jurisdictions facing similar challenges with IAS management. - OPEN ACCESSLarge-scale monitoring is used to track population trends for many ecologically and economically important wildlife species. Often, population monitoring involves professional staff travelling to collect data (i.e., conventional monitoring) or in efforts to reduce monitoring costs, by engaging volunteers (i.e., community science). Although many studies have discussed the advantages and disadvantages of conventional vs. community science monitoring, few have made direct, quantitative comparisons between these two approaches. We compared data quality and financial costs between contemporaneous and overlapping conventional and community science programs for monitoring a major forest pest, the spruce budworm (Choristoneura fumiferanae Clem.). Although community science trapping sites were clumped around urban areas, abundance estimates from the programs were strongly spatially correlated. However, annual program expenditures were nearly four times lower in the community science versus the conventional program. We modelled a hypothetical hybrid model of the two programs, which provided full spatial coverage and potentially the same data, but at half the cost of the conventional program and with the added opportunity for public engagement. Our study provides a unique quantitative analysis of merits and costs of conventional versus community science monitoring. Our study offers insights on how to assess wildlife monitoring programs where multiple approaches exist.

Canada has been seen globally as a leader in immigration and integration policies and programs and as an attractive and welcoming country for immigrants, refugees, temporary foreign workers, and international students. The COVID-19 pandemic has revealed some of the strengths of Canada’s immigration system, as well as some of the fault lines that have been developing over the last few years. In this article we provide an overview of Canada’s immigration system prior to the pandemic, discuss the system’s weaknesses and vulnerabilities revealed by the pandemic, and explore a post-COVID-19 immigration vision. Over the next three years, the Government of Canada intends to bring over 1.2 million new permanent residents to Canada. In addition, Canada will continue to accept many international students, refugee claimants, and temporary foreign workers for temporary residence here. The importance of immigration for Canada will continue to grow and be an integral component of the country’s post-COVID-19 recovery. To succeed, it is essential to take stock, to re-evaluate Canada’s immigration and integration policies and programs, and to expand Canada’s global leadership in this area. The authors offer insights and over 80 recommendations to reinvigorate and optimize Canada’s immigration program over the next decade and beyond. - OPEN ACCESS
The need for a federal Basic Income feature within any coherent post-COVID-19 economic recovery plan
COVID-19 has shone a harsh light on the extent of poverty in Canada. When normal economic activity was interrupted by the exigencies of public health driven lockdowns, the shutdown disproportionately affected people who, before the pandemic, were living on incomes beneath the poverty line or dependent upon low-paying hourly remunerated jobs, usually part time and without appropriate benefits. Those living beneath the poverty line in Canada, three million of welfare poor and working poor, include a disproportionately large population of Black and Indigenous people and people of colour. This paper addresses the challenge of inclusive economic recovery. In particular, we propose that the federal government introduce a Basic Income guarantee for all residents of Canada as part of a comprehensive social safety net that includes access to housing, child care, mental and physical health care, disability supports, education, and the many other public services essential to life in a high-income country. Residents with no other income would receive the full benefit that would be sufficient to ensure that no one lives in poverty, while those with low incomes would receive a reduced amount. - OPEN ACCESSContact tracing has played a central role in COVID-19 control in many jurisdictions and is often used in conjunction with other measures such as travel restrictions and social distancing mandates. Contact tracing is made ineffective, however, by delays in testing, calling, and isolating. Even if delays are minimized, contact tracing triggered by testing of symptomatic individuals can only prevent a fraction of onward transmissions from contacts. Without other measures in place, contact tracing alone is insufficient to prevent exponential growth in the number of cases in a population with little immunity. Even when used effectively with other measures, occasional bursts in call loads can overwhelm contact tracing systems and lead to a loss of control. We propose embracing approaches to COVID-19 contact tracing that broadly test individuals without symptoms, in whatever way is economically feasible—either with fast and cheap tests that can be deployed widely, with pooled testing, or with screening of judiciously chosen groups of high-risk individuals. These considerations are important both in regions where widespread vaccination has been deployed and in those where few residents have been immunized.

