- OPEN ACCESSBats are susceptible to rabies. Although bats may appear to be asymptomatic carriers of rabies for a few days, eventually they fall ill to the viral infection and die. Two of at least four bat-specific variants of rabies virus in Canada have killed humans. Rabies is usually transmitted by biting, but bats are small mammals so their bites may go unnoticed. People exposed to rabid animals should receive postexposure prophylaxis (PEP). With 60 known human deaths from 1950 to 2009, rabies is rare in Canada and the United States of America compared with India where it kills over 100 people annually. In Asia and Africa, most human rabies is acquired from dog bites. In Brazil, dog and bat bites together account for >80% of human rabies. In Canada, rabies is a disease primarily confined to wildlife (foxes, racoons, skunks, and bats). The public image of bats is negatively affected by their association with diseases. Too often bats are victimized by allegations of their role in deadly diseases such as rabies, Ebola, severe acute respiratory syndrome (SARS), and Middle East respiratory syndrome (MERS). - OPEN ACCESSIn 2018, The International Maritime Organization, officially proposed consideration of a ban on heavy fuel oil (HFO) use by ships in the Arctic, because of the widely accepted understanding that HFO presents a threat to the marine environment. There is currently a lack of understanding of the scale and scope of HFO use by ships operating in Canadian Arctic waters, thus it is difficult to comprehensively evaluate the effect that such a ban may have in mitigating risk from HFO use. In this study, we conducted a spatial analysis of HFO use among ships operating in Canadian Arctic waters between 2010 and 2018. Our findings show that approximately 37% of the total number of ships that have travelled through the Canadian Arctic between 2010 and 2018 use HFO, and nearly all of these ships fall within three vessel categories: general cargo, bulk carriers, and tanker ships. In addition, HFO-fueled ships made up approximately 45% of the total distance (kilometres) travelled by all vessels between 2010 and 2018. The data also show that the majority of HFO use occurs in certain geographic areas, such as Baffin Bay near Pond Inlet and the Hudson Strait.

Agriculture is practiced on 3–4 million acres of First Nations reserve lands in the Saskatchewan Prairies—predominantly by non-Indigenous farmers. A confluence of factors including an increase in agricultural land holdings on reserve and greater autonomy in land management have renewed conversations on how First Nations can realize the full economic benefits and exert greater control over agricultural activities that affect the reserve land base. We hosted a Forum on Indigenous Agriculture to share current knowledge on the contemporary status of Indigenous agriculture and to co-formulate research, capacity building, and policy priorities. First Nations’ roles in agriculture are diverse and were categorized in three broad contexts: as farmers, relying on traditional Indigenous or western practice, or a synergy of both; as landlords negotiating lease agreements; and as agribusiness entrepreneurs. Five themes emerged from the forum: centring Indigenous knowledge and traditional relationships to the land, capacity building, building respectful partnerships and relationships, financing farming and equitable economies, and translating research to policy and legislation. The forum provided foundational data to inform research and capacity building to meet community-defined goals in agriculture on reserve lands and by First Nations people. - OPEN ACCESSIn 2015, after documenting testimonies from Indigenous survivors of the residential school system in Canada, the Truth and Reconciliation Commission released 94 Calls to Action to enable reconciliation between Indigenous and non-Indigenous Canadians. Without personal connections to Indigenous communities, many Canadians fail to grasp the depth of intergenerational impacts of residential schools and associated systemic racism. Consequently, reconciliation remains an elusive concept. Here we outline 10 Calls to Action to natural scientists to enable reconciliation in their work. We focus on natural scientists because a common connection to the land should tie the social license of natural scientists more closely to Indigenous communities than currently exists. We also focus on natural sciences because of the underrepresentation of Indigenous peoples in this field. We draw on existing guidelines and our experiences in northern Canada. Our 10 Calls to Action are triggered by frustration. The authors have witnessed examples where natural scientists treat Indigenous communities with blatant disrespect or with ignorance of Indigenous rights. These 10 Calls to Action challenge the scientific community to recognize that reconciliation requires a new way of conducting natural science, one that includes and respects Indigenous communities, rights, and knowledge leading to better scientific and community outcomes.

Governments worldwide are releasing data into the public domain via open government data initiatives. Many such data sets are directly relevant to environmental science and complement data collected by academic researchers to address complex and challenging environmental problems. The Government of Canada is a leader in open data among Organisation for Economic Co-operation and Development countries, generating and releasing troves of valuable research data. However, achieving comprehensive and FAIR (findable, accessible, interoperable, reusable) open government data is not without its challenges. For example, identifying and understanding Canada’s international commitments, policies, and guidelines on open data can be daunting. Similarly, open data sets within the Government of Canada are spread across a diversity of repositories and portals, which may hinder their discoverability. We describe Canada’s federal initiatives promoting open government data, and outline where data sets of relevance to environmental science can be found. We summarize research data management challenges identified by the Government of Canada, plans to modernize the approach to open data for environmental science and best practices for data discoverability, access, and reuse. - OPEN ACCESSFreshwater ecosystems show more biodiversity loss than terrestrial or marine systems. We present a systematic conservation planning analysis in the Arctic Ocean drainage basin in Ontario, Canada, to identify key watersheds for the conservation of 30 native freshwater fish, including four focal species: lake sturgeon, lake whitefish, brook trout, and walleye. We created species distribution models for 30 native fish species and accounted for anthropogenic impacts. We used the “prioritizr” package in R to select watersheds that maximize species targets, minimize impacts, and meet area-based targets based on the Convention on Biological Diversity commitment to protect 17% of terrestrial and freshwater areas by 2020 and the proposed target to protect 30% by 2030. We found that, on average, 17.4% and 29.8% of predicted species distributions were represented for each of the 30 species in the 17% and 30% area-based solutions, respectively. The outcomes were more efficient when we prioritized for individual species, particularly brook trout, where 24% and 36% of its predicted distribution was represented in the 17% and 30% solutions, respectively. Future conservation planning should consider climate change, culturally significant species and areas, and the importance of First Nations as guardians and stewards of the land in northern Ontario.

