- OPEN ACCESSIn setting up a data access policy to share controlled access data from the McGill Epigenomics Mapping Centre (EMC), an International Human Epigenome Consortium (IHEC) partner project, we encountered ethical and legal challenges that are likely to be relevant to other researchers sharing data, especially from Canadian projects. We discuss our solutions to the following data-sharing challenges, based on comparative legal and policy analysis: (1) providing access to data to a growing number of researchers; (2) maintaining Canadian privacy standards while sharing controlled access data internationally; (3) freedom of information requests; and (4) providing more incentives for researchers to share pre-publication data.
- OPEN ACCESSContemporary conservation problems are typically positioned at the interface of complex ecological and human systems. Traditional approaches aiming to compartmentalize a phenomenon within the confines of a single discipline and failing to engage non-science partners are outmoded and cannot identify solutions that have traction in the social, economic, and political arenas in which conservation actions must operate. As a result, conservation science teams must adopt multiple disciplinary approaches that bridge not only academic disciplines but also the political and social realms and engage relevant partners. Five reasons are presented that outline why conservation problems demand multiple disciplinary approaches in order to move forward because: (i) socio-ecological systems are complex, (ii) multiple perspectives are better than one, (iii) the results of research must influence practice, (iv) the heterogeneity of scale necessitates it, and (v) conservation involves compromise. Presenting reasons that support multiple disciplinarity demands a review of the barriers that impede this process, as we are far from attaining a model or framework that is applicable in all contexts. Two challenges that impede multiple disciplinarity are discussed, in addition to pragmatic solutions that conservation scientists and practitioners can adopt in their work. Overall, conservation researchers and practitioners are encouraged to explore the multiple disciplinary dimensions of their respective realms to more effectively solve problems in biodiversity and sustainability.

While greater research on threatened species alone cannot ensure their protection, understanding taxonomic bias may be helpful to address knowledge gaps in order to identify research directions and inform policy. Using data for over 10 000 animal species listed on the International Union for Conservation of Nature Red List, we investigated taxonomic and geographic biodiversity conservation research trends worldwide. We found extreme bias in conservation research effort on threatened vertebrates compared with lesser-studied invertebrates in both terrestrial and aquatic habitats at a global scale. Based on an analysis of common threats affecting vertebrates and invertebrates, we suggest a path forward for narrowing the research gap between threatened vertebrates and invertebrates. - OPEN ACCESS

This perspective documents current thinking around climate actions in Canada by synthesizing scholarly proposals made by Sustainable Canada Dialogues (SCD), an informal network of scholars from all 10 provinces, and by reviewing responses from civil society representatives to the scholars’ proposals. Motivated by Canada’s recent history of repeatedly missing its emissions reduction targets and failing to produce a coherent plan to address climate change, SCD mobilized more than 60 scholars to identify possible pathways towards a low-carbon economy and sustainable society and invited civil society to comment on the proposed solutions. This perspective illustrates a range of Canadian ideas coming from many sectors of society and a wealth of existing inspiring initiatives. Solutions discussed include climate change governance, low-carbon transition, energy production, and consumption. This process of knowledge synthesis/creation is novel and important because it provides a working model for making connections across academic fields as well as between academia and civil society. The process produces a holistic set of insights and recommendations for climate change actions and a unique model of engagement. The different voices reported here enrich the scope of possible solutions, showing that Canada is brimming with ideas, possibilities, and the will to act. - OPEN ACCESSThere has been a significant increase in the rate of felt earthquakes in western Alberta and eastern British Columbia, which has been associated with hydraulic fracturing and wastewater disposal. The increased rate of seismicity and the potential for localized strong ground motions from very shallow events poses an increased hazard to critical infrastructure such as major dams—particularly for older high-consequence structures. This paper overviews the factors that affect the likelihood of damaging ground motions and examines their implications for hazard assessment and mitigation. A strategy aimed at reducing the likelihood of potentially damaging ground motions to achieve probabilistic targets for critical facilities is developed, comprising elements of both mitigation and avoidance. For critical facilities, an effective strategy includes (i) an exclusion zone having a radius of ∼5 km; and (ii) a monitoring-and-response protocol to track the rate of events at the M > 2 level within 25 km, with adjustment of operational practices if required. An exclusion zone provides a deterministic safety margin to ensure the integrity of those few facilities for which failure consequences are unacceptable. Real-time monitoring tied to a response protocol can be used to control the rate of significant events and thereby limit the hazard more broadly.
- OPEN ACCESSIntroduction: In Canada, the progestin-only dedicated pill is the most widely used method of emergency contraception (EC). This method gained over-the-counter status in Ontario in 2008. Our mixed methods study explored the progestin-only EC knowledge, attitudes, and provision practices of Ontario pharmacists. Methods: From June 2015 to October 2015, we collected 198 mailed surveys from Ontarian pharmacy representatives and conducted 17 in-depth interviews with a subset of respondents. We analyzed these data using descriptive statistics and for content and themes. Results: Results from our English/French bilingual survey indicate that respondents’ knowledge is generally accurate, but confusion persists about the mechanism of action and the number of times the drug can be used in one menstrual cycle. Nearly half (49%) of our survey respondents indicated that progestin-only EC pills are only available behind the counter. Interviewees strongly supported the introduction and promotion of more effective methods of EC in Ontario. Conclusion: Continuing education focusing on both the regulatory status of progestin-only EC and information about the medication appears warranted. Health Canada’s recent approval of ulipristal acetate for use as a post-coital contraceptive may provide a window of opportunity for engaging with health service providers, including pharmacists, about all available modalities of EC in Canada.
- OPEN ACCESSDebates concerning how to achieve food security tend to fall into one of two camps. The first is that high-technology, market-oriented approaches promise to enhance agricultural productivity and improve food security. The counterargument is that low-technology approaches, when combined with building social and physical infrastructure, are more effective at meeting people’s food needs. Using a survey of 540 farm households in northern Ghana, we assess the level of food security for smallholders by analyzing the influence of a low-technology and low-external-input approach, such as sweet potatoes, and that of the production of an improved, commercially produced crop, such as rice. We also measure the influence of market access. Our results indicate that sweet potato producers are more likely to be food secure than commercial rice producers. However, the proximity to and interaction with markets is also associated with farmer food security, even when controlling for measures of prosperity. These findings suggest that low-technology approaches and high-technology, market-oriented approaches should not be treated as diametrically opposed to each other. Enhancing smallholder production of low-technology staple crops like sweet potatoes is likely to improve well-being. At the same time, interventions to build the physical and social infrastructure necessary to enable market participation would also be likely to enhance smallholder well-being.
- OPEN ACCESSWe reviewed the strategy for Agricultural Research for Development (AR4D) adopted by the International Crops Research Institute for the Semi-Arid Tropics (ICRISAT). The objective was to examine ICRISAT’s research strategy related to the twin challenges of resilience and profitability in developing technologies aimed at improving the livelihoods of smallholder farmers in the drylands of Africa. To do this, we examined the expected impact on resilience and profitability of its present program and the realized impact of ICRISAT’s previous research. We argue that the current CGIAR Research Programs led by ICRISAT envisage separate product lines for resilience and profitability, targeted at two groups, i.e., subsistence- and market-oriented smallholders. This approach, expected to make technology more appropriate for farmers’ needs, risks overlooking the interconnectedness of the two targets if they are too rigorously separated. Although our review of ICRISAT’s previous research program suggests that success stories have taken numerous forms—some increasing resilience, others profitability—our review also suggests that it is possible to develop win–win technologies that improve both targets. Finding ways to replicate win–win technologies will require that ICRISAT tests the resulting technologies and their implementation in specific contexts to improve and replace them as the research programs evolve.
- OPEN ACCESSSmallholder dairy production dominates the country of Uganda, with over 90% of the national herd owned by smallholders. To reduce hunger, malnutrition, and raise families out of poverty agricultural development, interventions in Uganda have focused on increasing milk production through the introduction of improved dairy cow breeds. Development actors, such as the East Africa Dairy Development (EADD) program in Uganda, see crossbreed dairy cows as a key technological intervention for improving production. Drawing on a multi-method study (spatial analysis, surveys, and qualitative interviews) of dairy smallholders, our paper examines the gendered effects of the introduction of crossbreed dairy cows. To ensure peak performance, improved breeds require more inputs (e.g., water, feed, and medicine), which are labor and time intensive with specific gendered outcomes. Our findings reveal that both men and women identify fetching water as one of the greatest challenges in maintaining dairy cows, but women and children disproportionately fetch the water and women have higher reported rates of time poverty. Water quality is also an issue, with smallholders struggling to provide clean water to cows, and our basic water testing reveals water sources with high nitrate levels that can be harmful for children and dairy cows.

The Marianas Trench Marine National Monument (MNM) currently extends policy-based protection to deep-sea ecosystems contained within it, but managers require better understanding of the current knowledge and knowledge gaps about these ecosystems to guide decision-making. To address this need, we present a case study of the Marianas Trench MNM using in-depth interviews to determine scientists’ (1) current understanding of anthropogenic drivers of change and system vulnerability in deep-sea ecosystems; and (2) perceptions of the least understood deep-sea ecosystems and processes in the Marianas Trench MNM, and which of these, if any, should be research priorities to fill knowledge gaps about these systems and the impacts from anthropogenic drivers of change. Interview respondents shared similar views on the current knowledge of deep-sea ecosystems and potential anthropogenic drivers of change in the Marianas Trench MNM. Respondents also identified trench and deep pelagic (bathyal, abyssal, and hadal zones) ecosystems as the least understood, and highlighted climate change, litter and waste, mining and fishing, and interactions between these drivers of change as critical knowledge gaps. To fill key knowledge gaps and inform conservation decision-making, respondents identified the need for monitoring networks and time-series data. Our approach demonstrates how in-depth interviews can be used to elicit knowledge to inform decision-making in data-limited situations. - OPEN ACCESSAspects of Canada’s health regulatory system are currently being reviewed. This is timely, as the regulation and definition of drugs, foods, and natural health products (NHPs) is in need of revision to facilitate greater transparency and less ambiguity. A number of studies have illustrated the importance of a nutritious diet to prevent and manage chronic disease. Therefore, legislation surrounding food health claims needs to be adjusted so that it is more informative for disease prevention and, in some cases, treatment. Canada is modernizing the regulation of self-care products, under which NHPs, including probiotic products, are listed. With the growing appreciation for the role that microbes play in human health and the recognition that many foods, including those containing probiotic organisms, can prevent or mitigate disease, this provides an opportunity to reassess regulatory categories.

- OPEN ACCESSPolicy-makers are confronted with complex problems that require evaluating multiple streams of evidence and weighing competing interests to develop and implement solutions. However, the policy interventions available to resolve these problems have different levels of supporting scientific evidence. Decision-makers, who are not necessarily scientifically trained, may favour policies with limited scientific backing to obtain public support. We illustrate these tensions with two case studies where the scientific consensus went up against the governing parties’ chosen policy. What mechanisms exist to keep the weight of scientific evidence at the forefront of decision-making at the highest levels of government? In this paper, we propose that Canada create “Departmental Chief Science Advisors” (DCSAs), based on a program in the UK, to help complement and extend the reach of the newly created Chief Science Advisor position. DCSAs would provide advice to ministers and senior civil servants, critically evaluate scientific work in their host department, and provide public outreach for the department’s science. We show how the DCSAs could be integrated into their departments and illustrate their potential benefits to the policy making process and the scientific community.