The application of technologies such as artificial intelligence, robotics, blockchain, cellular agriculture, and big data analytics to food systems has been described as a digital agricultural revolution with the potential to increase food security and reduce agriculture’s environmental footprint. Yet, the scientific evidence informing how these technologies may impact or enhance ecosystem services has not been comprehensively reviewed. In this scoping review, we examine how digital agricultural technologies may enhance agriculture’s support of ecosystem services. Keyword searches in academic databases resulted in 2337 records, of which 74 records met review criteria and were coded. We identify three clusters of digital agricultural technologies including those that make farm management more precise, increase connectivity, and create novel foods. We then examine modelling and empirical evidence gaps in research linking these technologies to ecosystem services. Finally, we overview barriers to implementing digital agricultural technologies for better ecosystem services management in the Canadian context including economic and political systems; lack of policies on data management, governance, and cybersecurity; and limited training and human resources that prevents producers from fully utilizing these technologies. - OPEN ACCESSCOVID science is being both done and circulated at a furious pace. While it is inspiring to see the research community responding so vigorously to the pandemic crisis, all this activity has also created a churning sea of bad data, conflicting results, and exaggerated headlines. With representations of science becoming increasingly polarized, twisted, and hyped, there is growing concern that the relevant science is being represented to the public in a manner that may cause confusion, inappropriate expectations, and the erosion of public trust. Here we explore some of the key issues associated with the representations of science in the context of the COVID-19 pandemic. Many of these issues are not new. But the COVID-19 pandemic has placed a spotlight on the biomedical research process and amplified the adverse ramifications of poor public communication. We need to do better. As such, we conclude with 10 recommendations aimed at key actors involved in the communication of COVID-19 science, including government, funders, universities, publishers, media, and the research communities.
- OPEN ACCESSCorrectional services, both institutional and within the community, are impacted by COVID-19. In the current paper, we focus on the current situation and examine the tensions around how COVID-19 has introduced new challenges while also exacerbating strains on the correctional system. Here, we make recommendations that are directly aimed at how correctional systems manage COVID-19 and address the nature and structure of correctional systems that should be continued after the pandemic. In addition, we highlight and make recommendations for the needs of those who remain incarcerated in general, and for Indigenous people in particular, as well as for those who are serving their sentences in the community. Further, we make recommendations for those working in closed-custody institutions and employed to support the re-entry experiences of formerly incarcerated persons. We are at a critical juncture—where reflection and change are possible—and we put forth recommendations toward supporting those working and living in correctional services as a way forward during the pandemic and beyond.

The protection and promotion of healthy wildlife populations is emerging as a shared goal among stakeholders in the face of unprecedented environmental threats. Accordingly, there are growing demands for the generation of actionable wildlife health information. Wildlife health surveillance is a connected system of knowledge that generates data on a range of factors that influence health. Canada recently approved the Pan-Canadian Approach to Wildlife Health that describes challenges facing wildlife health programs and provides a path forward for modernizing our approach. This scoping review was undertaken to describe the range of peer-reviewed Canadian wildlife health surveillance literature within the context of the challenges facing wildlife health programs and to provide a quantitative synthesis of evidence to establish baselines, identify gaps, and inform areas for growth. This review describes patterns related to species, location, authorship/funding, objectives, and methodology. Five areas are identified that have the potential to propel the field of wildlife health: representativeness, expanded/diversified collaboration, community engagement, harmonization, and a shift to a solutions-focused and One Health mindset. This scoping review provides a synopsis of 10 years of Canadian wildlife health surveillance, challenges us to envision the future of successful wildlife health surveillance, and provides a benchmark from which we can measure change. - OPEN ACCESSThis paper summarizes COVID-19 disease epidemiology in Canada in the pre-vaccine era—from January through to December 2020. Canadian case numbers, risk factors, disease presentations (including severe and critical disease), and outcomes are described. Differences between provinces and territories in geography, population size and density, health demographics, and pandemic impact are highlighted. Key concepts in public health response and mitigation are reviewed, including masking, physical distancing, hand washing, and the promotion of outdoor interactions. Adequate investment in public health infrastructure is stressed, and regional differences in screening and testing strategies are highlighted. The spread of COVID-19 in Canadian workplaces, long-term care homes, and schools is described and lessons learned emphasized. The impact of COVID-19 on vulnerable populations in Canada—including Indigenous Peoples, ethnic minorities and newcomers, people who use drugs, people who are homeless, people who are incarcerated, and people with disabilities—is described. Sex and gender disparities are also highlighted. Author recommendations include strategies to reduce transmission (such as test–trace–isolate), the establishment of nationally standardized definitions and public reporting, the protection of high risk and vulnerable populations, and the development of a national strategy on vaccine allocation.
- OPEN ACCESSThe degree to which human actions affect marine fisheries has been a fundamental question shaping people’s relationship with the sea. Today, divergences in stakeholder views about the impacts of human activities such as fishing, climate change, pollution, and resource management can hinder effective co-management and adaptation. Here, we used surveys to construct mental models of the Maine lobster fishery, identifying divergent views held by two key stakeholder groups: lobster fishers and marine scientists. The two groups were differentiated by their perceptions of the relative impact of pollution, water temperature, and fishing. Notably, many fishers perceive the process of fishing to have a positive effect on fisheries through the input of bait. Scientists exhibited a statistically significantly stronger concern for climate change and identified CO2 as one of the dominant pollutants in the Gulf of Maine. However, fishers and scientists agreed that management has a positive impact, which appeared to be a change over the past two decades, possibly due to increased collaboration between the two groups. This work contributes to the goal of decreasing the distance between stakeholder perspectives in the context of a co-managed fishery as well as understanding broader perceptions of impacts of human activities on marine ecosystems.