- OPEN ACCESSIn 2017, mifepristone and misoprostol became available for early pregnancy termination as the combination pack Mifegymiso® in Ottawa, Ontario, Canada. We conducted 40 semi-structured telephone interviews with Ottawa residents who had abortions before mifepristone’s introduction (n = 20) and after mifepristone–misoprostol became available (n = 20) to explore their experiences obtaining care. We audio-recorded and transcribed all interviews and analyzed these data for content and themes using deductive and inductive techniques. Prior to the introduction of mifepristone, our participants reported obtaining abortion care at two facilities and many faced long wait times. Those who had an abortion after mifepristone became available reported obtaining care from a wider array of providers and few waited more than two weeks. However, several mifepristone–misoprostol users reported having to go through a process that involved as many as 10 health service encounters. Both groups reflected positively on their abortion experiences, but some patients who obtained mifepristone–misoprostol outside of an abortion clinic did not feel as well informed as they would have liked. The introduction of mifepristone appears to have expanded the number of service delivery points and reduced wait times for those seeking abortion care in Ottawa. Identifying ways to expand access to medication abortion information and streamline services appears warranted.

Seagrass meadows are among the most productive and diverse marine ecosystems, providing essential structure, functions, and services. They are also among the most impacted by human activities and in urgent need of better management and protection. In Canada, eelgrass (Zostera marina) meadows are found along the Atlantic, Pacific, and Arctic coasts, and thus occur across a wide range of biogeographic conditions. Here, we synthesize knowledge of eelgrass ecosystems across Canada’s coasts, highlighting commonalities and differences in environmental conditions, plant, habitat, and community structure, as well as current trends and human impacts. Across regions, eelgrass life history, phenology, and general species assemblages are similar. However, distinct regional differences occur in environmental conditions, particularly with water temperature and nutrient availability. There is considerable variation in the types and strengths of human activities among regions. The impacts of coastal development are prevalent in all regions, while other impacts are of concern for specific regions, e.g., nutrient loading in the Atlantic and impacts from the logging industry in the Pacific. In addition, climate change represents a growing threat to eelgrass meadows. We review current management and conservation efforts and discuss the implications of observed differences from coast to coast to coast. - OPEN ACCESSThere is a gap between fundamental science and managers. There are many general solutions including the need to better leverage the primary scientific literature for decision-making. Herein, we provide a list of 10 simple rules to support environmental management through better scientific writing and suggest practices for more transparent publications. These rules can also be used as a checklist for reusing the primary literature when searching for relevant evidence in the environmental sciences. We need to better structure knowledge in papers for connections within sustainable societies.

Traditional food systems based on harvest from the local environment are fundamental to the well-being of many communities, but their security is challenged by rapid socio-ecological change. We synthesized literature and data describing how a fundamental form of biodiversity, animal body size, contributes to the security of traditional food systems through relationships with species availability, accessibility, adequacy, and use. We found larger vertebrate species were more available, accessible, and used on a per kilogram basis, particularly for mammals. Conversely, larger species were no more or less adequate from a combined nutritional, health, and cultural perspective. Larger species represented more biomass, and this biomass required less time to harvest, with greater but more variable mean caloric returns over time. Smaller species provided more consistent caloric returns and were harvested during documented shortages of prey. This reliance on species with a range of body sizes is consistent with optimal foraging theory and the evolutionary value of flexibility, and highlights the importance of a biodiverse pool of species for traditional food security in times of change. Our synthesis of published literature and data highlights the many socio-ecological correlates of species size and how these relate to the security of traditional food systems. - OPEN ACCESSSocio-economic barriers to participation in science are harmful to the enterprise. One barrier is the phenomenon of scientists paying for expenses related to the conduct of research that are not reimbursed (which we termed “Scispends” for social media discourse). We conducted an online survey that asked self-selecting respondents to report the amount of money they spent on nonreimbursed expenses, including both costs incurred in the past 12 months and one-time startup costs associated with their current position. We received 857 responses that met criteria for inclusion and reported descriptive statistics summarizing nonreimbursed expenses across career stages. We found the median total of nonreimbursed expenses for the past 12 months was $1680 and the median one-time expenses were $2700, and that as a proportion of income these expenses were highest for those earliest in their careers. We found 13% of respondents spent more on unreimbursed expenses than they earned in a year. All cost categories were skewed, with most respondents reporting little or no expense, whereas a minority experienced high expenses. These results should be interpreted with caution due to survey’s exploratory design, but they suggest that formal surveys should be conducted by scientific societies, funding agencies, and academic institutions to properly assess the causes of nonreimbursed expenses and determine how this barrier can be minimized.

Thermal sensitivity and flow-mediated migratory delays drive climate risk for coastal sockeye salmon

Climate change is subjecting aquatic species to increasing temperatures and shifting hydrologic conditions. Understanding how these changes affect individual survival can help guide conservation and management actions. Anadromous Pacific salmon (Oncorhynchus spp.) in some large river systems are acutely impacted by the river temperatures and flows encountered during their spawning migrations. However, comparatively little is known about drivers of en route mortality for salmon in smaller coastal watersheds, and climate impacts may differ across watersheds and locally adapted salmon populations. To understand the effects of climate on the survival of coastal sockeye salmon (Oncorhynchus nerka; hísn in Haíɫzaqv), we tagged 1785 individual fish with passive integrated transponders across four migration seasons in the Koeye River—a low-elevation watershed in coastal British Columbia—and tracked them during their relatively short migration (∼13 km) from river entry to spawning grounds. Overall, 64.7% of sockeye survived to enter the spawning grounds, and survival decreased rapidly when water temperatures exceeded 15 °C. The best-fitting model included an interaction between river flow and temperature, such that temperature effects were worse when flows were low, and river entry ceased at the lowest flows. Results revealed temperature-mediated mortality and migration delays from low water that may synergistically reduce survival among sockeye salmon returning to coastal watersheds. - OPEN ACCESS
- OPEN ACCESSAgricultural drainage is a complicated and often conflict-ridden natural resource management issue, impacting contested ecosystem services related to the retention of wetlands as well as the productivity of farmland. This research identifies opportunities to transform the conflict over agricultural drainage in Saskatchewan, Canada, towards collaboration. We report on ethnographic research informed by a conservation conflict-transformation framework to evaluate the nature of the conflict and whether drivers of the conflict operate principally at the level of disputes over discrete ecosystem services or if they reach deeper into local social circumstances and build on larger unresolved conflict(s) among groups in the region. In addition to the conflict-transformation framework, we apply the Social–Ecological Systems Framework to elicit details regarding the substantive, relational, and material dimensions of this conflict. Our research suggests that processes for governing natural resources, such as those in place for governing drainage in Saskatchewan, need to have mechanisms to facilitate relationship building and shared understandings, need to be adaptable to people’s changing needs and concerns, and should focus on inclusivity and empowerment of actors to address conflict.
- OPEN ACCESSMany barriers to behavioural change exist when it comes to climate change action. A key element to overcoming some of these barriers is effective communication of complex scientific information. The use of visualizations, such as photographs or interactive maps, can increase knowledge dissemination, helping community members understand climatic and environmental changes. These techniques have been utilized in many disciplines but have not been widely embraced by climate change scholars. This paper discusses the utility of climate change data visualization as a tool for climate change knowledge mobilization. This paper draws on the case studying drivers of coastline change of Lake Ontario in the Town of Lincoln, Ontario, Canada. Historical aerial photographs were used to measure the rate of coastline change and visualize vulnerable sections of the coast. To better visualize the changes that occurred over time from a resident viewpoint, selected land-based historical photographs were replicated by taking new photographs at the same locations. These visualization tools can be useful to support the community in developing strategies to adapt to climate change by increasing understanding of the changes and knowledge through social learning. These tools can be generalized to other case studies dealing with community engagement in coastal adaptation efforts.