Biodiversity is intrinsically linked to the health of our planet—and its people. Yet, increasingly, human activities are causing the extinction of species, degrading ecosystems, and reducing nature’s resilience to climate change and other threats. As a signatory to the Convention on Biological Diversity, Canada has a legal responsibility to protect 17% of land and freshwater by 2020. Currently, Canada has protected ∼10% of its terrestrial lands, requiring a marked increase in the pace and focus of protection over the next three years.Given the distribution, extent, and geography of Canada’s current protected areas, systematic conservation planning would provide decision-makers with a ranking of the potential for new protected area sites to stem biodiversity loss and preserve functioning ecosystems. Here, we identify five key principles for identifying lands that are likely to make the greatest contribution to reversing biodiversity declines and ensuring biodiversity persistence into the future. We identify current gaps and integrate principles of protecting (i) species at risk, (ii) representative ecosystems, (iii) intact wilderness, (iv) connectivity, and (v) climate refugia. This spatially explicit assessment is intended as an ecological foundation that, when integrated with social, economic and governance considerations, would support evidence-based protected area decision-making in Canada. - OPEN ACCESS

Since being elected in 2015, Canada’s federal Liberal government has taken steps to overhaul major environment-related laws and policies, including federal environmental assessment (EA) and regulatory processes. During 2016–2017, a government-appointed panel toured Canada and received >1000 suggestions from diverse sectors of society regarding EA reform. Yet, different sectors of society may have different views concerning scientific components of EA. We analyzed written submissions during public consultation (categorized into five sectors) regarding five key scientific components of EA: (1) openly sharing information, (2) evaluating cumulative effects, (3) scientific rigour, (4) transparency in decision-making, and (5) independence between regulators and proponents. On the whole, submissions from Indigenous groups, non-governmental organizations, and individuals/academics supported strengthening all five components. In contrast, most contributions from industry/industry associations, and, to a lesser extent, government bodies or agencies, suggested that there was no need for increased scientific rigour or increased independence. These findings indicate that there is cross-sectoral support for strengthening some scientific aspects of EA. However, the degree to which the Government of Canada strengthens the scientific rigour and independence of EA will indicate whether environmental decision-making in Canada is aligned with preferences from industry or the rest of Canada. - OPEN ACCESSThe concept of sustainable phosphorus is studied in depth around the world, as the scientific community largely agrees that the non-renewable phosphorus reserves in the form of phosphorite ore must be used judiciously. Unfortunately, many developed countries, including Canada, have yet to implement a phosphorus management plan. The Netherlands, Germany, and Switzerland can be heralded as success stories of effective, committed, cross-sector phosphorus management. We examine factors that contributed to their success and consider how these may be transferred to Canada. We also consider Canadian geographic and research factors and contrast the Canadian policy environment and phosphorus recycling efforts with those in the EU. Finally, we analyze active Canadian and North American phosphorus interest groups and seek to determine why their collective efforts have yet to coalesce around tangible action. Canada produces phosphorus fertilizer from imported deposits of phosphate rock. Canada produces potassium fertilizer from its rich potash mines, making it a global power in nutrient production. It is imperative that Canada earns a respected leadership role in efficient global phosphorus and potassium nutrient management and recycling.

Gaps between environmental science and environmental law may undermine sound environmental decision-making. We link perspectives and insights from science and law to highlight opportunities and challenges at the environmental science–law interface. The objectives of this paper are to assist scientists who wish to conduct and communicate science that informs environmental statutes, regulations, and associated operational policies (OPs), and to ensure the environmental lawyers (and others) working to ensure that these statutes, regulations, and OPs are appropriately informed by scientific evidence. We provide a conceptual model of how different kinds of science-based activities can feed into legislative and policy cycles, ranging from actionable science that can inform decision-making windows to retrospective analyses that can inform future regulations. We identify a series of major gaps and barriers that challenge the successful linking of environmental science and law. These include (1) the different time frames for science and law, (2) the different standards of proof for scientific and legal (un)certainty, (3) the need for effective scientific communication, (4) the multijurisdictional (federal, provincial, and Indigenous) nature of environmental law, and (5) the different ethical obligations of law and science. Addressing these challenges calls for bidirectional learning among scientists and lawyers and more intentional collaborations at the law–science interface. - OPEN ACCESSAichi Biodiversity Target 19 calls on Parties to the United Nations Convention on Biological Diversity (CBD) to improve, share, transfer, and apply knowledge. In this study, we provide an initial assessment of the state of evidence-based decision-making in Canada’s protected areas organizations by examining (1) the value and use of various forms of evidence by managers and (2) the extent to which institutional conditions enable or inhibit the use of evidence in decision-making. Results revealed that although managers value and use many forms of evidence in their decision-making, information produced by staff and their organizations are given priority. Other forms of evidence, such as Indigenous knowledge and peer-reviewed information, are valued and used less. The most significant barriers to evidence-based decision-making were limited financial resources, lack of staff, inadequate timeframes for decision-making, a lack of monitoring programs, and a disconnect between researchers and decision-makers. Overall, our results suggest that the potential benefits of evidence-based approaches are not being maximized in Canada’s protected areas organizations. We propose several recommendations to introduce or improve the use of diverse forms of evidence to enhance management effectiveness of Canada’s protected areas and by extension conservation outcomes.
- OPEN ACCESSThe Canadian Environmental Protection Act (CEPA) enables the Minister of Environment and Climate Change to develop policy to curtail international air pollution. However, regional air pollution generated during the manufacturing of products outside of Canada is not addressed in CEPA. Using cement manufacturing in China as a case study, three policy options were devised to manage export-based regional air pollution. The options investigated included Policy 1—an open border with direct support for domestic cement manufacturers, Policy 2—a restricted border with no support for domestic cement manufacturers, and Policy 3—a selective border with partial support for domestic cement manufacturers. An analytic hierarchy process, in conjunction with the three actionable solidarities of cultural theory, was applied to the policy options and their supporting mechanisms. Results indicated that Policy 3 was strongly favoured (52.5%), followed by Policy 2 (33.4%), with Policy 1 being the least favoured (14.2%). Regarding policy mechanisms, a verification process was preferred by all three solidarities. From the standpoint of a universal approach to trade it is recommended that an air quality agreement between China and Canada under CEPA be established with a framework to eventually incorporate environmental production declarations. With respect to cement exports, it is recommended that manufacturers in China provide emissions intensities and winter smog assessments.
- OPEN ACCESSOrganic waste, which contains essential plant nutrients such as phosphorus, constitutes 30%–50% of municipal solid waste in developed countries. Unfortunately, much of this resource is buried in landfills or incinerated. Many jurisdictions have, therefore, adopted the diversion of organic waste and the recycling of nutrients as policy goals. We used data sets from Europe and Ontario, Canada, to explore the impact of socio-economic and management factors on the rates of organic waste diversion and examined the effect of this diversion on phosphorus recycling. Organic diversion rates were highly correlated with income in Europe and with infrastructure, such as source-separated organic waste collection, in Ontario. Significant correlations were also observed between diversion rates and the use of policy instruments such as economic incentives, legislative organic waste bans, and curbside bag limits. We estimated that 39%–63% of the phosphorus in diverted organics is returned to arable land. Ultimately, we found that although socio-economic factors influence the success of organic waste diversion, policies, accessible infrastructure, economic incentives, and legislative requirements can be leveraged to improve the recycling rate of organic waste and the nutrients they contain.

Open science can significantly influence the development and translational process of precision medicine in Canada. Precision medicine presents a unique opportunity to improve disease prevention and healthcare, as well as to reduce health-related expenditures. However, the development of precision medicine also brings about economic challenges, such as costly development, high failure rates, and reduced market size in comparison with the traditional blockbuster drug development model. Open science, characterized by principles of open data sharing, fast dissemination of knowledge, cumulative research, and cooperation, presents a unique opportunity to address these economic challenges while also promoting the public good.The Centre of Genomics and Policy at McGill University organized a stakeholders’ workshop in Montreal in March 2018. The workshop entitled “Could Open be the Yellow Brick Road to Precision Medicine?” provided a forum for stakeholders to share experiences and identify common objectives, challenges, and needs to be addressed to promote open science initiatives in precision medicine. The rich presentations and exchanges that took place during the meeting resulted in this consensus paper containing key considerations for open science precision medicine in Canada. Stakeholders would benefit from addressing these considerations as to promote a more coherent and dynamic open science ecosystem for precision medicine. - OPEN ACCESSWomen in science, technology, engineering, and math are not equally represented across tenure-track career stages, and this extends to grant funding, where women applicants often have lower success rates compared with men. While gender bias in reviewers has been documented, it is currently unknown whether written language in grant applications varies predictably with gender to elicit bias against women. Here we analyse the text of ∼2000 public research summaries from the 2016 Natural Sciences and Engineering Research Council (NSERC) individual Discovery Grant (DG) program. We explore the relationship between language variables, inferred gender and career stage, and funding levels. We also analyse aggregated data from the 2012–2018 NSERC DG competitions to determine whether gender impacted the probability of receiving a grant for early-career researchers. We document a marginally significant gender difference in funding levels for successful grants, with women receiving $1756 less than men, and a large and significant difference in rejection rates among early-career applicants (women: 40.4% rejection; men: 33.0% rejection rate). Language variables had little ability to predict gender or funding level using predictive modelling. Our results indicate that NSERC funding levels and success rates differ between men and women, but we find no evidence that gendered language use affected funding outcomes.

British Columbia has the greatest biological diversity of any province or territory in Canada. Yet increasing numbers of species in British Columbia are threatened with extinction. The current patchwork of provincial laws and regulations has not effectively prevented species declines. Recently, the Provincial Government has committed to enacting an endangered species law. Drawing upon our scientific and legal expertise, we offer recommendations for key features of endangered species legislation that build upon strengths and avoid weaknesses observed elsewhere. We recommend striking an independent Oversight Committee to provide recommendations about listing species, organize Recovery Teams, and monitor the efficacy of actions taken. Recovery Teams would evaluate and prioritize potential actions for individual species or groups of species that face common threats or live in a common area, based on best available evidence (including natural and social science and Indigenous Knowledge). Our recommendations focus on implementing an adaptive approach, with ongoing and transparent monitoring and reporting, to reduce delays between determining when a species is at risk and taking effective actions to save it. We urge lawmakers to include this strong evidentiary basis for species recovery as they tackle the scientific and socioeconomic challenges of building an effective species at risk Act. - OPEN ACCESSThe 31 March 2018 closure of the National Research Universal reactor marked the end of over 70 years of materials research using neutron beams from major neutron sources at the Chalk River Laboratories in Chalk River, Ontario, Canada. This closure will have a major impact on the Canadian materials research community, including researchers in the physics, chemistry, and engineering of materials. After a brief review of the history of neutron beams at the Chalk River Laboratories, we present the results of a bibliometric study of the scientific output of the research with neutron beams. In this study, we compiled a complete bibliographic record of the research papers beginning with the first neutron scattering experiments at the National Research Experimental reactor in 1947, analyzed the citations from 1980 onward, and benchmarked the results against major neutron beam facilities in other countries and against other major research facilities in Canada. We also conducted a broader bibliometric analysis of the use of neutron scattering data among all Canadians, regardless of where the data were taken. The results provide a useful metric of the size of the Canadian neutron scattering community and places into context the importance of access to this research tool.
- OPEN ACCESSA key dimension of our current era is Big Data, the rapid rise in produced data and information; a key frustration is that we are nonetheless living in an age of ignorance, as the real knowledge and understanding of people does not seem to be substantially increasing. This development has critical consequences, for example it limits the ability to find and apply effective solutions to pressing environmental and socioeconomic challenges. Here, we propose the concept of “knowledge in the dark”—or short: dark knowledge—and outline how it can help clarify key reasons for this development: (i) production of biased, erroneous, or fabricated data and information; (ii) inaccessibility and (iii) incomprehensibility of data and information; and (iv) loss of previous knowledge. Even in the academic realm, where financial interests are less pronounced than in the private sector, several factors lead to dark knowledge, that is they inhibit a more substantial increase in knowledge and understanding. We highlight four of these factors—loss of academic freedom, research biases, lack of reproducibility, and the Scientific tower of Babel—and offer ways to tackle them, for example establishing an international court of arbitration for research and developing advanced tools for research synthesis.
- OPEN ACCESSFully 37% of species listed under Canada’s Species at Risk Act (SARA) are plants or lichens. The law does not automatically protect species on private land, and it is unknown how many at-risk plants grow mainly on private land. We analyzed official status reports and related documents for 234 plant species at risk to determine land tenure and evaluated differences in threats and changes in status. We also assessed how well plants were represented in two federal programs: the Natural Areas Conservation Program (NACP) and the Habitat Stewardship Program (HSP). Of SARA-listed plant species, 35% have the majority of their known populations on private land while <10% occur mostly on federal land. Species growing mainly on private land were no more or less likely to decline in status over time compared with others. Plant species at risk were less likely than other taxonomic groups to be found on land protected under the NACP. The proportion of HSP projects targeting plants is well below the expected proportion based on the number of listed species. We recommend that policy-makers promote and prioritize actions to increase the representation of plant species in federally funded programs, especially on private lands.
- OPEN ACCESSThe concept of health permeates priorities and policies for managing wild Pacific salmon (Oncorynchus spp.). Regulatory agencies rely largely on salmon abundance and (or) the absence of pathogens to declare if a population is healthy. Our goal was to determine if there was a receptive policy environment within Fisheries and Oceans Canada (DFO) to adopt a cumulative effects perspective of health. We used a previously developed health model along with a multiple streams framework and a narrative review of DFO policy to see how fish health was situated in DFO’s salmon management problems, policy, and politics. We discovered that a cumulative effects perspective was consistent with policy goals and priorities. DFO’s guiding principles and responsibilities for aquatic animal health were spread across multiple policies and regulations. There were no processes or people responsible for integrating information and activities. The use of the word health in policies and planning without a consistent definition meant that DFO could not explicitly assess if it has reached its management target of healthy salmon. An option for transitioning to cumulative effects perspective is to adopt a healthy public policy perspective and processes to integrate the diverse information linked to social and environmental determinants of health.