Women continue to be underrepresented and less visible in the fields of science, technology, engineering, mathematics, and medicine (STEMM). 500 Women Scientists created and launched in January 2018 a global (>140 countries to date), online, open-access directory of women in STEMM fields. This directory—recently renamed gage—now also includes gender diverse persons (i.e., additional underrepresented genders) in STEMM fields. The purpose of the directory is to make these scientists’ expertise easier to locate and access for conference organizers, journalists, policy makers, educators, and others. Here, we undertake an assessment of the directory using surveys, Google Analytics, and focus groups to understand its efficacy and direction to date and identify future improvements we pledge to undertake. Through this assessment—conducted externally and in accordance with privacy protocols by Concolor Research—we identified who and how people are using our directory, why people signed up to be a resource, and areas for improvement. Through such assessment, we can learn how to enhance the directory’s efficacy and our broader efforts to boost the visibility of underrepresented people in STEMM. - OPEN ACCESS

Community leadership in Arctic environmental research is increasingly recognized as one of many pathways to Indigenous self-determination in Nunavut, Canada. While experienced Inuit hunters, trappers, and other recognized environmental knowledge experts are commonly included in research, similar opportunities for Inuit youth to meaningfully engage in environmental research remain limited. Finding ways to increase scientific literacy, particularly among Inuit youth, has been identified as an important step in the continuation of high-quality Arctic environmental research. This paper examines community perspectives on the roles and contributions of Inuit youth in environmental research in Nunavut, barriers that Inuit youth face in becoming meaningfully engaged in field-based environmental research, and strategies for enhancing Inuit youth engagement. Our study was conducted in Pond Inlet, Nunavut, and used interviews, workshops, and observation to gather stories and knowledge from community members about field- and land-based experiential learning pathways. This study found that a complex set of barriers, including a lack of credentials and support systems, among others, may inhibit meaningful Inuit youth engagement in environmental research. Key findings from the study support the view that collaborative land-based research activities can be an effective and meaningful method of enhancing scientific literacy among Inuit youth. - OPEN ACCESS

COVID-19 vaccine acceptance exists on a continuum from a minority who strongly oppose vaccination, to the “moveable middle” heterogeneous group with varying uncertainty levels about acceptance or hesitancy, to the majority who state willingness to be vaccinated. Intention for vaccine acceptance varies over time. COVID-19 vaccination decisions are influenced by many factors including knowledge, attitudes, and beliefs; social networks; communication environment; COVID-19 community rate; cultural and religious influences; ease of access; and the organization of health and community services and policies.Reflecting vaccine acceptance complexity, the Royal Society of Canada Working Group on COVID-19 Vaccine Acceptance developed a framework with four major factor domains that influence vaccine acceptance (people, communities, health care workers; immunization knowledge; health care and public health systems including federal/provincial/territorial/indigenous factors)—each influencing the others and all influenced by education, infection control, extent of collaborations, and communications about COVID-19 immunization. The Working Group then developed 37 interrelated recommendations to support COVID vaccine acceptance nested under four categories of responsibility: 1. People and Communities, 2. Health Care Workers, 3. Health Care System and Local Public Health Units, and 4. Federal/Provincial/Territorial/Indigenous. The COVID-19 pandemic has impacted the lives and well-being of all people globally, with consequences being observed across all domains from physical and mental health, to education and employment outcomes, to access to community supports and services. However, the disproportionate impact of the COVID-19 pandemic and its associated public health restrictions on individuals with intellectual and developmental disabilities (IDD) has largely been overlooked. Not only do people with IDD have a greater risk of severe complications and death from the virus as shown in large-scale studies, but they also face significant short- and long-term consequences of COVID-related public health measures on their mental health and well-being. At a time when this vulnerable population is already feeling undervalued, ignored, and forgotten, it is imperative that the risks facing adults and children with IDD—as well as their families and caregivers—are recognized, valued, and addressed through a disability-inclusive approach to Canada’s pandemic policy response planning. This requires both a mainstreaming of disability inclusion into all COVID-19 response and recovery policies as well as disability-specific policies to address the unique barriers and challenges encountered by people with IDD during the pandemic. The recommendations in this policy briefing aim to achieve a more inclusive, accessible, and sustainable Canada for people with IDD both during and after the pandemic—an approach that will result in benefits for all of society. - OPEN ACCESSResearch integrity (RI) has been a focus of society in recent years as a means to create and to keep trust in science. Higher education institutions (HEIs) play a key role in promoting a culture of RI and responsible conduct of research (RCR). The understanding and practice of RI can vary across cultures. This article aims to outline initial insights into university students’ RI mindsets based on five RI facets: understanding, importance, value–action gap, enforcement approaches, and training. A qualitative exploratory cross-cultural study was conducted with participants from Germany and Bulgaria via semi-structured guided group interviews. An explicit transcultural agreement regarding the significance of RI was categorically indicated. Intercultural differences between the two European countries were revealed and discussed in reference to understanding RI, the value–action gap, enforcement approaches, and training preferences.