Ocean conditions can affect human health in a variety of ways that are often overlooked and unappreciated. Oceans adjacent to Canada are affected by many anthropogenic stressors, with implications for human health and well-being. Climate change further escalates these pressures and can expose coastal populations to unique health hazards and distressing conditions. However, current research efforts, education or training curriculums, and policies in Canada critically lack explicit consideration of these ocean–public health linkages. The objective of this paper is to present multiple disciplinary perspectives from academics and health practitioners to inform the development of future directions for research, capacity development, and policy and practice at the interface of oceans and human health in Canada. We synthesize major ocean and human health linkages in Canada, and identify climate-sensitive drivers of change, drawing attention to unique considerations in Canada. To support effective, sustained, and equitable collaborations at the nexus of oceans and human health, we recommend the need for progress in three critical areas: (i) holistic worldviews and perspectives, (ii) capacity development, and (iii) structural supports. Canada can play a key role in supporting the global community in addressing the health challenges of climate and ocean changes. - OPEN ACCESSIn the early months of 2020, the spread of the new coronavirus SARS-CoV-2 shook the world, which responded with various measures of quarantine, social distancing, and mass shutdowns. These measures have affected Canadian graduate students, especially those in lab-based science research programs who have been unable to access their workplaces. As a period of reopening may be approaching, and universities and research centers discuss ways to allow for work to resume cautiously, a discussion on the long-term impact of the pandemic on graduate students is necessary. Many students expressed significant concern regarding motivation with the shift to online courses; financial stress in terms of personal debt, bills, and tuition fees; as well as disrupted education and career plans. Uncertainty over the current economic situation and potential research material shortages lead to worry related to the quality and quantity of results and the impact these may have on funding. Luckily, universities, hospitals, governmental agencies, and employers have implemented a variety of programs and financial aid to help students in these trying times. Assuring the continuation of such measures is critical, and graduate students’ drive to succeed will manifest in novel ways to tackle the challenges that the COVID-19 lockdown has imposed.
- OPEN ACCESSPacific sand lance (Ammodytes personatus) and surf smelt (Hypomesus pretiosus) are ecologically important forage fish in the marine food webs within the Salish Sea, including British Columbia (BC). Although important, little information exists around the spatiotemporal distribution of these fishes’ beach spawning habitat in the BC Salish Sea. In 2017, the Mount Arrowsmith Biosphere Region Research Institute initiated spawning beach surveys within the Mount Arrowsmith Biosphere Region (MABR). Surveys have geographically expanded along the eastern Vancouver Island coastline between Bowser and Cowichan Bay, BC, including Gabriola Island and Thetis Island. Pacific sand lance embryos have been detected at 17 beaches, with six beaches located within the MABR. Pacific sand lance spawning events have been detected between November and mid-February, with the bulk of embryos detected in November and December. To date, surf smelt embryos have not been detected at the 56 different beaches. These data begin to fill existing data gaps surrounding Pacific sand lance and surf smelt in BC. Furthermore, longer-term data submissions to the Strait of Georgia Data Centre, an open-access database, will provide the necessary data needed to advocate for improved regulatory protections for these ecologically important fish and their spawning habitat.
- OPEN ACCESSOpen access (OA) allows for peer-reviewed research to be freely accessed and there has been a collective shift from both researchers and publishers towards more OA publishing. OA typically occurs either through article-processing charges (the gold road) or via self-archiving (the green road); the former can be expensive, while the latter has seen minimal uptake. The gold road of OA has led to predatory publishers and, to some, questionable publications. Here, I used publicly available grant information in Canada and combined this with individual publishing statistics to test a variety of factors and their influence on OA publishing. I showed that an individual’s award amount, H-index, and gender did not influence the proportion of OA articles they published, but an individual’s H-index scaled with the number of OA publications. Institute size influenced OA publishing patterns, with researchers at large universities (i.e., >20 000 full-time students) publishing proportionately more OA articles than medium and small institutes. I discuss the potential for this pattern to build on pre-existing systemic biases when it comes to funding and publishing.

