Founded in 1882, the Royal Society of Canada (RSC) comprises the Academy of Arts and Humanities, the Academy of Social Sciences, and the Academy of Science; in addition to Canada’s first national system of multidisciplinary recognition for the emerging generation of Canadian intellectual leadership, the RSC College. The RSC’s mission is to recognize scholarly, research and artistic excellence, to advise governments and organizations, and to promote a culture of knowledge and innovation in Canada and with other national academies around the world. - OPEN ACCESSWe pursue an evidence-informed argument that interpersonal relationships in childhood and adolescence are central to achieving learning outcomes and that school closures across various parts of Canada during the COVID-19 pandemic have compromised these critical relationships, jeopardizing educational attainment. We highlight how the centrality of relationships with peers and educators in achieving learning goals is well established in the literature. So too is the importance of peers in creating stable mental health and wellness for children and youth. The pandemic context has drastically interfered with ongoing wellness, exacerbating feelings of loneliness and social isolation, which takes a toll on what children and youth can achieve in the virtual classroom. In the interest of reducing harm, we call on provincial/territorial governments to move quickly to ensure schools are open in the fall and to think carefully and consult effectively before any further closure decisions are made. We understand that safety is paramount and as such offer a framework for planning a safe return where necessary. Now more than ever there is a need to prioritize social–emotional learning opportunities to protect young people from the lasting effects of social isolation and threats to the fundamental need to belong that have been induced or exacerbated by the pandemic.

Climate change will create warmer temperatures, greater precipitation, and longer growing seasons in northern latitudes making agriculture increasingly possible in boreal regions. To assess the potential of any such expansion, this paper provides a first-order approximation of how much land could become suitable for four staple crops (corn, potato, soy, and wheat) in Canada by 2080. In addition, we estimate how the environmental trade-offs of northern agricultural expansion will impact critical ecosystem services. Primarily, we evaluate how the regulatory ecosystem services of carbon storage and sequestration and the habitat services supporting biodiversity would be traded for the provisioning services of food production. Here we show that under climate change projected by Canadian Earth System Model (CanESM2) Representative Concentration Pathway 4.5, ∼1.85 million km2 of land may become suitable for farming in Canada’s North, which, if utilized, would lead to the release of ∼15 gigatonnes of carbon if all forests and wetlands are cleared and plowed. These land-use changes would also have profound implications for Indigenous sovereignty and the governance of protected and conserved areas in Canada. These results highlight that research is urgently needed so that stakeholders can become aware of the scope of potential economic opportunities, cultural issues, and environmental trade-offs required for agricultural sustainability in Canada. - OPEN ACCESS

For better or for worse, authorship is a currency in scholarly research and advancement. In scholarly writing, authorship is widely acknowledged as a means of conferring credit but is also tied to concepts such as responsibility and accountability. Authorship is one of the most divisive topics both at the level of the research team and more broadly in the academy and beyond. At present, authorship is often the primary way to assert and receive credit in many scholarly pursuits and domains. Debates rage, publicly but mostly privately, regarding authorship. Here we attempt to clarify key concepts related to authorship informed by our collective experiences and anchored in relevant contemporary literature. Rather than dwelling on the problems, we focus on proactive strategies for creating more just, equitable, and transparent avenues for minimizing conflict around authorship and where there is adequate recognition of the entire process of knowledge generation, synthesis, sharing, and application with partners within and beyond the academy. We frame our ideas around 10 strategies that collectively constitute a roadmap for avoiding and overcoming challenges associated with authorship decisions. - OPEN ACCESSMany children and youth in Canada are identified as vulnerable due to educational, environmental, and social factors. They are more likely to be negatively affected by events that cause significant upheaval in daily life. The changes imposed by COVID-19, such as physical distancing, school closures, and reductions in community-based services all have the potential to weaken the systems of support necessary for these children to learn and develop. Existing inequities in educational outcomes experienced by vulnerable children prior to the pandemic have been greatly exacerbated as cracks in our support structures are revealed. Many children and youth have experienced disengagement, chronic attendance problems, declines in academic achievement, and decreased credit attainment during the pandemic, with the impact far deeper for those already at-risk. This chapter examines what is known to date regarding the impact of COVID-19 on vulnerable children and youth and provides recommendations to guide postpandemic planning. Vulnerable children, youth, and their families require access to reliable high-speed internet, effective and inclusive learning spaces, and a range of coordinated social services. All stakeholders need to develop and fund initiatives that address these critical areas to ensure that educational opportunities for all children and youth can be realized.