Science and engineering research excellence can be maximized if the selection of researchers is made from 100% of the pool of human talent. This requires policies and approaches that encourage broad sections of society, including women and other underrepresented groups, to participate in research. Institutional policies, interpersonal interactions, and individuals’ attitudes are drivers of workplace culture. Here, some new evidence-based and systematic approaches with a focus on culture are proposed to foster women’s inclusion and success in science and engineering. - OPEN ACCESSPlanning for adaptation to climate change requires regionally relevant information on rising air and ocean temperatures, sea levels, increasingly frequent and intense storms, and other climate-related impacts. However, in many regions there are limited focused syntheses of the climate impacts, risks, and potential adaptation strategies for coastal marine areas and sectors. We report on a regional assessment of climate change impacts and recommendations for adaptation strategies in the NE Pacific Coast (British Columbia, Canada), conducted in collaboration with a regional planning and plan implementation partnership (Marine Plan Partnership for the North Pacific Coast), aimed at bridging the gaps between climate science and regional adaptation planning. We incorporated both social and ecological aspects of climate change impacts and adaptations, and the feedback mechanisms which may result in both increased risks and opportunities for the following areas of interest: “Ecosystems”, “Fisheries and Aquaculture”, “Communities”, and “Marine Infrastructure”. As next steps within the region, we propose proactive planning measures including communication of the key impacts and projections and cross-sectoral assessments of climate vulnerability and risk to direct decision-making.

Policy-makers ideally pursue well-informed, socially just means to make environmental decisions. Indigenous peoples have used Indigenous knowledge (IK) to inform decisions about environmental management for millennia. In the last 50 years, many western societies have used environmental assessment (EA) processes to deliberate on industrial proposals, informed by scientific information. Recently EA processes have attempted to incorporate IK in some countries and regions, but practitioners and scholars have criticized the ability of EA to meaningfully engage IK. Here we consider these tensions in Canada, a country with economic focus on resource extraction and unresolved government-to-government relationships with Indigenous Nations. In 2019, the Canadian government passed the Impact Assessment Act, reinvigorating dialogue on the relationship between IK and EA. Addressing this opportunity, we examined obstacles between IK and EA via a systematic literature review, and qualitative analyses of publications and the Act itself. Our results and synthesis identify obstacles preventing the Act from meaningfully engaging IK, some of which are surmountable (e.g., failures to engage best practices, financial limitations), whereas others are substantial (e.g., knowledge incompatibilities, effects of colonization). Finally, we offer recommendations for practitioners and scholars towards ameliorating relationships between IK and EA towards improved decision-making and recognition of Indigenous rights. - OPEN ACCESS

Various multiple-disciplinary terms and concepts (although most commonly “interdisciplinarity,” which is used herein) are used to frame education, scholarship, research, and interactions within and outside academia. In principle, the premise of interdisciplinarity may appear to have many strengths; yet, the extent to which interdisciplinarity is embraced by the current generation of academics, the benefits and risks for doing so, and the barriers and facilitators to achieving interdisciplinarity, represent inherent challenges. Much has been written on the topic of interdisciplinarity, but to our knowledge there have been few attempts to consider and present diverse perspectives from scholars, artists, and scientists in a cohesive manner. As a team of 57 members from the Canadian College of New Scholars, Artists, and Scientists of the Royal Society of Canada (the College) who self-identify as being engaged or interested in interdisciplinarity, we provide diverse intellectual, cultural, and social perspectives. The goal of this paper is to share our collective wisdom on this topic with the broader community and to stimulate discourse and debate on the merits and challenges associated with interdisciplinarity. Perhaps the clearest message emerging from this exercise is that working across established boundaries of scholarly communities is rewarding, necessary, and is more likely to result in impact. However, there are barriers that limit the ease with which this can occur (e.g., lack of institutional structures and funding to facilitate cross-disciplinary exploration). Occasionally, there can be significant risk associated with doing interdisciplinary work (e.g., lack of adequate measurement or recognition of work by disciplinary peers). Solving many of the world’s complex and pressing problems (e.g., climate change, sustainable agriculture, the burden of chronic disease, and aging populations) demands thinking and working across long-standing, but in some ways restrictive, academic boundaries. Academic institutions and key support structures, especially funding bodies, will play an important role in helping to realize what is readily apparent to all who contributed to this paper—that interdisciplinarity is essential for solving complex problems; it is the new norm. Failure to empower and encourage those doing this research will serve as a great impediment to training, knowledge, and addressing societal issues. - OPEN ACCESSWith the widespread loss of biodiversity, zoos and aquariums are striving to become leaders in biodiversity conservation and research. Canada’s Accredited Zoos and Aquariums (CAZA) is a nonprofit organization created to represent its members, including as agencies of conservation and science. However, the contribution of CAZA members to conservation and science has not been quantified. We used research productivity in the form of peer-reviewed publications to systematically quantify biodiversity conservation engagement by CAZA institutions. We extracted publications from the ISI Web of Science database and found that the annual number of publications increased over time. CAZA members published most in the area of veterinary science, with few publications in biodiversity conservation. Organization age, research-orientated mission statements, and financial assets were significant predictors of research productivity. CAZA institutions also published significantly less (X¯ = 12.5 ± 5.52 SE) than members of the Association of Zoos and Aquariums (X¯ = 24.27 ± 5.08 SE), based in the United States. Zoos and aquariums are important resources in mitigating biodiversity loss, and are increasing their research output in this area. Nonetheless, only a small proportion of publications were in biodiversity conservation, and the majority of all publications occurred in zoo-centric journals.

- OPEN ACCESSIn 2018, The International Maritime Organization, officially proposed consideration of a ban on heavy fuel oil (HFO) use by ships in the Arctic, because of the widely accepted understanding that HFO presents a threat to the marine environment. There is currently a lack of understanding of the scale and scope of HFO use by ships operating in Canadian Arctic waters, thus it is difficult to comprehensively evaluate the effect that such a ban may have in mitigating risk from HFO use. In this study, we conducted a spatial analysis of HFO use among ships operating in Canadian Arctic waters between 2010 and 2018. Our findings show that approximately 37% of the total number of ships that have travelled through the Canadian Arctic between 2010 and 2018 use HFO, and nearly all of these ships fall within three vessel categories: general cargo, bulk carriers, and tanker ships. In addition, HFO-fueled ships made up approximately 45% of the total distance (kilometres) travelled by all vessels between 2010 and 2018. The data also show that the majority of HFO use occurs in certain geographic areas, such as Baffin Bay near Pond Inlet and the Hudson Strait.

Agriculture is practiced on 3–4 million acres of First Nations reserve lands in the Saskatchewan Prairies—predominantly by non-Indigenous farmers. A confluence of factors including an increase in agricultural land holdings on reserve and greater autonomy in land management have renewed conversations on how First Nations can realize the full economic benefits and exert greater control over agricultural activities that affect the reserve land base. We hosted a Forum on Indigenous Agriculture to share current knowledge on the contemporary status of Indigenous agriculture and to co-formulate research, capacity building, and policy priorities. First Nations’ roles in agriculture are diverse and were categorized in three broad contexts: as farmers, relying on traditional Indigenous or western practice, or a synergy of both; as landlords negotiating lease agreements; and as agribusiness entrepreneurs. Five themes emerged from the forum: centring Indigenous knowledge and traditional relationships to the land, capacity building, building respectful partnerships and relationships, financing farming and equitable economies, and translating research to policy and legislation. The forum provided foundational data to inform research and capacity building to meet community-defined goals in agriculture on reserve lands and by First Nations people. - OPEN ACCESS