Indigenous Protected and Conserved Areas (IPCAs) have gained global attention because of renewed interest in protecting biodiversity during a time of Indigenous resurgence. However, few examples in academic literature illustrate Indigenous Peoples’ rationale and processes for developing IPCAs. This paper fills that gap, describing a participatory action research collaboration with the Kitasoo/Xai’xais Nation. We used document analysis, interviews, and community engagement to summarize the Nation’s perspectives while assisting Kitasoo/Xai’xais efforts to develop a land-and-sea IPCA. IPCAs are a tool for the Nation to address ongoing limitations of state protected area governance and management, to better reflect the Nation’s Indigenous rights and responsibilities, and to preserve cultural heritage and biological diversity while fostering sustainable economic opportunities. The Kitasoo/Xai’xais process benefits from research on other IPCAs, includes intergenerational community engagement, and is rooted in long-term territory planning and stewardship capacity building. The Kitasoo/Xai’xais IPCA faces challenges similar to other protected areas but is influenced by ongoing impacts of settler-colonialism. The Kitasoo/Xai’xais Nation applies Indigenous and western approaches along with responsibility-based partnerships to address many anticipated challenges. Our case study demonstrates that more efforts are needed by state and other actors to reduce burdening Indigenous Nations’ protected area governance and management and to create meaningful external support for Indigenous-led conservation. - OPEN ACCESSBackground: The objective of this study was to determine the presence of a set of prespecified criteria used to assess scientists for promotion and tenure within faculties of medicine among the U15 Group of Canadian Research Universities.Methods: Each faculty guideline for assessing promotion and tenure was reviewed and the presence of five traditional (peer-reviewed publications, authorship order, journal impact factor, grant funding, and national/international reputation) and seven nontraditional (citations, data sharing, publishing in open access mediums, accommodating leaves, alternative ways for sharing research, registering research, using reporting guidelines) criteria were collected by two reviewers.Results: Among the U15 institutions, four of five traditional criteria (80.0%) were present in at least one promotion guideline, whereas only three of seven nontraditional incentives (42.9%) were present in any promotion guidelines. When assessing full professors, there were a median of three traditional criteria listed, versus one nontraditional criterion.Conclusion: This study demonstrates that faculties of medicine among the U15 Group of Canadian Research Universities base assessments for promotion and tenure on traditional criteria. Some of these metrics may reinforce problematic practices in medical research. These faculties should consider incentivizing criteria that can enhance the quality of medical research.
- OPEN ACCESSModels that capture relationships between a variety of social, economic, and environmental factors are useful tools for community planning; however, they are often complex and difficult for diverse audiences to understand. This creates challenges for participatory planning and community engagement. Conducted in the community of Squamish (British Columbia, Canada), this study develops and examines tools for communicating outcomes of a community scenario modelling exercise to diverse stakeholders. These tools are (i) a “model explorer” and (ii) realistic, immersive visualizations. The model explorer is an online, HTML5-based tool that can be used to learn about the model, view community scenario maps, and explore potential outcomes of the scenarios. The visualizations are virtual environments that are navigated from the first-person perspective, and they were developed using a combination of ArcGIS, Trimble SketchUp, Adobe Photoshop, and the Unity3D game engine. A local government and community stakeholder focus group and public open house event were held to solicit feedback on the scenarios and tools. Findings of the research suggest that the two types of tools can be used in a complementary fashion, and tool integration can better harness their respective strengths in a manner that comprehensively communicates the implications of different development pathways to diverse community members.

Environmental management and monitoring must reconcile social and cultural objectives with biodiversity stewardship to overcome political barriers to conservation. Suitability modelling offers a powerful tool for such “biocultural” approaches, but examples remain rare. Led by the Stewardship Authority of the Kitasoo/Xai’xais First Nation in coastal British Columbia, Canada, we developed a locally informed suitability model for a key biocultural indicator, culturally modified trees (CMTs). CMTs are trees bearing evidence of past cultural use that are valued as tangible markers of Indigenous heritage and protected under provincial law. Using a spatial multi-criteria evaluation framework to predict CMT suitability, we developed two cultural predictor variables informed by Kitasoo/Xai’xais cultural expertise and ethnographic data in addition to six biophysical variables derived from LiDAR and photo interpretation data. Both cultural predictor variables were highly influential in our model, revealing that proximity to known habitation sites and accessibility to harvesters (by canoe and foot) more strongly influenced suitability for CMTs compared with site-level conditions. Applying our model to commercial forestry governance, we found that high CMT suitability areas are 51% greater inside the timber harvesting land base than outside. This work highlights how locally led suitability modelling can improve the social and evidentiary dimensions of environmental management. - OPEN ACCESS
- OPEN ACCESSThe outcomes of environmental impact assessment (EIA) influence millions of hectares of land and can be a contentious process. A vital aspect of an EIA process is consideration of the accumulation of impacts from multiple activities and stressors through a cumulative effects assessment (CEA). An opportunity exists to improve the rigor and utility of CEA and EIA by incorporating core scientific principles of landscape ecology into EIA. With examples from a Canadian context, we explore realistic hypothetical situations demonstrating how integration of core scientific principles could impact EIA outcomes. First, we demonstrate how changing the spatial extent of EIA boundaries can misrepresent cumulative impacts via the exclusion or inclusion of surrounding natural resource development projects. Second, we use network analysis to show how even a seemingly small, localized development project can disrupt regional habitat connectivity. Lastly, we explore the benefits of using long-term historical remote sensing products. Because these approaches are straightforward to implement using publicly available data, they provide sensible opportunities to improve EIA and enhance the monitoring of natural resource development activities in Canada and elsewhere.
- OPEN ACCESSThe Canadian Genomics Partnership for Rare Diseases, spearheaded by Genome Canada, will integrate genome-wide sequencing to rare disease clinical care in Canada. Centralized and tiered models of data stewardship are proposed to ensure that the data generated can be shared for secondary clinical, research, and quality assurance purposes in compliance with ethics and law. The principal ethico-legal obligations of clinicians, researchers, and institutions are synthesized. Governance infrastructures such as registered access platforms, data access compliance offices, and Beacon systems are proposed as potential organizational and technical foundations of responsible rare disease data sharing. The appropriate delegation of responsibilities, the transparent communication of rights and duties, and the integration of data privacy safeguards into infrastructure design are proposed as the cornerstones of rare disease data stewardship.

Marine plastic is a ubiquitous environmental problem that can have an impact on a variety of marine biota, such as seabirds, making it an important concern for scientists and policy makers. Although research on plastic ingestion by seabirds is increasing, few studies have examined policies and long-term monitoring programs to reduce marine plastic in the Arctic. This paper provides a review of international, national, and regional policies and long-term monitoring programs that address marine plastic in relation to seabirds in the Arctic countries: Canada, the Kingdom of Denmark (Greenland and the Faroe Islands), Finland, Iceland, Norway, the Russian Federation, Sweden, and the United States of America. Results show that a broad range of international, national, regional and local policies address marine debris, specifically through waste management and the prevention of pollution from ships. However, few policies directly address seabirds and other marine biota. Further, policies are implemented inconsistently across regions, making it difficult to enforce and monitor the efficacy of these policies given the long-range transport of plastic pollution globally. To reduce marine plastic pollution in the Arctic environment, pan-Arctic and international collaboration is needed to implement standardized policies and long-term monitoring programs for marine plastic in the Arctic and worldwide. - OPEN ACCESS