- OPEN ACCESSEarly career researchers in developing countries like Nepal have faced many barriers while learning and practicing research integrity. Having easy access to appropriate resources for learning research integrity is essential to ensure academic integrity in higher education in Nepal and promote responsible research practices. This paper presents an approach to collective learning that will help stakeholders initiate learning and foster research integrity at their own level. Methodologically, the learning interventions were conducted in four phases: preparation, planning, implementation, and learning. Throughout the process of each phase, social exchange theory and collaboration in social learning were considered as new literacy models to promote research integrity knowledge. The interpretation of experiential learning interventions led to the development of the 4Co collective learning model. This model is contextually applicable for gaining deeper knowledge and skills and new networks of research integrity. With the purposes of awareness and development, this article is divided into two sections: the first part explores the actions taken and the second explores experiential learning that provides insights about the 4Co collective learning model.
- OPEN ACCESSThis communication discusses the dialogical methods of teaching research integrity and ethics as a part of the positive integrity trend focused on supporting ethical behaviour. The aim of this paper is to offer a brief overview of the selected dialogical strategies based on cases that can be successfully implemented in teaching ethical research and when sharing experiences on good scientific practice. We describe such methods as: storytelling, rotatory role playing, and the fishbowl debate, along with the “Dilemma Game” tool, “ConscienceApp” performance, and a flipped classroom idea. These theoretical considerations are based on research conducted as part of a European project under the Horizon 2020 programme.
- OPEN ACCESSOrganisations in Europe differ significantly in how they promote research integrity (RI). Higher education institutions play a pivotal role in disseminating a culture of RI and responsible conduct of research (RCR). Adhering and strengthening mentoring systems, implementing codes of conduct, and raising awareness are just a few initiatives among many to enhance students’ training in RCR. This article describes the Path2Integrity Learning Card (P2LIC) programme, a proactive training programme to foster RI. This programme was further developed in 2020 and the updated feedback loops took place in four countries (Germany, Denmark, Spain, and Poland). We outline the P2ILC development and final design, the trainer feedback on the programme from the second year of operation, and suggest future considerations for RCR training to strengthen research integrity.

The availability and range of such training materials, for a diversity of audiences and addressing a diversity of RCR related topics, is growing too. This is of great help to all who are looking for materials to set up their RCR training, but how can one select what topics to include within the often-limited time available for training? In this paper we propose a step-by-step approach to set the agenda for RCR training, using the target audience as a narrative guide. The process consists of six steps: (1) mapping the needs and translating them into learning objectives; (2) prioritizing, selecting, and combining objectives and themes; (3) demarcation of the training; (4) completion of the program; (5) development or adaptation of training materials; and (6) pilot and evaluation. The development process of a training program for researchers in Dutch Universities of Applied Sciences is used as an example to illustrate the step-by-step process.
- OPEN ACCESSNatural resources in northern regions are often data-limited because they are difficult and expensive to access. Indigenous ecological knowledge (IEK) can provide information similar to, different from, or complementary to Western scientific data (WSD). We evaluated the general hypothesis that congruence in outcomes of IEK and WSD for population monitoring parameters is determined by temporal and spatial scale of the knowledge type. Parameters included population structure, degree of philopatry, morphological variation (and conservation status for one species), and genomics was a key Western scientific method. We evaluated this hypothesis in three subsistence and recreational fisheries (walleye, lake trout, and northern pike) in Mistassini Lake, Quebec, Canada. Concordance of outcomes was varied. IEK provided richer information on the biology, distribution, and morphological variation observable with the eyes. However, IEK cannot “see” into the genome, and WSD identified population structure and history more precisely than IEK. Both knowledge types could “see” change in populations, and the nature of what was seen both converged and was complementary. Determining when IEK and WSD are complementary or reach common conclusions may allow Indigenous communities to use both together, or one knowledge type over another when either is more desired, appropriate, or time- or cost-efficient to adopt.