Governments worldwide are releasing data into the public domain via open government data initiatives. Many such data sets are directly relevant to environmental science and complement data collected by academic researchers to address complex and challenging environmental problems. The Government of Canada is a leader in open data among Organisation for Economic Co-operation and Development countries, generating and releasing troves of valuable research data. However, achieving comprehensive and FAIR (findable, accessible, interoperable, reusable) open government data is not without its challenges. For example, identifying and understanding Canada’s international commitments, policies, and guidelines on open data can be daunting. Similarly, open data sets within the Government of Canada are spread across a diversity of repositories and portals, which may hinder their discoverability. We describe Canada’s federal initiatives promoting open government data, and outline where data sets of relevance to environmental science can be found. We summarize research data management challenges identified by the Government of Canada, plans to modernize the approach to open data for environmental science and best practices for data discoverability, access, and reuse. - OPEN ACCESS
- OPEN ACCESSIn 2017, mifepristone and misoprostol became available for early pregnancy termination as the combination pack Mifegymiso® in Ottawa, Ontario, Canada. We conducted 40 semi-structured telephone interviews with Ottawa residents who had abortions before mifepristone’s introduction (n = 20) and after mifepristone–misoprostol became available (n = 20) to explore their experiences obtaining care. We audio-recorded and transcribed all interviews and analyzed these data for content and themes using deductive and inductive techniques. Prior to the introduction of mifepristone, our participants reported obtaining abortion care at two facilities and many faced long wait times. Those who had an abortion after mifepristone became available reported obtaining care from a wider array of providers and few waited more than two weeks. However, several mifepristone–misoprostol users reported having to go through a process that involved as many as 10 health service encounters. Both groups reflected positively on their abortion experiences, but some patients who obtained mifepristone–misoprostol outside of an abortion clinic did not feel as well informed as they would have liked. The introduction of mifepristone appears to have expanded the number of service delivery points and reduced wait times for those seeking abortion care in Ottawa. Identifying ways to expand access to medication abortion information and streamline services appears warranted.
- OPEN ACCESSAgricultural drainage is a complicated and often conflict-ridden natural resource management issue, impacting contested ecosystem services related to the retention of wetlands as well as the productivity of farmland. This research identifies opportunities to transform the conflict over agricultural drainage in Saskatchewan, Canada, towards collaboration. We report on ethnographic research informed by a conservation conflict-transformation framework to evaluate the nature of the conflict and whether drivers of the conflict operate principally at the level of disputes over discrete ecosystem services or if they reach deeper into local social circumstances and build on larger unresolved conflict(s) among groups in the region. In addition to the conflict-transformation framework, we apply the Social–Ecological Systems Framework to elicit details regarding the substantive, relational, and material dimensions of this conflict. Our research suggests that processes for governing natural resources, such as those in place for governing drainage in Saskatchewan, need to have mechanisms to facilitate relationship building and shared understandings, need to be adaptable to people’s changing needs and concerns, and should focus on inclusivity and empowerment of actors to address conflict.
- OPEN ACCESSIn the early months of 2020, the spread of the new coronavirus SARS-CoV-2 shook the world, which responded with various measures of quarantine, social distancing, and mass shutdowns. These measures have affected Canadian graduate students, especially those in lab-based science research programs who have been unable to access their workplaces. As a period of reopening may be approaching, and universities and research centers discuss ways to allow for work to resume cautiously, a discussion on the long-term impact of the pandemic on graduate students is necessary. Many students expressed significant concern regarding motivation with the shift to online courses; financial stress in terms of personal debt, bills, and tuition fees; as well as disrupted education and career plans. Uncertainty over the current economic situation and potential research material shortages lead to worry related to the quality and quantity of results and the impact these may have on funding. Luckily, universities, hospitals, governmental agencies, and employers have implemented a variety of programs and financial aid to help students in these trying times. Assuring the continuation of such measures is critical, and graduate students’ drive to succeed will manifest in novel ways to tackle the challenges that the COVID-19 lockdown has imposed.
- OPEN ACCESSPacific sand lance (Ammodytes personatus) and surf smelt (Hypomesus pretiosus) are ecologically important forage fish in the marine food webs within the Salish Sea, including British Columbia (BC). Although important, little information exists around the spatiotemporal distribution of these fishes’ beach spawning habitat in the BC Salish Sea. In 2017, the Mount Arrowsmith Biosphere Region Research Institute initiated spawning beach surveys within the Mount Arrowsmith Biosphere Region (MABR). Surveys have geographically expanded along the eastern Vancouver Island coastline between Bowser and Cowichan Bay, BC, including Gabriola Island and Thetis Island. Pacific sand lance embryos have been detected at 17 beaches, with six beaches located within the MABR. Pacific sand lance spawning events have been detected between November and mid-February, with the bulk of embryos detected in November and December. To date, surf smelt embryos have not been detected at the 56 different beaches. These data begin to fill existing data gaps surrounding Pacific sand lance and surf smelt in BC. Furthermore, longer-term data submissions to the Strait of Georgia Data Centre, an open-access database, will provide the necessary data needed to advocate for improved regulatory protections for these ecologically important fish and their spawning habitat.

Indigenous Protected and Conserved Areas (IPCAs) have gained global attention because of renewed interest in protecting biodiversity during a time of Indigenous resurgence. However, few examples in academic literature illustrate Indigenous Peoples’ rationale and processes for developing IPCAs. This paper fills that gap, describing a participatory action research collaboration with the Kitasoo/Xai’xais Nation. We used document analysis, interviews, and community engagement to summarize the Nation’s perspectives while assisting Kitasoo/Xai’xais efforts to develop a land-and-sea IPCA. IPCAs are a tool for the Nation to address ongoing limitations of state protected area governance and management, to better reflect the Nation’s Indigenous rights and responsibilities, and to preserve cultural heritage and biological diversity while fostering sustainable economic opportunities. The Kitasoo/Xai’xais process benefits from research on other IPCAs, includes intergenerational community engagement, and is rooted in long-term territory planning and stewardship capacity building. The Kitasoo/Xai’xais IPCA faces challenges similar to other protected areas but is influenced by ongoing impacts of settler-colonialism. The Kitasoo/Xai’xais Nation applies Indigenous and western approaches along with responsibility-based partnerships to address many anticipated challenges. Our case study demonstrates that more efforts are needed by state and other actors to reduce burdening Indigenous Nations’ protected area governance and management and to create meaningful external support for Indigenous-led conservation. - OPEN ACCESSBackground: The objective of this study was to determine the presence of a set of prespecified criteria used to assess scientists for promotion and tenure within faculties of medicine among the U15 Group of Canadian Research Universities.Methods: Each faculty guideline for assessing promotion and tenure was reviewed and the presence of five traditional (peer-reviewed publications, authorship order, journal impact factor, grant funding, and national/international reputation) and seven nontraditional (citations, data sharing, publishing in open access mediums, accommodating leaves, alternative ways for sharing research, registering research, using reporting guidelines) criteria were collected by two reviewers.Results: Among the U15 institutions, four of five traditional criteria (80.0%) were present in at least one promotion guideline, whereas only three of seven nontraditional incentives (42.9%) were present in any promotion guidelines. When assessing full professors, there were a median of three traditional criteria listed, versus one nontraditional criterion.Conclusion: This study demonstrates that faculties of medicine among the U15 Group of Canadian Research Universities base assessments for promotion and tenure on traditional criteria. Some of these metrics may reinforce problematic practices in medical research. These faculties should consider incentivizing criteria that can enhance the quality of medical research.
- OPEN ACCESSModels that capture relationships between a variety of social, economic, and environmental factors are useful tools for community planning; however, they are often complex and difficult for diverse audiences to understand. This creates challenges for participatory planning and community engagement. Conducted in the community of Squamish (British Columbia, Canada), this study develops and examines tools for communicating outcomes of a community scenario modelling exercise to diverse stakeholders. These tools are (i) a “model explorer” and (ii) realistic, immersive visualizations. The model explorer is an online, HTML5-based tool that can be used to learn about the model, view community scenario maps, and explore potential outcomes of the scenarios. The visualizations are virtual environments that are navigated from the first-person perspective, and they were developed using a combination of ArcGIS, Trimble SketchUp, Adobe Photoshop, and the Unity3D game engine. A local government and community stakeholder focus group and public open house event were held to solicit feedback on the scenarios and tools. Findings of the research suggest that the two types of tools can be used in a complementary fashion, and tool integration can better harness their respective strengths in a manner that comprehensively communicates the implications of different development pathways to diverse community members.
- OPEN ACCESSThe Canadian Genomics Partnership for Rare Diseases, spearheaded by Genome Canada, will integrate genome-wide sequencing to rare disease clinical care in Canada. Centralized and tiered models of data stewardship are proposed to ensure that the data generated can be shared for secondary clinical, research, and quality assurance purposes in compliance with ethics and law. The principal ethico-legal obligations of clinicians, researchers, and institutions are synthesized. Governance infrastructures such as registered access platforms, data access compliance offices, and Beacon systems are proposed as potential organizational and technical foundations of responsible rare disease data sharing. The appropriate delegation of responsibilities, the transparent communication of rights and duties, and the integration of data privacy safeguards into infrastructure design are proposed as the cornerstones of rare disease data stewardship.

The Royal Society of Canada Task Force on COVID-19 was formed in April 2020 to provide evidence-informed perspectives on major societal challenges in response to and recovery from COVID-19. The Task Force established a series of working groups to rapidly develop policy briefings, with the objective of supporting policy makers with evidence to inform their decisions. This paper reports the findings of the COVID-19 Long-Term Care (LTC) working group addressing a preferred future for LTC in Canada, with a specific focus on COVID-19 and the LTC workforce. First, the report addresses the research context and policy environment in Canada’s LTC sector before COVID-19 and then summarizes the existing knowledge base for integrated solutions to challenges that exist in the LTC sector. Second, the report outlines vulnerabilities exposed because of COVID-19, including deficiencies in the LTC sector that contributed to the magnitude of the COVID-19 crisis. This section focuses especially on the characteristics of older adults living in nursing homes, their caregivers, and the physical environment of nursing homes as important contributors to the COVID-19 crisis. Mitochondrial replacement therapy (MRT) in Canada is considered a criminal offense according to article 5(1)(f) of the Assisted Human Reproduction Act (AHRA) (2004). The Act prohibits any practice that modifies the genome of “a human being or in vitro embryo such that the alteration is capable of being transmitted to descendants.” We carried out 32 semi-structured interviews with clinicians, researchers, patient groups, egg donors, and members of the public to explore their attitudes toward the clinical implementation of MRT in Canada. Our interview guide was informed by the socio-ethical, legal, and scientific literature of MRT. We used a thematic analysis to identify and analyze emerging themes and sub-themes. Our findings were divided into five broad themes: (i) an outdated criminal ban, (ii) motives for using MRT, (iii) terminology, (iv) practical and theoretical risks and benefits, and (v) the feasibility of clinical translation in Canada. Although the public and stakeholders’ views on the feasibility of foreseeable translation of MRT in Canadian clinics varied, there was consensus on conducting an overdue review of the current AHRA ban on MRT. - OPEN ACCESS