The Royal Society of Canada Task Force on COVID-19 was formed in April 2020 to provide evidence-informed perspectives on major societal challenges in response to and recovery from COVID-19. The Task Force established a series of working groups to rapidly develop policy briefings, with the objective of supporting policy makers with evidence to inform their decisions. This paper reports the findings of the COVID-19 Long-Term Care (LTC) working group addressing a preferred future for LTC in Canada, with a specific focus on COVID-19 and the LTC workforce. First, the report addresses the research context and policy environment in Canada’s LTC sector before COVID-19 and then summarizes the existing knowledge base for integrated solutions to challenges that exist in the LTC sector. Second, the report outlines vulnerabilities exposed because of COVID-19, including deficiencies in the LTC sector that contributed to the magnitude of the COVID-19 crisis. This section focuses especially on the characteristics of older adults living in nursing homes, their caregivers, and the physical environment of nursing homes as important contributors to the COVID-19 crisis. Finally, the report articulates principles for action and nine recommendations for action to help solve the workforce crisis in nursing homes. - OPEN ACCESSMicroplastics are globally ubiquitous contaminants, but quantitative data on their presence in freshwater environments are sparse. This study investigates the occurrence, composition, and spatial trends of microplastic contamination in the North Saskatchewan River flowing through Edmonton, Alberta, the fifth largest city in Canada. Surface water samples were collected from seven sites throughout the city, upstream and downstream of the city, and near potential point sources (i.e., a wastewater treatment plant). Samples were spiked with fluorescent microbeads as internal standards and extracted by wet peroxide oxidation and density floatation. Microplastics were found in all samples, ranging in concentration from 4.6 to 88.3 particles·m−3 (mean = 26.2 ± 18.4 particles·m−3). Fibers were the dominant morphology recovered, and most were of anthropogenic origin and chemically identified as dyed cotton or polyester by Raman microspectroscopy. The majority of fragments were identified as polyethylene or polypropylene. No upstream to downstream differences were found in concentration, size distribution, or morphological composition suggesting nonpoint sources of microplastics to the river. This study represents one of the first investigations into the occurrence of microplastics in the freshwater environment in western Canada and will provide a baseline for future studies.

Conservation relies on cooperation among different interest groups and appropriate use of evidence to make decisions that benefit people and biodiversity. However, misplaced conservation occurs when cooperation and evidence are impeded by polarization and misinformation. This impedance influences actions that directly harm biodiversity, alienate partners and disrupt partnerships, waste resources, misinform the public, and (or) delegitimize evidence. As a result of these actions, misplaced conservation outcomes emerge, making it more difficult to have positive outcomes for biodiversity. Here we describe cases where a failed appreciation for cooperation, evidence, or both have eroded efforts to conserve biodiversity. Generally, these case studies illustrate that averting misplaced conservation requires greater adherence to processes that elevate the role of evidence in decision-making and that place collective, long-term benefits for biodiversity over the short-term gains of individuals or groups. Efforts to integrate human dimensions, cooperation, and evidence into conservation will increase the efficacy and success of efforts to conserve global biodiversity while benefiting humanity. - OPEN ACCESSMeaningful engagement is increasingly used as a management tool for understanding the multitude of complex values and potential conflicts around marine conservation and the production of conservation strategies deemed acceptable by local communities. Barachois ponds, akin to coastal lagoons, are recognized coastal wetlands in Nova Scotia, Canada, given their distinct ecosystem services, including provisioning, regulating, and cultural services. This study examines the current discourses around the management of barachois ponds and how an increased understanding of these perceptions held by stakeholders and managers might be used to better inform integrated management of these wetland ecosystems. A mixed-methods research design using Q methodology was employed to acquire data on social perceptions surrounding the management of barachois ponds fringing the Bras d’Or Lake in Cape Breton, Nova Scotia, Canada. Four dominant perspectives were identified: the leave-them-be conservationists, the sustainable developers, the management reformists, and the science-based conservationists. Six key issue themes emerged based on an in-depth examination of these different perspectives and Q sort data. This study found that an increased awareness of the ecological, social, and cultural values attributed to barachois ponds by key stakeholders could play a critical role in better informing wetland management decision-making in Nova Scotia and elsewhere.

Mitochondrial replacement therapy (MRT) in Canada is considered a criminal offense according to article 5(1)(f) of the Assisted Human Reproduction Act (AHRA) (2004). The Act prohibits any practice that modifies the genome of “a human being or in vitro embryo such that the alteration is capable of being transmitted to descendants.” We carried out 32 semi-structured interviews with clinicians, researchers, patient groups, egg donors, and members of the public to explore their attitudes toward the clinical implementation of MRT in Canada. Our interview guide was informed by the socio-ethical, legal, and scientific literature of MRT. We used a thematic analysis to identify and analyze emerging themes and sub-themes. Our findings were divided into five broad themes: (i) an outdated criminal ban, (ii) motives for using MRT, (iii) terminology, (iv) practical and theoretical risks and benefits, and (v) the feasibility of clinical translation in Canada. Although the public and stakeholders’ views on the feasibility of foreseeable translation of MRT in Canadian clinics varied, there was consensus on conducting an overdue review of the current AHRA ban on MRT. - OPEN ACCESS

Since the implementation of the Canadian Species at Risk Act (SARA) in 2003, deficiencies in SARA and its application have become clear. Legislative and policy inconsistencies among responsible federal agencies and the use of a subjective approach for prioritizing species protection lead to taxonomic biases in protection. Variations in legislation among provinces/territories and the reluctance of the federal government to take actions make SARA’s application often inefficient on nonfederally managed lands. Ambiguous key terms (e.g., critical habitat) and disregard for legislated deadlines in many steps impede the efficacy of SARA. Additionally, the failure to fully recognize Indigenous knowledge and to seek Indigenous cooperation in the species protection process leads to weaker government accountability, promotes inequity, and leads to missed opportunities for partnerships. New legislative amendments with well-defined and standardized steps, including an automatic listing process, a systematic prioritization program, and clearer demands (e.g., mandatory threshold to trigger safety net/emergency order) would improve the success of species at risk protection. Moreover, a more inclusive approach that brings Indigenous representatives and independent scientists together is necessary for improving SARA’s effectiveness. These changes have the potential to transform SARA into a more powerful act towards protecting Canada’s at-risk wildlife. (The graphical abstract follows.) - OPEN ACCESSThis research explores the potential hydroponic systems have for contributing to climate mitigation in fodder agriculture. Using British Columbia (BC) and Alberta as case studies, the study compares greenhouse gas (GHG) emissions and carbon sequestration potential of hydroponically grown sprouted barley fodder to conventional barley grain fodder. GHG emissions were examined through scenarios that assumed Alberta to be the main barley producer, while exploring different situations of BC and Alberta as consumers, distributed/centralized hydroponic systems, and renewable/nonrenewable energy. Carbon sequestration opportunities were examined through scenarios that explored the land sparing potential of transitioning from conventional to hydroponic barley and shifts from tillage to no-tillage practices. Sensitivity analyses were done to examine how changes in hydroponic seed-to-fodder output and energy consumption affect the systems’ climate mitigation potential. The results indicated that incorporating hydroponic systems into barley production has the potential to reduce GHG emissions, given seed-to-fodder output and energy consumption are maintained at certain levels and the systems are powered by renewable energy. Results also showed that hydroponic farming can provide greater carbon sequestration opportunities than simply shifting to no-tillage farming. The research indicates that hydroponic fodder farming could contribute to climate mitigation objectives if complemented with effective energy and land use policies.