- OPEN ACCESSThe origins of this report, and of the Mental Health and Policing Working Group, can be traced to the unique situation Canadians have faced as a result of the COVID-19 pandemic. The unique circumstances of this global outbreak, which have for many Canadians resulted in serious illness and death, intensified economic uncertainties, altered family and lifestyle dynamics, and generated or exacerbated feelings of loneliness and social dislocation, rightly led the Royal Society of Canada’s COVID-19 Taskforce to consider the strains and other negative impacts on individual, group, and community mental health. With the central role that police too often play in the lives of individuals in mental and (or) emotional crisis, we were tasked with exploring what can be reasonably said about the state of our current knowledge of police responses to persons with mental illness.

American Eel (Anguilla rostrata) were used as a case study to assess whether Ontario’s Endangered Species Act proponent-driven regulatory approach resulted in successful imperilled species management outcomes. American Eel observation databases and proponent-prepared mitigation plans and monitoring data were used to assess whether: (i) facilities within the distribution range were registered, (ii) effects monitoring protocols were adequate to evaluate adverse effects of facilities, (iii) proponents implemented mitigation actions that followed best management practices (BMPs), and (iv) effectiveness monitoring designs were adequate to evaluate effectiveness of mitigation actions. Less than half of the facilities (8 of 17) within the extant species range were registered. Few eels were observed at each facility, precluding proponents from effectively evaluating the facilities’ effects. Mitigation actions following BMPs were only implemented for eel out-migration at three facilities. Half of the registered facilities implemented effectiveness monitoring, but experimental designs did not follow best practices and standards. To improve this proponent-driven approach, regulators could reduce ambiguity in regulation language and provide clearer, quantitative requirements for facility registration, effects monitoring, mitigation actions, and effectiveness monitoring. Proponents could improve monitoring efforts to establish species occurrence and generate baseline data to measure facility effects and mitigation action effectiveness. - OPEN ACCESS

Indigenous fire stewardship enhances ecosystem diversity, assists with the management of complex resources, and reduces wildfire risk by lessening fuel loads. Although Indigenous Peoples have maintained fire stewardship practices for millennia and continue to be keepers of fire knowledge, significant barriers exist for re-engaging in cultural burning. Indigenous communities in Canada have unique vulnerabilities to large and high-intensity wildfires as they are predominately located in remote, forested regions and lack financial support at federal and provincial levels to mitigate wildfire risk. Therefore, it is critical to uphold Indigenous expertise in leading effective and socially just fire stewardship. In this perspective, we demonstrate the benefits of cultural burning and identify five key barriers to advancing Indigenous fire stewardship in Canada. We also provide calls to action to assist with reducing preconceptions and misinformation and focus on creating space and respect for different knowledges and experiences. Despite growing concerns over wildfire risk and agency-stated intentions to establish Indigenous Peoples as partners in wildfire management, power imbalances still exist. The future and coexistence with fire in Canada needs to be a shared responsibility and led by Indigenous Peoples within their territories. - OPEN ACCESSEfforts are underway in Canada to set aside terrestrial lands for conservation, thereby protecting them from anthropogenic pressures. Here we produce the first Canadian human footprint map by combining 12 different anthropogenic pressures and identifying intact and modified lands and ecosystems across the country. Our results showed strong spatial variation in pressures across the country, with just 18% of Canada experiencing measurable human pressure. However, some ecosystems are experiencing very high pressure, such as the Great Lakes Plains and Prairies national ecological areas that have over 75% and 56% of their areas, respectively, with a high human footprint. In contrast, the Arctic and Northern Mountains have less than 0.02% and 0.2%, respectively, of their extent under high human footprint. A validation of the final map, using random statistical sampling, resulted in a Cohen Kappa statistic of 0.91, signifying an “almost perfect” agreement between the human footprint and the validation data set. By increasing the number and accuracy of mapped pressures, our map demonstrates much more widespread pressures in Canada than were indicated by previous global mapping efforts, demonstrating the value in specific national data applications. Ecological areas with immense anthropogenic pressure highlight challenges that may arise when planning for ecologically representative protected areas.