Since the implementation of the Canadian Species at Risk Act (SARA) in 2003, deficiencies in SARA and its application have become clear. Legislative and policy inconsistencies among responsible federal agencies and the use of a subjective approach for prioritizing species protection lead to taxonomic biases in protection. Variations in legislation among provinces/territories and the reluctance of the federal government to take actions make SARA’s application often inefficient on nonfederally managed lands. Ambiguous key terms (e.g., critical habitat) and disregard for legislated deadlines in many steps impede the efficacy of SARA. Additionally, the failure to fully recognize Indigenous knowledge and to seek Indigenous cooperation in the species protection process leads to weaker government accountability, promotes inequity, and leads to missed opportunities for partnerships. New legislative amendments with well-defined and standardized steps, including an automatic listing process, a systematic prioritization program, and clearer demands (e.g., mandatory threshold to trigger safety net/emergency order) would improve the success of species at risk protection. Moreover, a more inclusive approach that brings Indigenous representatives and independent scientists together is necessary for improving SARA’s effectiveness. These changes have the potential to transform SARA into a more powerful act towards protecting Canada’s at-risk wildlife. (The graphical abstract follows.) - OPEN ACCESSEnvironmental issues and related policy instruments are becoming increasingly politicized in the Canadian context, but it is unclear whether biodiversity conservation and protected areas are similarly politicized. Here, we suggest that the political characteristics of protected areas do not lend themselves easily to politicization, but data from the Canadian Protected and Conserved Areas Database indicate that at the federal level, and provincially in Alberta, the rate of protected areas establishment is becoming increasingly tied to electoral politics, suggesting some politicization. We situate these trends within federal electoral politics between 2006 and the present, outlining the differing approaches of the Harper Conservatives and the Trudeau Liberals and showing how both administrations instrumentalized the environment and protected areas for their own electoral benefits. We find similar trends in Alberta with the Progressive Conservative, New Democratic Party, and United Conservative Party governments. However, while there is increasing polarization in practice, there has been less polarization of the electoral rhetoric surrounding protected areas. This politicization represents a barrier to conservation in Canada as it can lead to greenwashing, poor accountability, or the creation of an anti-conservation constituency. At the same time, politicization can raise the profile of conservation in public discourse, leading to greater public interest and engagement.
- OPEN ACCESSThe COVID-19 pandemic has highlighted the challenges governments face in balancing civil liberties against the exigencies of public health amid the chaos of a public health emergency. Current and emerging pandemic response strategies may engage diverse rights grounded in civil liberties, including mobility rights, freedom of assembly, freedom of religion, and the right to liberty and security of the person. As traditionally conceived, the discourses of civil rights and public health rest on opposite assumptions about the burden of proof. In the discourse of civil and political rights of the sort guaranteed under the Canadian Charter of Rights and Freedoms, the onus rests on government to show that any limitation on rights is justified. By contrast, public health discourse centers on the precautionary principle, which holds that intrusive measures may be taken—lockdowns, for example—even in the absence of complete evidence of the benefits of the intervention or of the nature of the risk. In this article, we argue that the two principles are not so oppositional in practice. In testing for proportionality, courts recognize the need to defer to governments on complex policy matters, especially where the interests of vulnerable populations are at stake. For their part, public health experts have incorporated ideas of proportionality in their evolving understanding of the precautionary principle. Synthesizing these perspectives, we emphasize the importance of policy agility in the COVID-19 response, ensuring that measures taken are continually supported by the best evidence and continually recalibrated to avoid unnecessary interference with civil liberties.
- OPEN ACCESSFederal and provincial governments of Canada recently signed onto a Pan-Canadian Approach to Transforming Species at Risk Conservation. The approach is based on collaboration among jurisdictions and stakeholders to enhance multiple species and ecosystem-based conservation in selected biodiversity hot spots. In this review paper, we focus on one of the biodiversity hot spots—the South of the Divide area in the province of Saskatchewan—to propose appropriate mechanisms to incentivize stewardship on agricultural Crown lands. Through a focused review and synthesis of empirical studies, we propose a range of policy instruments and incentives that can help deliver multi-species at risk conservation on Crown agricultural lands in Saskatchewan. We outline a range of policy instruments and incentives that are relevant to conservation on Crown agricultural lands and argue that a portfolio of options will have the greatest social acceptability. More germane is the need to foster collaboration between the government of Saskatchewan, other provincial/territorial governments, and the federal government, nongovernmental organizations, and land managers. Such collaboration is critical for enhanced decision-making and institutional change that reflects the urgent call for creating awareness of species at risk policies, building trust, and leveraging the local knowledge of land managers for conservation.
- OPEN ACCESSNegative biodiversity trends are evident in Canada, in spite of its ecological and economic wealth and high governance capacity. We examined the current implementation of Canada’s national biodiversity strategy—the planning instrument to the United Nations Convention on Biological Diversity—through its existing legal framework. We did this by evaluating biodiversity-related strategies and plans and 201 federal, provincial, and territorial laws. We found that while most jurisdictions claim dedicated attention to biodiversity, there is little evidence of an integrated approach within provinces and territories and across the federation. Biodiversity conservation led by governments underscores the need for considerations of species and ecosystem services to be mainstreamed into economic and development decision-making. Key challenges to this include Canada’s unusual degree of decentralized constitutionally ascribed authority over natural assets and its historical and continued economic emphasis on extraction of natural resources—a conflict of interest for jurisdictions. Transitioning to scale-appropriate planning and integrated decision-making that can address the pressures and causes of biodiversity conservation in Canada will require transformative change. Law reform, while necessary, will not succeed unless accompanied by a whole-of-government approach, a shift to a bio-centric mindset, innovative governance (particularly Indigenous-led conservation), and federal leadership with strong levels of financial investment.
- OPEN ACCESSGovernment imposed lockdown measures in response to the COVID-19 pandemic resulted in widespread laboratory closures. This study aimed to examine the impact of this disruption on graduate students and postdoctoral fellows completing laboratory-based research in Canada. We used an anonymous online survey and semi-structured interviews to document the experiences of graduate students and postdoctoral fellows during laboratory closures and following the transition to working from home. We employed a mixed-method approach using survey and interview data to identify shared experiences, concerns, and supports. The emotions reported by respondents at different points during laboratory closures align with the Kübler-Ross model of grief following change. Respondents describe closure processes as chaotic and confusing, primarily resulting from inconsistent communication. Respondents reported increased indications of distress while working from home. Concerns about how COVID-19 might impact trainees were identified, including decreasing competitiveness of applicants while limiting future employment opportunities. Finally, we outline five types of supports that can be implemented by supervisors and administrators to support graduate students and postdoctoral fellows to return to the laboratory. Overall, we document shared experiences of respondents during the COVID-19 laboratory shutdown and identify areas of improvement in the event widespread laboratory closures occur in the future.

In the event of the current COVID-19 pandemic and in preparation for future pandemics, open science can support mission-oriented research and development, as well as commercialization. Open science shares skills and resources across sectors; avoids duplication and provides the basis for rapid and effective validation due to full transparency. It is a strategy that can adjust quickly to reflect changing incentives and priorities, because it does not rely on any one actor or sector. While eschewing patents, it can ensure high-quality drugs, low pricing, and access through existing regulatory mechanisms. Open science practices and partnerships decrease transaction costs, increase diversity of actors, reduce overall costs, open new, higher-risk/higher-impact approaches to research, and provide entrepreneurs freedom to operate and freedom to innovate. We argue that it is time to re-open science, not only in its now restricted arena of fundamental research, but throughout clinical translation. Our model and attendant recommendations map onto a strategy to accelerate discovery of novel broad-spectrum anti-viral drugs and clinical trials of those drugs, from first-in-human safety-focused trials to late stage trials for efficacy. The goal is to ensure low-cost and rapid access, globally, and to ensure that Canadians do not pay a premium for drugs developed from Canadian science. - OPEN ACCESSWildlife is declining around the world. Many developed nations have enacted legislation on endangered species protection and provide funding for wildlife recovery. Protecting endangered species is also supported by the public and judiciary. Yet, despite what appear as enabling conditions, wild species continue to decline. Our paper explores pathways to endangered species recovery by analyzing the barriers that have been identified in Canada, the United States, and Australia. We summarize these findings based on Canada’s Species at Risk Conservation Cycle (assessment, protection, recovery planning, implementation, and monitoring and evaluation) and then identify 10 “bridges” that could help overcome these barriers and bend our current trajectory of wildlife loss to recovery. These bridges include ecosystem approaches to recovery, building capacity for community co-governance, linking wildlife recovery to ecosystem services, and improving our storytelling about the loss and recovery of wildlife. The focus of our conclusions is the Canadian setting, but our findings can be applied in other national and subnational settings to reverse the decline of wildlife and halt extinction.

The conservation of biodiversity requires various forms of evidence to ensure effective outcomes. In this study, we provide an updated assessment of the state of evidence-based decision-making in Canada’s protected areas organizations by examining practitioner perceptions of: (i) the value and use of various forms of evidence, (ii) the availability of evidence to support decisions, and (iii) the extent to which various institutional and behavioural barriers influence the use of evidence. Our results compare national surveys conducted in 2019 and 2013, revealing a significant and concerning decline in the use of all forms of evidence. We found significant declines in the use of peer-reviewed literature, local knowledge, and Indigenous knowledge. Our results correspondingly demonstrate a host of systemic barriers to the effective use of evidence, including a lack of trust, how to deal with uncertainty, and limited training. These challenges persist at a time when the quantity of information is greater than ever, and recognition of the value of Indigenous knowledge is relatively high (and increasing). Leadership is required to cultivate more relevant evidence, to embed scientists and Indigenous Knowledge-Holders in conservation organizations, to (re)establishing knowledge sharing forums, and to establish accountability and reporting measures to support efforts aimed at effectively achieving Canada’s biodiversity conservation goals. - OPEN ACCESSAlthough a diversity of approaches to wildlife management persists in Canada and the United States of America, the North American Model of Wildlife Conservation (NAM) is a prevailing model for state, provincial, and federal agencies. The success of the NAM is both celebrated and refuted amongst scholars, with most arguing that a more holistic approach is needed. Colonial rhetoric permeates each of the NAM’s constituent tenets—yet, beyond these cultural and historical problems are the NAM’s underlying conservation values. In many ways, these values share common ground with various Indigenous worldviews. For example, the idea of safeguarding wildlife for future generations, utilizing best available knowledge to solve problems, prioritizing collaboration between nations, and democratizing the process of conserving wildlife all overlap in the many ways that the NAM and common models of Indigenous-led conservation are operationalized. Working to identify shared visions and address necessary amendments of the NAM will advance reconciliation, both in the interest of nature and society. Here, we identify the gaps and linkages between the NAM and Indigenous-led conservation efforts across Canada. We impart a revised NAM—the Indigenizing North American Model of Wildlife Conservation (I-NAM)—that interweaves various Indigenous worldviews and conservation practice from across Canada. We emphasize that the I-NAM should be a continuous learning process that seeks to update and coexist with the NAM, but not replace Indigenous-led conservation.
- OPEN ACCESSThis paper explores the degree to which the ecosystem services (ES) concept and related tools have been integrated and implemented within the Canadian government context at both the provincial/territorial and federal levels. The research goals of the study were to qualitatively assess the extent to which ES assessment is being integrated at different levels of government, consider the barriers to implementation, and draw lessons from the development and use of Canada’s Ecosystem Services Toolkit: Completing and Using Ecosystem Service Assessment for Decision-Making—An Interdisciplinary Toolkit for Managers and Analysts (2017), jointly developed by a federal, provincial, and territorial government task force. Primary data were collected through targeted semi-structured interviews with key informants combined with a content analysis of ES-related documentation from government websites. Results indicate that while the term ES is found in documentation across different levels of government, there appears to be an ES implementation gap. Issues of conceptual understanding, path dependency, a lack of regulatory mandate, lost staff expertise, and competition with overlapping conceptual approaches were identified as barriers to ES uptake. Areas requiring further policy and research attention are identified.

Fishes assessed as Threatened or Endangered by the Committee on the Status of Endangered Wildlife in Canada are disproportionately less likely to be listed under the federal Species at Risk Act (SARA) compared to other taxa. We examined the extent to which the amount and type of science advice in a Recovery Potential Assessment (RPA) contributes to SARA-listing decisions for 34 wildlife species of freshwater fishes in Canada. We used a generalized linear mixed model to describe SARA listing status as a function of RPA completeness. Principal coordinates analyses were conducted to assess similarity in answers to RPA questions among listed and nonlisted species. The amount and type of science advice within an RPA were weakly related to SARA status. RPA completeness accounted for only 7.4% of model variation when family was included as a random effect, likely because nine species not listed under SARA (64%) belong to the sturgeon family. Our results suggest that, while potentially useful for informing recovery strategies, RPAs do not appear to be driving listing status for freshwater fishes in Canada. Factors beyond scientific advice likely contribute to nonlisted species and delays in listing decisions. - OPEN ACCESS

Metformin is a glucose-lowering drug taken for diabetes. It is excreted by humans in urine and detected in municipal wastewater effluents and rivers. Fathead minnows (Pimephales promelas) were exposed over a life cycle to measured concentrations of metformin: 3.0, 31, and 322 μg/L. No significant changes were observed in survival, maturation, growth, condition factor, or liver size. Relative ovary size of females exposed to 322 μg/L metformin was significantly larger than controls. There was no induction of vitellogenin in plasma of minnows, and gonad maturation was not statistically different from controls. The start of breeding was delayed by 9–10 d in the mid- and high metformin treatments (statistically significant only in the mid-concentration), but numbers and quality of eggs were not statistically different from controls. There were no effects of metformin on survival or growth of offspring. Exposure to metformin at environmentally relevant concentrations (i.e., 3.0 and 31 μg/L metformin) caused no adverse effects in fathead minnows exposed for a life cycle, with the exception of a delay in time to first breeding (that did not impact overall egg production). The results of the study are important to help understand whether metformin concentrations in rivers and lakes can harm fishes. - OPEN ACCESSCanada has expanded its marine protected area (MPA) coverage in line with the Aichi Biodiversity Target of protecting 10% of its marine territory by 2020. In 2018, a consultation process was launched to designate an Area of Interest surrounding the Eastern Shore Islands area off the coast of Nova Scotia, as the potential 15th Oceans Act MPA in Canada (DFO 2021a). This region has a fraught history with external conservation interventions and, consequently, there was a significant level of local mistrust in the process. This study explored the role of information in the consultation process and how it interplayed with the historical context, political pressures, trust, and mistrust among stakeholders and rightsholders. Drawing on interviews, a detailed desktop analysis, and participant observation at consultation meetings, this paper describes what worked well and what could be improved with respect to the sources of information used and the channels through which stakeholders and rightsholders accessed it. This case study demonstrates that while preferences for information sources and channels are context specific and varied, they are inherently personal and influenced by shared histories, trust, and individual beliefs.
- OPEN ACCESSCOVID-19 presents an opportunity to preserve a rich and diverse historical record—one intended to honour all experiences and voices and in recognition of ongoing systemic inequalities shaping the pandemic. But policy changes are necessary in three key areas: how memory institutions are funded and supported, the gaps in our capacity to preserve the digital records that reflect how we communicate with one another today, and how to preserve and make accessible valuable scholarly research into the societal impact of COVID-19. Our goal is to begin a conversation about priorities for archival preservation, the need for greater equity and justice in our preservation practices, and ways to safeguard the existence of historical records that will allow us in future to bear witness, with fairness and truth and in a spirit of reconciliation, to our society’s response to COVID-19.
- OPEN ACCESSAccounting for ecosystem services (ES)—the ways in which society and people directly benefit from ecological processes and functions—is crucial for developing sustainable landscape management approaches that consider the interrelationship between people and nature. Previous research has produced models that estimate the provision of potential ES by landscapes to help inform policy and stakeholder decision-making. However, most modelling efforts do not consider the delivery of ES to specific human populations or communities, making it difficult to evaluate any possible human welfare implications from alternative land use planning scenarios. In this paper, we first explore the recent state of science of ES modelling from the perspective of ES provision and delivery to the people that benefit from them. Second, we propose the addition of some essential aspects of complexity using the classic social–ecological system framework, crucial for developing models to inform pragmatic decision-making. Our propositions are illustrated using simplified examples inspired by sea otter conservation in the seascapes of British Columbia. Integrating these concepts in future ES models should serve as a baseline for future management approaches that more adequately capture the important implications of landscape scenarios on human well-being.