The value of paleolimnology in reconstructing and managing ecosystem vulnerability: a systematic map
Vulnerability can measure an ecosystem’s susceptibility to change as a result of pressure or disturbance, but can be difficult to quantify. Reconstructions of past climate using paleolimnological methods can create a baseline to calibrate future projections of vulnerability, which can improve ecosystem management and conservation plans. Here, we conduct a systematic map to analyze the range and extent that paleolimnological published studies incorporated the concept of vulnerability. Additional themes of monitoring, management, conservation, restoration, or ecological integrity were also included. A total of 52 relevant unique articles were found, a majority of which were conducted in Europe or North America since 2011. Common themes identified included management and adaptation, with the latter heavily focussed on climate change or disturbance. From this, we can infer that the use of paleolimnology to discuss the concept of vulnerability is an emerging field. We argue that paleolimnology plays a valid role in the reconstruction of ecosystem vulnerability due to its capacity to broaden the scope of long-term monitoring, as well as its potential to help establish management and restoration plans. The use of paleolimnology in vulnerability analysis will provide a clearer lens of changes over time; therefore, it should be frequently implemented as a tool for vulnerability assessment. - OPEN ACCESSEnvironmental issues and related policy instruments are becoming increasingly politicized in the Canadian context, but it is unclear whether biodiversity conservation and protected areas are similarly politicized. Here, we suggest that the political characteristics of protected areas do not lend themselves easily to politicization, but data from the Canadian Protected and Conserved Areas Database indicate that at the federal level, and provincially in Alberta, the rate of protected areas establishment is becoming increasingly tied to electoral politics, suggesting some politicization. We situate these trends within federal electoral politics between 2006 and the present, outlining the differing approaches of the Harper Conservatives and the Trudeau Liberals and showing how both administrations instrumentalized the environment and protected areas for their own electoral benefits. We find similar trends in Alberta with the Progressive Conservative, New Democratic Party, and United Conservative Party governments. However, while there is increasing polarization in practice, there has been less polarization of the electoral rhetoric surrounding protected areas. This politicization represents a barrier to conservation in Canada as it can lead to greenwashing, poor accountability, or the creation of an anti-conservation constituency. At the same time, politicization can raise the profile of conservation in public discourse, leading to greater public interest and engagement.
- OPEN ACCESSThe COVID-19 pandemic has highlighted the challenges governments face in balancing civil liberties against the exigencies of public health amid the chaos of a public health emergency. Current and emerging pandemic response strategies may engage diverse rights grounded in civil liberties, including mobility rights, freedom of assembly, freedom of religion, and the right to liberty and security of the person. As traditionally conceived, the discourses of civil rights and public health rest on opposite assumptions about the burden of proof. In the discourse of civil and political rights of the sort guaranteed under the Canadian Charter of Rights and Freedoms, the onus rests on government to show that any limitation on rights is justified. By contrast, public health discourse centers on the precautionary principle, which holds that intrusive measures may be taken—lockdowns, for example—even in the absence of complete evidence of the benefits of the intervention or of the nature of the risk. In this article, we argue that the two principles are not so oppositional in practice. In testing for proportionality, courts recognize the need to defer to governments on complex policy matters, especially where the interests of vulnerable populations are at stake. For their part, public health experts have incorporated ideas of proportionality in their evolving understanding of the precautionary principle. Synthesizing these perspectives, we emphasize the importance of policy agility in the COVID-19 response, ensuring that measures taken are continually supported by the best evidence and continually recalibrated to avoid unnecessary interference with civil liberties.
- OPEN ACCESSFederal and provincial governments of Canada recently signed onto a Pan-Canadian Approach to Transforming Species at Risk Conservation. The approach is based on collaboration among jurisdictions and stakeholders to enhance multiple species and ecosystem-based conservation in selected biodiversity hot spots. In this review paper, we focus on one of the biodiversity hot spots—the South of the Divide area in the province of Saskatchewan—to propose appropriate mechanisms to incentivize stewardship on agricultural Crown lands. Through a focused review and synthesis of empirical studies, we propose a range of policy instruments and incentives that can help deliver multi-species at risk conservation on Crown agricultural lands in Saskatchewan. We outline a range of policy instruments and incentives that are relevant to conservation on Crown agricultural lands and argue that a portfolio of options will have the greatest social acceptability. More germane is the need to foster collaboration between the government of Saskatchewan, other provincial/territorial governments, and the federal government, nongovernmental organizations, and land managers. Such collaboration is critical for enhanced decision-making and institutional change that reflects the urgent call for creating awareness of species at risk policies, building trust, and leveraging the local knowledge of land managers for conservation.
- OPEN ACCESSA central contention of this paper is that conservation strategies are failing because they have become increasingly integrated into, and share the assumptions of, the structures of capitalism. As a result, conservation is becoming a strategic specialty within capitalism, rather than an ethical challenge to its basic assumptions. The paper examines this integration by analysing the way Hardin’s argument in the “tragedy of the commons” metaphor was taken up by policy makers in Canada’s East Coast fishery and a case is made that, as seen in the case of the fishery, this strategic integration limited the analytical capability of conservation to highlight the causes of environmental degradation. The critical literature on Hardin’s model points to the failure to recognize the importance of social relations and local institutional arrangements in combatting environmental failure. This paper contributes to the importance of “the social” in conservation debates by emphasizing Polanyi’s contrasting definitions of formal and substantive economics and the way they relate to contrasting conceptions of tragedy, as set out by Hardin (formal tragedy from above) and Goldmann’s conception of a historically specific tragedy that can be described as substantive tragedy from below. The analytical failure associated with Hardin’s metaphor can serve as a cautionary tale for current strategic and specific conservation strategies that tend to downplay the importance of ethical and social issues.