- OPEN ACCESSThe demand the human population is placing on the environment has triggered accelerated rates of biodiversity change and created trade-offs among the ecosystem services we depend upon. Decisions designed to reverse these trends require the best possible information obtained by monitoring ecological and social dimensions of change. Here, we conceptualize a network framework to monitor change in social–ecological systems. We contextualize our framework within Ostrom’s social–ecological system framework and use it to discuss the challenges of monitoring biodiversity and ecosystem services across spatial and temporal scales. We propose that spatially explicit multilayer and multiscale monitoring can help estimate the range of variability seen in social–ecological systems with varying levels of human modification across the landscape. We illustrate our framework using a conceptual case study on the ecosystem service of maple syrup production. We argue for the use of analytical tools capable of integrating qualitative and quantitative knowledge of social–ecological systems to provide a causal understanding of change across a network. Altogether, our conceptual framework provides a foundation for establishing monitoring systems. Operationalizing our framework will allow for the detection of ecosystem service change and assessment of its drivers across several scales, informing the long-term sustainability of biodiversity and ecosystem services.
- OPEN ACCESSChildren and youth flourish in environments that are predictable, safe, and structured. The COVID-19 pandemic has disrupted these protective factors making it difficult for children and youth to adapt and thrive. Pandemic-related school closures, family stress, and trauma have led to increases in mental health problems in some children and youth, an area of health that was already in crisis well before COVID-19 was declared a global pandemic. Because mental health problems early in life are associated with significant impairment across family, social, and academic domains, immediate measures are needed to mitigate the potential for long-term sequalae. Now more than ever, Canada needs a national mental health strategy that is delivered in the context in which children and youth are most easily accessible—schools. This strategy should provide coordinated care across sectors in a stepped care framework and across a full continuum of mental health supports spanning promotion, prevention, early intervention, and treatment. In parallel, we must invest in a comprehensive population-based follow-up of Statistics Canada’s Canadian Health Survey on Children and Youth so that accurate information about how the pandemic is affecting all Canadian children and youth can be obtained. It is time the Canadian government prioritizes the mental health of children and youth in its management of the pandemic and beyond.
- OPEN ACCESSThe Canadian federal Tri-Agency Research Data Management Policy has recently been released. This will require Canadian universities and other research institutes to create and share strategic plans regarding data management and to equip their researchers with skills to complete data deposits. To help maximize the success of data sharing we outline five domains for research institutions to consider during implementation: training and education, paying for data sharing, audit and feedback, meta-science, and career advancement.