Invasive alien species (IAS) pose threats to native biodiversity globally and are linked to numerous negative biodiversity impacts throughout Canada. Considering the Canadian federal government’s commitments to environmental stewardship (e.g., the Convention on Biological Diversity), the successful management of IAS requires an understanding of how federal infrastructure, strategies, and decisions have contributed to previous outcomes. Here, we present an analysis of current efforts by the federal government to prevent IAS establishment in Canadian ecosystems and the unique challenges associated with Canadian IAS management. We then examine historical and current case studies of IAS in Canada with variable outcomes. By drawing comparisons with IAS management in the United States, Australia, and New Zealand, we discuss how the Canadian government may refine its policies and practices to enable more effective responses to IAS threats. We conclude by considering how future interacting stressors (e.g., climate change) will shape how we address IAS threats, and list six lessons for successful management. Most importantly, Canada must regard biodiversity impacts from IAS with as much urgency as direct economic impacts that have historically garnered more attention. Although we focus on Canada, our findings may also be useful in other jurisdictions facing similar challenges with IAS management. - OPEN ACCESS

Canada has been seen globally as a leader in immigration and integration policies and programs and as an attractive and welcoming country for immigrants, refugees, temporary foreign workers, and international students. The COVID-19 pandemic has revealed some of the strengths of Canada’s immigration system, as well as some of the fault lines that have been developing over the last few years. In this article we provide an overview of Canada’s immigration system prior to the pandemic, discuss the system’s weaknesses and vulnerabilities revealed by the pandemic, and explore a post-COVID-19 immigration vision. Over the next three years, the Government of Canada intends to bring over 1.2 million new permanent residents to Canada. In addition, Canada will continue to accept many international students, refugee claimants, and temporary foreign workers for temporary residence here. The importance of immigration for Canada will continue to grow and be an integral component of the country’s post-COVID-19 recovery. To succeed, it is essential to take stock, to re-evaluate Canada’s immigration and integration policies and programs, and to expand Canada’s global leadership in this area. The authors offer insights and over 80 recommendations to reinvigorate and optimize Canada’s immigration program over the next decade and beyond. - OPEN ACCESS
The need for a federal Basic Income feature within any coherent post-COVID-19 economic recovery plan
COVID-19 has shone a harsh light on the extent of poverty in Canada. When normal economic activity was interrupted by the exigencies of public health driven lockdowns, the shutdown disproportionately affected people who, before the pandemic, were living on incomes beneath the poverty line or dependent upon low-paying hourly remunerated jobs, usually part time and without appropriate benefits. Those living beneath the poverty line in Canada, three million of welfare poor and working poor, include a disproportionately large population of Black and Indigenous people and people of colour. This paper addresses the challenge of inclusive economic recovery. In particular, we propose that the federal government introduce a Basic Income guarantee for all residents of Canada as part of a comprehensive social safety net that includes access to housing, child care, mental and physical health care, disability supports, education, and the many other public services essential to life in a high-income country. The application of technologies such as artificial intelligence, robotics, blockchain, cellular agriculture, and big data analytics to food systems has been described as a digital agricultural revolution with the potential to increase food security and reduce agriculture’s environmental footprint. Yet, the scientific evidence informing how these technologies may impact or enhance ecosystem services has not been comprehensively reviewed. In this scoping review, we examine how digital agricultural technologies may enhance agriculture’s support of ecosystem services. Keyword searches in academic databases resulted in 2337 records, of which 74 records met review criteria and were coded. We identify three clusters of digital agricultural technologies including those that make farm management more precise, increase connectivity, and create novel foods. We then examine modelling and empirical evidence gaps in research linking these technologies to ecosystem services. Finally, we overview barriers to implementing digital agricultural technologies for better ecosystem services management in the Canadian context including economic and political systems; lack of policies on data management, governance, and cybersecurity; and limited training and human resources that prevents producers from fully utilizing these technologies. - OPEN ACCESS

The protection and promotion of healthy wildlife populations is emerging as a shared goal among stakeholders in the face of unprecedented environmental threats. Accordingly, there are growing demands for the generation of actionable wildlife health information. Wildlife health surveillance is a connected system of knowledge that generates data on a range of factors that influence health. Canada recently approved the Pan-Canadian Approach to Wildlife Health that describes challenges facing wildlife health programs and provides a path forward for modernizing our approach. This scoping review was undertaken to describe the range of peer-reviewed Canadian wildlife health surveillance literature within the context of the challenges facing wildlife health programs and to provide a quantitative synthesis of evidence to establish baselines, identify gaps, and inform areas for growth. This review describes patterns related to species, location, authorship/funding, objectives, and methodology. Five areas are identified that have the potential to propel the field of wildlife health: representativeness, expanded/diversified collaboration, community engagement, harmonization, and a shift to a solutions-focused and One Health mindset. This scoping review provides a synopsis of 10 years of Canadian wildlife health surveillance, challenges us to envision the future of successful wildlife health surveillance, and provides a benchmark from which we can measure change. - OPEN ACCESS

Women continue to be underrepresented and less visible in the fields of science, technology, engineering, mathematics, and medicine (STEMM). 500 Women Scientists created and launched in January 2018 a global (>140 countries to date), online, open-access directory of women in STEMM fields. This directory—recently renamed gage—now also includes gender diverse persons (i.e., additional underrepresented genders) in STEMM fields. The purpose of the directory is to make these scientists’ expertise easier to locate and access for conference organizers, journalists, policy makers, educators, and others. Here, we undertake an assessment of the directory using surveys, Google Analytics, and focus groups to understand its efficacy and direction to date and identify future improvements we pledge to undertake. Through this assessment—conducted externally and in accordance with privacy protocols by Concolor Research—we identified who and how people are using our directory, why people signed up to be a resource, and areas for improvement. Through such assessment, we can learn how to enhance the directory’s efficacy and our broader efforts to boost the visibility of underrepresented people in STEMM. - OPEN ACCESS

The COVID-19 pandemic has impacted the lives and well-being of all people globally, with consequences being observed across all domains from physical and mental health, to education and employment outcomes, to access to community supports and services. However, the disproportionate impact of the COVID-19 pandemic and its associated public health restrictions on individuals with intellectual and developmental disabilities (IDD) has largely been overlooked. Not only do people with IDD have a greater risk of severe complications and death from the virus as shown in large-scale studies, but they also face significant short- and long-term consequences of COVID-related public health measures on their mental health and well-being. At a time when this vulnerable population is already feeling undervalued, ignored, and forgotten, it is imperative that the risks facing adults and children with IDD—as well as their families and caregivers—are recognized, valued, and addressed through a disability-inclusive approach to Canada’s pandemic policy response planning. This requires both a mainstreaming of disability inclusion into all COVID-19 response and recovery policies as well as disability-specific policies to address the unique barriers and challenges encountered by people with IDD during the pandemic. The recommendations in this policy briefing aim to achieve a more inclusive, accessible, and sustainable Canada for people with IDD both during and after the pandemic—an approach that will result in benefits for all of society. - OPEN ACCESS

American Eel (Anguilla rostrata) were used as a case study to assess whether Ontario’s Endangered Species Act proponent-driven regulatory approach resulted in successful imperilled species management outcomes. American Eel observation databases and proponent-prepared mitigation plans and monitoring data were used to assess whether: (i) facilities within the distribution range were registered, (ii) effects monitoring protocols were adequate to evaluate adverse effects of facilities, (iii) proponents implemented mitigation actions that followed best management practices (BMPs), and (iv) effectiveness monitoring designs were adequate to evaluate effectiveness of mitigation actions. Less than half of the facilities (8 of 17) within the extant species range were registered. Few eels were observed at each facility, precluding proponents from effectively evaluating the facilities’ effects. Mitigation actions following BMPs were only implemented for eel out-migration at three facilities. Half of the registered facilities implemented effectiveness monitoring, but experimental designs did not follow best practices and standards. To improve this proponent-driven approach, regulators could reduce ambiguity in regulation language and provide clearer, quantitative requirements for facility registration, effects monitoring, mitigation actions, and effectiveness monitoring. Proponents could improve monitoring efforts to establish species occurrence and generate baseline data to measure facility effects and mitigation action effectiveness. - OPEN ACCESS

Indigenous fire stewardship enhances ecosystem diversity, assists with the management of complex resources, and reduces wildfire risk by lessening fuel loads. Although Indigenous Peoples have maintained fire stewardship practices for millennia and continue to be keepers of fire knowledge, significant barriers exist for re-engaging in cultural burning. Indigenous communities in Canada have unique vulnerabilities to large and high-intensity wildfires as they are predominately located in remote, forested regions and lack financial support at federal and provincial levels to mitigate wildfire risk. Therefore, it is critical to uphold Indigenous expertise in leading effective and socially just fire stewardship. In this perspective, we demonstrate the benefits of cultural burning and identify five key barriers to advancing Indigenous fire stewardship in Canada. We also provide calls to action to assist with reducing preconceptions and misinformation and focus on creating space and respect for different knowledges and experiences. Despite growing concerns over wildfire risk and agency-stated intentions to establish Indigenous Peoples as partners in wildfire management, power imbalances still exist. The future and coexistence with fire in Canada needs to be a shared responsibility and led by Indigenous Peoples within their territories. - OPEN ACCESS

Climate change disproportionately affects Indigenous Peoples because of strong connections between environmental, cultural, and spiritual well-being. While much of the global discourse surrounding climate change is founded in Western science, the holistic, place-based knowledge of Indigenous Peoples offers a complementary way of understanding and mitigating climate change impacts. The goal of this research was to elevate Anishinaabe concerns, observations, and perspectives about climate change impacts and future research needs. We organized a workshop called “Connecting Guardians in a Changing World” where participants shared concerns about animal and plant life cycles, water cycles and water quality, and impacts to ways of life, including reduced capacity to perform cultural practices and erosion of their knowledge. Participants highlighted the challenge of prioritizing a single impact of climate change, emphasizing that impacts to the environment and ways of life are interconnected. Participants also expressed the need for research and policy that move beyond interdisciplinarity to include intercultural philosophy and research that better reflects Indigenous worldviews and incorporates Indigenous methodologies. Moving forward, meaningful partnerships and opportunities for knowledge sharing should be prioritized in climate change discourse to ensure solutions are generated together, with all of the tools and knowledge available. - OPEN ACCESS