We review what is known about ecosystem service (ES) delivery from agricultural dykelands and tidal wetlands around the dynamic Bay of Fundy in the face of climate change and sea-level rise, at the outset of the national NSERC ResNet project. Agricultural dykelands are areas of drained tidal wetland that have been converted to agricultural lands and protected using dykes and aboiteaux (one-way drains or sluices), first introduced by early French settlers (Acadians). Today, Nova Scotia’s 242 km system of dykes protect 17,364 ha of increasingly diverse land uses—including residential, industrial, and commercial uses as well as significant tourism, recreational, and cultural amenities—and is undergoing system modernization and adaptation. Different ES are provided by drained and undrained landscapes such as agriculture from dykelands and regulating services from wetlands, but more complex dynamics exist when beneficiaries are differentiated. This review reveals many knowledge gaps about ES delivery and dynamics, including around net greenhouse gas implications, storm protection, water quality, fish stocks, pollination processes, sense of place, and aesthetics, some of which may reveal shared ES or synergies instead of trade-offs. We emphasize the need to be open to adapting ES concepts and categorizations to fully understand Indigenous implications of these land use decisions. - OPEN ACCESSThe biodiversity crisis is a pressing global issue. In Ontario, Canada, species at risk are protected under the Endangered Species Act (2007). The current government amended that legislation through the More Homes, More Choice Act (2019), leaving species at risk with an uncertain future. This paper uses the Niagara Region as a case study and relies on interviews and data collection about listed species to illuminate the possible implications for the new amendments. The results indicate a total of 71 species at risk that exist in the Region, with as many as 37 species that could be delisted and stripped of protection under the recent changes. There is also concern around the prioritization of the economics over science in the amendments. While uncertainty surrounding the implementation of the amendments to the Ontario Endangered Species Act exists, there is agreement that species at risk should be protected.
- OPEN ACCESSNegative biodiversity trends are evident in Canada, in spite of its ecological and economic wealth and high governance capacity. We examined the current implementation of Canada’s national biodiversity strategy—the planning instrument to the United Nations Convention on Biological Diversity—through its existing legal framework. We did this by evaluating biodiversity-related strategies and plans and 201 federal, provincial, and territorial laws. We found that while most jurisdictions claim dedicated attention to biodiversity, there is little evidence of an integrated approach within provinces and territories and across the federation. Biodiversity conservation led by governments underscores the need for considerations of species and ecosystem services to be mainstreamed into economic and development decision-making. Key challenges to this include Canada’s unusual degree of decentralized constitutionally ascribed authority over natural assets and its historical and continued economic emphasis on extraction of natural resources—a conflict of interest for jurisdictions. Transitioning to scale-appropriate planning and integrated decision-making that can address the pressures and causes of biodiversity conservation in Canada will require transformative change. Law reform, while necessary, will not succeed unless accompanied by a whole-of-government approach, a shift to a bio-centric mindset, innovative governance (particularly Indigenous-led conservation), and federal leadership with strong levels of financial investment.
- OPEN ACCESSBoth the Truth and Reconciliation Commission (TRC) and the National Inquiry into Missing and Murdered Indigenous Women and Girls (MMIWG) explicitly emphasized the role of educators in “reconciliation.” Alongside this, conservation practitioners are increasingly interacting with Indigenous Peoples in various ways, such as in the creation and support of Indigenous protected areas and (or) guardian programs. This paper considers how faculty teaching aspiring conservation practitioners can respond appropriately to the TRC and MMIWG Inquiry while preparing students to engage with Indigenous Peoples in a way that affirms, rather than questions Indigenous knowledge and aspirations. Our argument is threefold: first, teaching Indigenous content requires an approach grounded in transformational change, not one focused on an “add Indigenous and stir” pedagogy. Second, we assert that students need to know how to ethically engage with Indigenous Peoples more than they need knowledge of discreet facts. Finally, efforts to “Indigenize” the academy requires an emphasis on anti-racism, humility, reciprocity, and a willingness to confront ongoing colonialism and white supremacy. This paper thus focuses on the broad change that must occur within universities to adequately prepare students to build and maintain reconciliatory relationships with Indigenous Peoples.
- OPEN ACCESSGovernment imposed lockdown measures in response to the COVID-19 pandemic resulted in widespread laboratory closures. This study aimed to examine the impact of this disruption on graduate students and postdoctoral fellows completing laboratory-based research in Canada. We used an anonymous online survey and semi-structured interviews to document the experiences of graduate students and postdoctoral fellows during laboratory closures and following the transition to working from home. We employed a mixed-method approach using survey and interview data to identify shared experiences, concerns, and supports. The emotions reported by respondents at different points during laboratory closures align with the Kübler-Ross model of grief following change. Respondents describe closure processes as chaotic and confusing, primarily resulting from inconsistent communication. Respondents reported increased indications of distress while working from home. Concerns about how COVID-19 might impact trainees were identified, including decreasing competitiveness of applicants while limiting future employment opportunities. Finally, we outline five types of supports that can be implemented by supervisors and administrators to support graduate students and postdoctoral fellows to return to the laboratory. Overall, we document shared experiences of respondents during the COVID-19 laboratory shutdown and identify areas of improvement in the event widespread laboratory closures occur in the future.

In the event of the current COVID-19 pandemic and in preparation for future pandemics, open science can support mission-oriented research and development, as well as commercialization. Open science shares skills and resources across sectors; avoids duplication and provides the basis for rapid and effective validation due to full transparency. It is a strategy that can adjust quickly to reflect changing incentives and priorities, because it does not rely on any one actor or sector. While eschewing patents, it can ensure high-quality drugs, low pricing, and access through existing regulatory mechanisms. Open science practices and partnerships decrease transaction costs, increase diversity of actors, reduce overall costs, open new, higher-risk/higher-impact approaches to research, and provide entrepreneurs freedom to operate and freedom to innovate. We argue that it is time to re-open science, not only in its now restricted arena of fundamental research, but throughout clinical translation. Our model and attendant recommendations map onto a strategy to accelerate discovery of novel broad-spectrum anti-viral drugs and clinical trials of those drugs, from first-in-human safety-focused trials to late stage trials for efficacy. The goal is to ensure low-cost and rapid access, globally, and to ensure that Canadians do not pay a premium for drugs developed from Canadian science. - OPEN ACCESS