Since the implementation of the Canadian Species at Risk Act (SARA) in 2003, deficiencies in SARA and its application have become clear. Legislative and policy inconsistencies among responsible federal agencies and the use of a subjective approach for prioritizing species protection lead to taxonomic biases in protection. Variations in legislation among provinces/territories and the reluctance of the federal government to take actions make SARA’s application often inefficient on nonfederally managed lands. Ambiguous key terms (e.g., critical habitat) and disregard for legislated deadlines in many steps impede the efficacy of SARA. Additionally, the failure to fully recognize Indigenous knowledge and to seek Indigenous cooperation in the species protection process leads to weaker government accountability, promotes inequity, and leads to missed opportunities for partnerships. New legislative amendments with well-defined and standardized steps, including an automatic listing process, a systematic prioritization program, and clearer demands (e.g., mandatory threshold to trigger safety net/emergency order) would improve the success of species at risk protection. Moreover, a more inclusive approach that brings Indigenous representatives and independent scientists together is necessary for improving SARA’s effectiveness. These changes have the potential to transform SARA into a more powerful act towards protecting Canada’s at-risk wildlife. (The graphical abstract follows.) - OPEN ACCESS

We review what is known about ecosystem service (ES) delivery from agricultural dykelands and tidal wetlands around the dynamic Bay of Fundy in the face of climate change and sea-level rise, at the outset of the national NSERC ResNet project. Agricultural dykelands are areas of drained tidal wetland that have been converted to agricultural lands and protected using dykes and aboiteaux (one-way drains or sluices), first introduced by early French settlers (Acadians). Today, Nova Scotia’s 242 km system of dykes protect 17,364 ha of increasingly diverse land uses—including residential, industrial, and commercial uses as well as significant tourism, recreational, and cultural amenities—and is undergoing system modernization and adaptation. Different ES are provided by drained and undrained landscapes such as agriculture from dykelands and regulating services from wetlands, but more complex dynamics exist when beneficiaries are differentiated. This review reveals many knowledge gaps about ES delivery and dynamics, including around net greenhouse gas implications, storm protection, water quality, fish stocks, pollination processes, sense of place, and aesthetics, some of which may reveal shared ES or synergies instead of trade-offs. We emphasize the need to be open to adapting ES concepts and categorizations to fully understand Indigenous implications of these land use decisions. - OPEN ACCESSThis paper reviews the challenges posed by the physics of the interaction of high-peak power femtosecond lasers with ultrathin foil targets. Initially designed to produce warm solid-density plasmas through the isochoric heating of solid matter, the interaction of an ultrashort pulse with ultrathin foils is becoming more and more complex as the laser intensity is increased. The dream of achieving very hot solid density matter with extreme specific energy density faces several bottlenecks discussed here as related to the laser technology, to the complexity of the physical processes, and to the limits of our current time-resolved instrumentations.
- OPEN ACCESSThe origins of this report, and of the Mental Health and Policing Working Group, can be traced to the unique situation Canadians have faced as a result of the COVID-19 pandemic. The unique circumstances of this global outbreak, which have for many Canadians resulted in serious illness and death, intensified economic uncertainties, altered family and lifestyle dynamics, and generated or exacerbated feelings of loneliness and social dislocation, rightly led the Royal Society of Canada’s COVID-19 Taskforce to consider the strains and other negative impacts on individual, group, and community mental health. With the central role that police too often play in the lives of individuals in mental and (or) emotional crisis, we were tasked with exploring what can be reasonably said about the state of our current knowledge of police responses to persons with mental illness.

The COVID-19 pandemic has impacted the lives and well-being of all people globally, with consequences being observed across all domains from physical and mental health, to education and employment outcomes, to access to community supports and services. However, the disproportionate impact of the COVID-19 pandemic and its associated public health restrictions on individuals with intellectual and developmental disabilities (IDD) has largely been overlooked. Not only do people with IDD have a greater risk of severe complications and death from the virus as shown in large-scale studies, but they also face significant short- and long-term consequences of COVID-related public health measures on their mental health and well-being. At a time when this vulnerable population is already feeling undervalued, ignored, and forgotten, it is imperative that the risks facing adults and children with IDD—as well as their families and caregivers—are recognized, valued, and addressed through a disability-inclusive approach to Canada’s pandemic policy response planning. This requires both a mainstreaming of disability inclusion into all COVID-19 response and recovery policies as well as disability-specific policies to address the unique barriers and challenges encountered by people with IDD during the pandemic. The recommendations in this policy briefing aim to achieve a more inclusive, accessible, and sustainable Canada for people with IDD both during and after the pandemic—an approach that will result in benefits for all of society. - OPEN ACCESS