Horizon scanning is increasingly used in conservation to systematically explore emerging policy and management issues. We present the results of a horizon scan of issues likely to impact management of Canadian protected and conserved areas over the next 5–10 years. Eighty-eight individuals participated, representing a broad community of academics, government and nongovernment organizations, and foundations, including policymakers and managers of protected and conserved areas. This community initially identified 187 issues, which were subsequently triaged to 15 horizon issues by a group of 33 experts using a modified Delphi technique. Results were organized under four broad categories: (i) emerging effects of climate change in protected and conserved areas design, planning, and management (i.e., large-scale ecosystem changes, species translocation, fire regimes, ecological integrity, and snow patterns); (ii) Indigenous governance and knowledge systems (i.e., Indigenous governance and Indigenous knowledge and Western science); (iii) integrated conservation approaches across landscapes and seascapes (i.e., connectivity conservation, integrating ecosystem values and services, freshwater planning); and (iv) early responses to emerging cumulative, underestimated, and novel threats (i.e., management of cumulative impacts, declining insect biomass, increasing anthropogenic noise, synthetic biology). Overall, the scan identified several emerging issues that require immediate attention to effectively reduce threats, respond to opportunities, and enhance preparedness and capacity to react. - OPEN ACCESSChildren and youth flourish in environments that are predictable, safe, and structured. The COVID-19 pandemic has disrupted these protective factors making it difficult for children and youth to adapt and thrive. Pandemic-related school closures, family stress, and trauma have led to increases in mental health problems in some children and youth, an area of health that was already in crisis well before COVID-19 was declared a global pandemic. Because mental health problems early in life are associated with significant impairment across family, social, and academic domains, immediate measures are needed to mitigate the potential for long-term sequalae. Now more than ever, Canada needs a national mental health strategy that is delivered in the context in which children and youth are most easily accessible—schools. This strategy should provide coordinated care across sectors in a stepped care framework and across a full continuum of mental health supports spanning promotion, prevention, early intervention, and treatment. In parallel, we must invest in a comprehensive population-based follow-up of Statistics Canada’s Canadian Health Survey on Children and Youth so that accurate information about how the pandemic is affecting all Canadian children and youth can be obtained. It is time the Canadian government prioritizes the mental health of children and youth in its management of the pandemic and beyond.
- OPEN ACCESSWe pursue an evidence-informed argument that interpersonal relationships in childhood and adolescence are central to achieving learning outcomes and that school closures across various parts of Canada during the COVID-19 pandemic have compromised these critical relationships, jeopardizing educational attainment. We highlight how the centrality of relationships with peers and educators in achieving learning goals is well established in the literature. So too is the importance of peers in creating stable mental health and wellness for children and youth. The pandemic context has drastically interfered with ongoing wellness, exacerbating feelings of loneliness and social isolation, which takes a toll on what children and youth can achieve in the virtual classroom. In the interest of reducing harm, we call on provincial/territorial governments to move quickly to ensure schools are open in the fall and to think carefully and consult effectively before any further closure decisions are made. We understand that safety is paramount and as such offer a framework for planning a safe return where necessary. Now more than ever there is a need to prioritize social–emotional learning opportunities to protect young people from the lasting effects of social isolation and threats to the fundamental need to belong that have been induced or exacerbated by the pandemic.
- OPEN ACCESSAs Canada’s schools reopen, attention to healing the school community is essential. Given the considerable stressors of the COVID-19 pandemic, it is unsurprising that recent studies find Canadian children’s mental health in decline. As social connection is tightly entwined with children’s mental health, supporting school-based spaces for quality social interactions and play will be an important postpandemic recovery strategy. Children will need opportunities to re-establish positive social connections at school, and informal spaces such as recess and lunch are an ideal time to afford these opportunities. Yet many schoolyards have long been challenged by social conflict that can interfere with children’s need to connect with peers. Therefore, efforts should be directed not only at mitigating the effects of social harm, but also toward ensuring social and physical landscapes that are meaningful, inclusive, and engaging for children and adolescents of all ages. Recommendations for postpandemic recovery are provided.
- OPEN ACCESSThe COVID-19 pandemic has engendered a critical moment in education. Questions of equity, engagement, and interaction have been brought into sharper focus as students’ homes became their classrooms. There is a demonstrated need for interdisciplinary thinking, enabling students to work with the resources they have at hand, and helping learners orient themselves in place and time. Defining Moments Canada/Moments Déterminant Canada, using the interdisciplinary framework of curatorial thinking, encourages students to make sense of information, more effectively create a meaningful story, and build a stronger sense of social responsibility and awareness. This framework is operationalized using the S.A.S.S. pedagogy—Selecting, Archiving, Sense-Making, and Sharing—through which students find their personal way into a research question and demonstrate their learning while considering narrative intent, evidence limitations, and their own role as a historical actor. This integrative, critical, and interdisciplinary focus is an approach to a (post)pandemic world that prioritizes creative student responsiveness to upcoming challenges.
- OPEN ACCESSThe COVID-19 pandemic has demonstrated that although learning can and sometimes does occur without teaching, on any significant scale, and especially among the most marginalized and vulnerable children, a lot of learning does not occur when children are deprived of teachers and teaching. Any questions of learning loss in the short term and learning transformations in the long run cannot therefore be addressed in any meaningful way without examining the short- and longer-term impacts of the pandemic on losses, gains, and transformations in teachers and teaching. This article analyzes actual and likely pandemic consequences of and insights deriving from remote access, digitally based interactions, and physical distancing in relation to three core characteristics of teaching and teacher quality. These are the development of “teacher expertise”, the nature of teaching as an “emotional practice” in which the well-being of students and teachers is reciprocally interrelated, and the ways in which external changes either enrich or deplete teacher’s “professional capital”, especially their “social capital”. Beyond post-pandemic narratives of educational doom on the one hand and of jubilant celebrations of bright spots and silver linings on the other, the article concludes that the future of teaching after COVID-19 will actually be complex, uncertain, and contingent on the policy decisions and professional directions that are set out in the recommendations to this report.
- OPEN ACCESSDefined as the ability to think and move quickly and easily, the importance of agility as an essential element in the move forward for leaders of schools and systems postpandemic, as a result of the impact of COVID-19 on children, is examined. The smartness of a leader’s continuous interactions with the multi-faceted features of their environment, the very nature of the ever-evolving educational landscape of today, is of tremendous value for the leadership of tomorrow. Through the prioritization of strategic objectives in balanced measure, connectivity through relationships and partnership building, proactivity for effective change management, ingenuity in the optimization of resources over time, and the cultivation of systemness throughout the organization—as aspects of agility—educational leaders have the bona fide chance of a lifetime to transform school systems in the pursuit of achievement, equity, and well-being for the benefit of all students, staff, and school communities. Additional considerations, including barriers to agility, are also addressed as are recommendations for leaders of schools and systems as they navigate the shifts in organizational terrain caused by the disruption.

Indigenous Peoples’ lives, cultures, and values are defined largely by their long-term relationships with the lands, waters, and lifeforms of their territories. Their stories, names, ceremonies, and connections with the plants and animals on which they have depended over countless generations are cornerstones of their knowledge systems, systems of governance and decision-making, traditions of intergenerational knowledge transmission, and values and responsibilities associated with natural and human domains alike. For First Nations of North America’s Northwest Coast, as for many other Indigenous Peoples, the arrival of European newcomers disrupted both the natural world and associated cultural practices in interconnected ways. The industrial exploitation of lands and resources had wide-ranging effects: traditional land and resource appropriation; impacts on culturally significant habitats by industrial-scale fishing, logging, and mining; and discrimination and marginalization contributing to resource alienation. This paper documents some experiences of Kwakwaka’wakw and other Coastal First Nations in coping with the cultural effects of environmental loss. It highlights their concern for the ecological integrity of lands and waters formerly under their stewardship but reshaped by non-Native extractive economies, and describes how these losses have affected the cultural, social, and physical health of Kwakwaka’wakw peoples up to the present time. - OPEN ACCESSBetween 1962 and 1969, 10 tonnes of mercury were discharged from a chlor-alkali plant in Dryden, Ontario, to the English–Wabigoon River. Present-day fish mercury concentrations are amongst the highest recorded in Canada. In 2017, the Grassy Narrows Science Team found no evidence of ongoing discharges from the plant site to the river water, even though large quantities of mercury remain at the site. Instead, our data suggest that ongoing erosion of high mercury particles by the river, as it meanders through contaminated floodplains, is responsible for present-day transport of mercury to Clay Lake and to Ball Lake, located 154 km downstream. In Clay Lake, surface sediment total mercury concentrations and inflow water concentrations are still about 15 times above background (86 km downstream), and in Ball Lake mercury concentrations in sediments appeared to be still increasing. The remobilization of legacy inorganic mercury from riverbank erosion between Dryden and Clay Lake stimulates methyl mercury production there, in Clay Lake, and in Ball Lake. The large quantities of methyl mercury produced between Dryden and Clay Lake are mostly dissolved in water and are swept downstream, elevating concentrations in water and biota throughout the system. Several options for remediating the ongoing contamination are discussed.
- OPEN ACCESSMany children and youth in Canada are identified as vulnerable due to educational, environmental, and social factors. They are more likely to be negatively affected by events that cause significant upheaval in daily life. The changes imposed by COVID-19, such as physical distancing, school closures, and reductions in community-based services all have the potential to weaken the systems of support necessary for these children to learn and develop. Existing inequities in educational outcomes experienced by vulnerable children prior to the pandemic have been greatly exacerbated as cracks in our support structures are revealed. Many children and youth have experienced disengagement, chronic attendance problems, declines in academic achievement, and decreased credit attainment during the pandemic, with the impact far deeper for those already at-risk. This chapter examines what is known to date regarding the impact of COVID-19 on vulnerable children and youth and provides recommendations to guide postpandemic planning. Vulnerable children, youth, and their families require access to reliable high-speed internet, effective and inclusive learning spaces, and a range of coordinated social services. All stakeholders need to develop and fund initiatives that address these critical areas to ensure that educational opportunities for all children and youth can be realized.