Monitoring animals with electronic tags is an increasingly important tool for fundamental and applied ecological research. Based on the size of the system under study, the ability to recapture the animal, and research medium (e.g., aerial, freshwater, saltwater, terrestrial), tags selected may either log data in memory (bio-logging), transmit it to a receiver or satellite (biotelemetry), or have a hybrid design. Over time, we perceive that user groups are diverging based on increasing use of technology specific terms, favouring either bio-logging or biotelemetry. It is crucial to ensure that a divide does not become entrenched in the community because it will likely hinder efforts to advance field and analytical methods and reduce accessibility of animal tracking with electronic tags to early-career and new researchers. We discuss the context for this emerging problem and the evidence that this is manifesting within the scientific community. Finally, we suggest how the animal tracking community may work to address this issue to maximize the benefits of information transfer and integration between users of the two technologies. - OPEN ACCESS

COVID-19 vaccine acceptance exists on a continuum from a minority who strongly oppose vaccination, to the “moveable middle” heterogeneous group with varying uncertainty levels about acceptance or hesitancy, to the majority who state willingness to be vaccinated. Intention for vaccine acceptance varies over time. COVID-19 vaccination decisions are influenced by many factors including knowledge, attitudes, and beliefs; social networks; communication environment; COVID-19 community rate; cultural and religious influences; ease of access; and the organization of health and community services and policies.Reflecting vaccine acceptance complexity, the Royal Society of Canada Working Group on COVID-19 Vaccine Acceptance developed a framework with four major factor domains that influence vaccine acceptance (people, communities, health care workers; immunization knowledge; health care and public health systems including federal/provincial/territorial/indigenous factors)—each influencing the others and all influenced by education, infection control, extent of collaborations, and communications about COVID-19 immunization. The Working Group then developed 37 interrelated recommendations to support COVID vaccine acceptance nested under four categories of responsibility: 1. People and Communities, 2. Health Care Workers, 3. Health Care System and Local Public Health Units, and 4. Federal/Provincial/Territorial/Indigenous. To optimize outcomes, all must be engaged to ensure co-development and broad ownership. - OPEN ACCESSThere have been rapid recent reductions in sea ice age and extent in the Canadian Arctic, but little previous analysis of how this has impacted the navigability of Arctic shipping. In this study we analyze how navigability changed over the period 1972–2016 by converting Canadian Ice Service ice charts to shipping navigability charts for different hull strength classifications based on the Arctic Ice Regime Shipping System. Analysis focuses on the southern route of the Northwest Passage, and the Arctic Bridge route across Hudson Bay, for changes in early-season (∼25 June), mid-season (∼3 September), and late-season (∼15 October) conditions. Results reveal that there has been a marked easing in shipping navigability for all vessels over the past decade, driven by reductions in the area and age of sea ice, particularly across the southern route of the Northwest Passage. Both medium (Type B) and little (Type E) ice strengthened vessels were able to transit the full length of this route in the middle part of the shipping season in 2012–2016, but not in 1972–1976 or 1992–1996.
- OPEN ACCESSPacific sand lance (Ammodytes personatus) and surf smelt (Hypomesus pretiosus) are ecologically important forage fish in the marine food webs within the Salish Sea, including British Columbia (BC). Although important, little information exists around the spatiotemporal distribution of these fishes’ beach spawning habitat in the BC Salish Sea. In 2017, the Mount Arrowsmith Biosphere Region Research Institute initiated spawning beach surveys within the Mount Arrowsmith Biosphere Region (MABR). Surveys have geographically expanded along the eastern Vancouver Island coastline between Bowser and Cowichan Bay, BC, including Gabriola Island and Thetis Island. Pacific sand lance embryos have been detected at 17 beaches, with six beaches located within the MABR. Pacific sand lance spawning events have been detected between November and mid-February, with the bulk of embryos detected in November and December. To date, surf smelt embryos have not been detected at the 56 different beaches. These data begin to fill existing data gaps surrounding Pacific sand lance and surf smelt in BC. Furthermore, longer-term data submissions to the Strait of Georgia Data Centre, an open-access database, will provide the necessary data needed to advocate for improved regulatory protections for these ecologically important fish and their spawning habitat.