In British Columbia (BC), Canada, there is increased attention on mines and their impacts on water resources. In BC, many proposed mines undergo provincial environmental assessment (EA), which predicts a mine’s risks and involves government oversight and public engagement. After approval, mines can apply for amendments that alter the project’s undertakings, including in ways that may harm water resources. We examined all amendment documents for mines undergoing provincial EA in BC from 2002 to 2020. Of the 23 approved mines, 15 (65%) requested a total of 49 amendments, of which 98% were approved. Most mines applied for their first amendment within 3 years of approval. We deemed 20 of the approved amendments (associated with 10 projects) likely to have negative impacts on water resources, including changes to effluent discharge, increased volume of water extraction, or degradation of fish habitat. Amendment applications and approval documents lacked specific, quantitative information to reinforce claims or decisions. We present the first known summary of EA amendments in any jurisdiction. Given that most mines in BC receive amendments, and many are related to water, we express concern that amendment processes increase risk to water resources without meeting standards of evidence and public scrutiny required by the regular EA process. - OPEN ACCESS

Climate change and biodiversity loss are twin crises that are driving global marine conservation efforts. However, if unaccounted for, climate change can undermine the efficacy of such efforts. Despite this, integration of climate change adaptation and resilience into spatial marine conservation and management has been limited in Canada and elsewhere. With climate change impacts becoming increasingly severe, now is the time to anticipate and reduce impacts wherever possible. We provide five recommendations for an inclusive, proactive, climate-ready approach for Canada’s growing marine conservation network: (1) integrating climate-resilience as a universal objective of the Canadian Marine Conservation Network, creating and implementing (2) national transdisciplinary working groups with representation from all knowledge holders and (3) necessary tools that integrate climate change into conservation design, (4) defining operational and climate-relevant monitoring and management objectives, and (5) strengthening communication and increasing knowledge exchange around the roles and benefits of protected areas within government and towards the public. Canada’s extensive marine and coastal areas reflect national and international responsibility to engage on this issue. Canada is well positioned to assume a leading role in climate change adaptation for marine conservation and help accelerate progress towards international commitments around mitigating ongoing biodiversity loss and climate change. - OPEN ACCESSThis research examines the potential challenges and opportunities for Mi’kmaq, the Indigenous peoples who have inhabited modern-day Nova Scotia and other areas of Eastern Canada for millennia, to play a greater role in marine protected area (MPA) governance in Canada. Given Canada’s marine conservation objectives of 30% by 2030, there is a growing need for decisions affecting the establishment of MPAs to respect Indigenous rights, values, and knowledge. Using the Eastern Shore Islands (ESI) in Nova Scotia, Canada, an area of interest for MPA establishment, as a case study, we conducted 17 semi-structured interviews with both Mi’kmaq and non-Mi’kmaq participants involved in the ESI consultation processes. We used content analysis to identify key themes that respondents perceived to be affecting Mi’kmaq involvement in the federal MPA governance processes. Barriers to overcome included those deemed to be systemic within the current decision-making processes; limited understanding of Mi’kmaq culture, governance, and rights; limited clarity of Mi’kmaq rights, particularly those resulting in fisheries conflicts; and limited capacity. Opportunities highlighted the importance of meaningful consultation and understanding of Indigenous worldviews as well as the need for alternative approaches to state-led/top-down governance to improve Mi’kmaq participation in MPA governance in Atlantic Canada.

Canada has made great progress in synthesizing, disseminating, and integrating research findings into health systems and clinical decision-making; yet gaps exist in the research-to-practice continuum. The Strategy for Patient-Oriented Research (SPOR) Evidence Alliance aims to help close gaps by providing decision-makers with evidence that is timely, context sensitive, and demand driven to better inform patient-oriented practices and policies in health systems. In this article, we introduce a model established in Canada to support decision-maker needs for high-quality evidence that is patient oriented to enhance health systems performance. We provide an overview of how this model was implemented, who is involved, who it serves, as well as its organizational structure and remit. We discuss key milestones achieved to date and the impact this initiative has made within the health research community. The strength of the SPOR Evidence Alliance lies in its unique ability to simultaneously: (i) serve as a national platform for researchers to stay connected and collaborate to minimize duplication of efforts and (ii) facilitate access to research knowledge for patient partners and decision-makers. In doing so, the SPOR Evidence Alliance is supporting health policy and practice decisions that support and strengthen Canada’s dynamic health systems. - OPEN ACCESS

In 2009, the Canadian Institutes of Health Research, Health Canada, and other stakeholders established the Drug Safety and Effectiveness Network (DSEN) to address the paucity of information on drug safety and effectiveness in real-world settings. This unique network invited knowledge users (e.g., policy makers) to submit queries to be answered by relevant research teams. The research teams were launched via open calls for team grants focused in relevant methodologic areas. We describe the development and implementation of one of these collaborating centres, the Methods and Application Group for Indirect Comparisons (MAGIC). MAGIC was created to provide high-quality knowledge synthesis including network meta-analysis to meet knowledge user needs. Since 2011, MAGIC responded to 54% of queries submitted to DSEN. In the past 5 years, MAGIC produced 26 reports and 49 publications. It led to 15 trainees who entered industry, academia, and government. More than 10 000 people participated in courses delivered by MAGIC team members. Most importantly, MAGIC knowledge syntheses influenced practice and policy (e.g., use of biosimilars for patients with diabetes and use of smallpox vaccinations in people with contraindications) provincially, nationally, and internationally. - OPEN ACCESS

A seminal report by Peter H. Pearse (1988; Rising to the Challenge: A New Policy for Canada’s Freshwater Fisheries, Canadian Wildlife Federation, Ottawa) outlined 62 policy recommendations focused on the management of Canada’s inland fisheries. Over three decades later, freshwater ecosystems and inland fisheries in Canada are still facing similar challenges with many emerging ones that could not have been foreseen. Here, we reflect on the contemporary relevance of the Pearse Report and propose recommendations that policy makers should consider. Broadly, our recommendations are: (1) manage fishes, fisheries, and habitat using a holistic co-management framework, with clearly defined fishery jurisdictions and partnerships with Indigenous governments; (2) engage in transparent, inclusive, and agile research to support decision-making; (3) facilitate knowledge co-production, involving interdisciplinary projects with diverse groups of actors and sectors including Indigenous Peoples, anglers, policy makers, scientists/researchers, governments, and the public; (4) embrace technological advances to support freshwater fisheries stock assessment and management; and (5) align policy and management activities in Canada with global initiatives related to increasing the sustainability of inland fisheries. We advocate for an updated comprehensive report such as the Pearse Report to ensure that we embrace robust, inclusive, and sustainable management strategies and policies for Canada’s inland fisheries for the next 30 years. It is time to again rise to the challenge. - OPEN ACCESSShortcomings in the rigour and reproducibility of research have become well-known issues and persist despite repeated calls for improvement. A coordinated effort among researchers, institutions, funders, publishers, learned societies, and regulators may be the most effective way of tackling these issues. The UK Reproducibility Network (UKRN) has fostered collaboration across various stakeholders in research and are creating the infrastructure necessary to advance rigorous and reproducible research practices across the United Kingdom. Other Reproducibility Networks, modelled on UKRN, are now emerging in other countries. Canada could benefit from a comparable network to unify the voices around research quality and maximize the value of Canadian research.

Given the enormous global impact of the COVID-19 pandemic, outbreaks of highly pathogenic avian influenza in Canada, and manifold other zoonotic pathogen activity, there is a pressing need for a deeper understanding of the human-animal-environment interface and the intersecting biological, ecological, and societal factors contributing to the emergence, spread, and impact of zoonotic diseases. We aim to apply a One Health approach to pressing issues related to emerging zoonoses, and propose a functional framework of interconnected but distinct groups of recommendations around strategy and governance, technical leadership (operations), equity, education and research for a One Health approach and Action Plan for Canada. Change is desperately needed, beginning by reorienting our approach to health and recalibrating our perspectives to restore balance with the natural world in a rapid and sustainable fashion. In Canada, a major paradigm shift in how we think about health is required. All of society must recognize the intrinsic value of all living species and the importance of the health of humans, other animals, and ecosystems to health for all. - OPEN ACCESS

Nurses represent the highest proportion of healthcare workers globally and have played a vital role during the COVID-19 pandemic. The pandemic has shed light on multiple vulnerabilities that have impacted the nursing workforce including critical levels of staffing shortages in Canada. A review sponsored by the Royal Society of Canada investigated the impact of the pandemic on the nursing workforce in Canada to inform planning and implementation of sustainable nursing workforce strategies. The review methods included a trend analysis of peer-reviewed articles, a jurisdictional scan of policies and strategies, analyses of published surveys and interviews of nurses in Canada, and a targeted case study from Nova Scotia and Saskatchewan. Findings from the review have identified longstanding and COVID-specific impacts, gaps, and opportunities to strengthen the nursing workforce. These findings were integrated with expert perspectives from national nursing leaders involved in guiding the review to arrive at recommendations and actions that are presented in this policy brief. The findings and recommendations from this policy brief are meant to inform a national and sustained focus on retention and recruitment efforts in Canada. - OPEN ACCESS

The first draft of the United Nations Convention on Biological Diversity (CBD) Post-2020 Global Biodiversity Framework (GBF) includes an unprecedented call for states that have ratified the treaty (Parties) to implement measures to maintain and enhance ecological connectivity as urgent actions to abate further biodiversity loss and ecosystem decline. Considering the challenges that lie ahead for Parties to the CBD, we highlight the ways in which effective and equitable connectivity conservation can be achieved through four transformative changes, including: (1) mainstreaming connectivity retention and restoration within biodiversity conservation sector and influencing sectors (e.g., transportation, energy, agriculture, forestry); (2) mainstreaming financial resources and incentives to support effective implementation; (3) fostering collaboration with a focus on cross-sector collective action; and (4) investing in diverse forms of knowledge (co-)production and management in support of adaptive governance. We detail 15 key actions that can be used to support the implementation of these transformative changes. While ambitious, the transformative changes and associated key actions recommended in this perspective will need to be put in place with unprecedented urgency, coherency, and coordination if Parties to the CBD truly aspire to achieve the goals and targets of the forthcoming Post-2020 GBF in this new decade of biodiversity. - OPEN ACCESS

The COVID-19 pandemic has exposed the precarious demand-capacity balance in Canadian hospitals, including critical care where there is an urgent need for trained health care professionals to dramatically increase ICU capacity.The impact of the pandemic on ICUs varied significantly across the country with provinces that implemented public health measures later and relaxed them sooner being impacted more severely. Pediatric ICUs routinely admitted adult patients. Non-ICU areas were converted to ICUs and staff were redeployed from other essential service areas. Faced with a lack of critical care capacity, triage plans for ICU admission were developed and nearly implemented in some provinces.Twenty eight percent of patients in Canadian ICUs who required mechanical ventilation died. Surviving patients have required prolonged ICU admission, hospitalization and extensive ongoing rehabilitation. Family members of patients were not permitted to visit, resulting in additional psychological stresses to patients, families, and healthcare teams. ICU professionals also experienced extreme psychological stresses from caring for such large numbers of critically ill patients, often in sub-standard conditions. This resulted in large numbers of health workers leaving their professions.This pandemic is not yet over, and it is likely that new pandemics will follow. A review and recommendations for the future are provided. - OPEN ACCESSClimate change is affecting the ocean, altering the biogeography of marine species. Yet marine protected area (MPA) planning still rarely incorporates projected species range shifts. We used the outputs of species distribution models fitted with biological and climate data as inputs to identify trends in occurrence for marine species in British Columbia (BC), Canada. We assessed and compared two ways of incorporating climate change projections into MPA planning. First, we overlaid 98 species with modelled distributions now and by the mid-21st century under two contrasting (“no mitigation” and “strong mitigation”) climate change scenarios with existing Provincial marine parks in BC, to ask which species could overlap with protected areas in the future. Second, we completed a spatial prioritization analysis using Marxan with the projected future species ranges as inputs, to ask where priority regions exist for the 98 marine species. We found that many BC marine parks will lose species in both climate scenarios that we analyzed, and that protecting 30% of important marine species will be challenging under the “no mitigation” climate change scenario. Challenges included the coarse resolution of the data and uncertainty in projecting species range shifts.

In Canada, there have been calls for increased research into and surveillance of wildlife trade and associated zoonotic disease risks. We provide the first comprehensive analysis of Canadian live wildlife imports over a 7-year period (2014–2020), based on data from federal government databases obtained via Access to Information requests. A total of 1 820 313 individual animals (including wild-caught and captive-bred animals but excluding fish, invertebrates, Columbiformes (pigeons), and Galliformes (game birds)), from 1028 documented import records, were imported into Canada during 2014–2020. Birds were the most imported taxonomic class (51%), followed by reptiles (28%), amphibians (19%), and mammals (2%). In total, 22 taxonomic orders from 79 countries were recorded as imported. Approximately half of the animals (49%) were imported for the exotic pet market. Based on existing literature and a review of the Canadian regulatory apparatus, we gesture to these importations' potential implications for zoonotic disease risk and discuss potential biosecurity challenges at the Canadian border. Finally, we identify data gaps that prevent an extensive assessment of the zoonotic disease risk of live wildlife imports. We recommend data collection for all wildlife importation and improved coordination between agencies to accurately assess zoonotic disease risk.