Post-secondary education (PSE) is a vital part of civil society and any modern economy. When broadly accessible, it can enable socioeconomic mobility, improve health outcomes, advance social cohesion, and support a highly skilled workforce. It yields public benefits not only in improved well-being and economic prosperity, but also in reduced costs in health care and social services. Canada also relies heavily on the PSE sector for research. During the COVID-19 pandemic, PSE has supported research related to the pandemic response and other critical areas, including providing expert advice to support public health and government decision-making, while maintaining educational programs and continuing to contribute to local and regional economies. But the pandemic effort has stretched already strained PSE resources and people even further: for decades, declining public investment has driven increases in tuition and decreases in faculty complement, undermining Canada’s research capacity and increasing student debt as well as destabilizing the sector through a growing reliance on volatile international education markets. Given the challenges before us, including climate change, reconciliation, and the pandemic, it is imperative that we better draw on the full range of experience, knowledge, and creativity in Canada and beyond through an inclusive, stable, and globally engaged PSE. Supporting PSE’s recovery will be key to Canada’s ongoing pandemic response and recovery. The recommendations in this report are guided by a single goal—to make the post-secondary sector a more effective partner and support in building a more equitable, sustainable, and evidence-driven future for Canada, through and beyond the COVID-19 pandemic. - OPEN ACCESSThe influenza pandemic of 1918–1920, which killed 50 000 Canadians, spurred the creation of a federal department of public health. But in the intervening century, public health at all levels has remained, as Marc Lalonde put it in 1988, the “poor cousin” in the health care system (Lalonde 1988, p. 77). Punctuated by sporadic investment during infectious disease crises, such as polio in the early 1950s, public health is less of a priority as the cost of tertiary health interventions rises. While public health potentially involves a broad range of interventions, this paper focuses on the history of public health interventions around infectious disease. COVID-19 has forced us to relearn the importance of maintaining basic infectious/communicable disease control capacity and revealed the cost of our failure to do so. It has also drawn our attention to the intersection between social inequality, racism, and colonialism and vulnerability to disease. In addition to investing in our capacity to contain disease outbreaks as they occur, we must plan now for how to achieve greater health equity in the future by addressing underlying economic and social conditions and providing meaningful access to preventive care for all. This is how we build a truly resilient society. Governments at all levels have recognized the importance of social factors in shaping health and illness for decades. But greater health equity will result only from genuine action on this knowledge. Action will arise from public advocacy in support of prevention, and a new level of engagement and collaboration between affected individuals and communities, public health experts, and governments.
- OPEN ACCESSCOVID-19 presents an opportunity to preserve a rich and diverse historical record—one intended to honour all experiences and voices and in recognition of ongoing systemic inequalities shaping the pandemic. But policy changes are necessary in three key areas: how memory institutions are funded and supported, the gaps in our capacity to preserve the digital records that reflect how we communicate with one another today, and how to preserve and make accessible valuable scholarly research into the societal impact of COVID-19. Our goal is to begin a conversation about priorities for archival preservation, the need for greater equity and justice in our preservation practices, and ways to safeguard the existence of historical records that will allow us in future to bear witness, with fairness and truth and in a spirit of reconciliation, to our society’s response to COVID-19.
- OPEN ACCESSCorrectional services, both institutional and within the community, are impacted by COVID-19. In the current paper, we focus on the current situation and examine the tensions around how COVID-19 has introduced new challenges while also exacerbating strains on the correctional system. Here, we make recommendations that are directly aimed at how correctional systems manage COVID-19 and address the nature and structure of correctional systems that should be continued after the pandemic. In addition, we highlight and make recommendations for the needs of those who remain incarcerated in general, and for Indigenous people in particular, as well as for those who are serving their sentences in the community. Further, we make recommendations for those working in closed-custody institutions and employed to support the re-entry experiences of formerly incarcerated persons. We are at a critical juncture—where reflection and change are possible—and we put forth recommendations toward supporting those working and living in correctional services as a way forward during the pandemic and beyond.