Wild salmon are central to food security, cultural identity, and livelihoods of coastal Indigenous communities. Yet ongoing inequities in governance, declining fish populations, and mixed-stock ocean fisheries may pose challenges for equitable access between Indigenous fishers and other non-Indigenous fishers. We sought to understand current perceptions among Haíłzaqv (Heiltsuk) fishers towards salmon fisheries and their management. We conducted dockside surveys with both Haíłzaqv fishers and sport fishers, and in-depth interviews with Haíłzaqv fishers, community members, and natural resource managers. From these surveys and interviews we quantified satisfaction among both food, social, and ceremonial fishers and visiting recreational fishers with the current salmon fishery and associated social-ecological drivers, and characterized perceptions among Haíłzaqv people of salmon fisheries and management. Second, we synthesized community perceptions of the revitalization of terminal, communally run salmon fisheries within Haíłzaqv territory as a tool for their future salmon management. Finally, we elicited information from Haíłzaqv fishers about the barriers people in their community currently face in accessing salmon fisheries. Our findings suggest that low salmon abundance, increased fishing competition, and high costs associated with participation in marine mixed-stock fisheries currently hinder access and equity for Haíłzaqv fishers. The COVID-19 pandemic has had a significant impact on the mental health of the people of Canada. Most have found it challenging to cope with social distancing, isolation, anxiety about infection, financial security and the future, and balancing demands of work and home life. For some, especially those who have had to face pre-existing challenges such as structural racism, poverty, and discrimination and those with prior mental health problems, the pandemic has been a major impact.The Policy Briefing Report focuses on the current situation, how the COVID-19 pandemic has exacerbated significant long-standing weaknesses in the mental health system and makes specific recommendations to meet these challenges to improve the well-being of the people of Canada.The COVID-19 pandemic has had a detrimental effect on mental health of people in Canada but the impact has been variable, impacting those facing pre-existing structural inequities hardest. Those living in poverty, and in some socially stratified groups facing greater economic and social disadvantage, such as some racialized and some Indigenous groups and those with preexisting mental health problems, have suffered the most. Some occupational groups have been more exposed to the virus and to psychological stress with the pandemic. The mental health care system was already overextended and under resourced. The pandemic has exacerbated the problems. The care system responded by a massive move to virtual care. The future challenge is for Canada to strengthen our knowledge base in mental health, to learn from the pandemic, and to provide all in Canada the support they need to fully participate in and contribute to Canada’s recovery from the pandemic. - OPEN ACCESS

Precipitous declines in biodiversity threaten planetary boundaries, requiring transformative changes to conservation. Colonial systems have decimated species and ecosystems and dispossessed Indigenous Peoples of their rights, territories, and livelihoods. Despite these challenges, Indigenous-governed lands retain a large proportion of biodiversity-rich landscapes. Indigenous Peoples have stewarded the land in ways that support people and nature in respectful relationship. Biodiversity conservation and resurgence of Indigenous autonomies are mutually compatible aims. To work towards these aims requires significant transformation in conservation and re-Indigenization. Key to both are systems that value people and nature in all their diversity and relationships. This paper introduces Indigenous principles for re-Indigenizing conservation: (i) embracing Indigenous worldviews of ecologies and M’sɨt No’kmaq, (ii) learning from Indigenous languages of the land, (iii) Natural laws and Netukulimk, (iv) correct relationships, (v) total reflection and truth, (vi) Etuaptmumk—“two-eyed seeing,” and “strong like two people”, and (vii) “story-telling/story-listening”. Although the principles derive primarily from a Mi’kmaw worldview, many are common to diverse Indigenous ways of knowing. Achieving the massive effort required for biodiversity conservation in Canada will entail transformations in worldviews and ways of thinking and bold, proactive actions, not solely as means but as ongoing imperatives. - OPEN ACCESSWildlife is declining around the world. Many developed nations have enacted legislation on endangered species protection and provide funding for wildlife recovery. Protecting endangered species is also supported by the public and judiciary. Yet, despite what appear as enabling conditions, wild species continue to decline. Our paper explores pathways to endangered species recovery by analyzing the barriers that have been identified in Canada, the United States, and Australia. We summarize these findings based on Canada’s Species at Risk Conservation Cycle (assessment, protection, recovery planning, implementation, and monitoring and evaluation) and then identify 10 “bridges” that could help overcome these barriers and bend our current trajectory of wildlife loss to recovery. These bridges include ecosystem approaches to recovery, building capacity for community co-governance, linking wildlife recovery to ecosystem services, and improving our storytelling about the loss and recovery of wildlife. The focus of our conclusions is the Canadian setting, but our findings can be applied in other national and subnational settings to reverse the decline of wildlife and halt extinction.

The conservation of biodiversity requires various forms of evidence to ensure effective outcomes. In this study, we provide an updated assessment of the state of evidence-based decision-making in Canada’s protected areas organizations by examining practitioner perceptions of: (i) the value and use of various forms of evidence, (ii) the availability of evidence to support decisions, and (iii) the extent to which various institutional and behavioural barriers influence the use of evidence. Our results compare national surveys conducted in 2019 and 2013, revealing a significant and concerning decline in the use of all forms of evidence. We found significant declines in the use of peer-reviewed literature, local knowledge, and Indigenous knowledge. Our results correspondingly demonstrate a host of systemic barriers to the effective use of evidence, including a lack of trust, how to deal with uncertainty, and limited training. These challenges persist at a time when the quantity of information is greater than ever, and recognition of the value of Indigenous knowledge is relatively high (and increasing). Leadership is required to cultivate more relevant evidence, to embed scientists and Indigenous Knowledge-Holders in conservation organizations, to (re)establishing knowledge sharing forums, and to establish accountability and reporting measures to support efforts aimed at effectively achieving Canada’s biodiversity conservation goals. - OPEN ACCESS

The resource extraction that powers global economies is often manifested in Indigenous Peoples’ territories. Indigenous Peoples living on the land are careful observers of resulting biodiversity changes, and Indigenous-led research can provide evidence to inform conservation decisions. In the Nearctic western boreal forest, landscape change from forest harvesting and petroleum extraction is intensive and extensive. A First Nations community in the Canadian oil sands co-created camera-trap research to explore observations of presumptive species declines, seeking to identify the relative contributions of different industrial sectors to changes in mammal distributions. Camera data were analyzed via generalized linear models in a model-selection approach. Multiple forestry and petroleum extraction features positively and negatively affected boreal mammal species. Pipelines had the greatest negative effect size (for wolves), whereas well sites had a large positive effect size for multiple species, suggesting the energy sector as a target for co-management. Co-created research reveals spatial relationships of disturbance, prey, and predators on Indigenous traditional territories. It provides hypotheses, tests, and interpretations unique to outside perspectives; Indigenous participation in conservation management of their territories scales up to benefit global biodiversity conservation. - OPEN ACCESSAlthough a diversity of approaches to wildlife management persists in Canada and the United States of America, the North American Model of Wildlife Conservation (NAM) is a prevailing model for state, provincial, and federal agencies. The success of the NAM is both celebrated and refuted amongst scholars, with most arguing that a more holistic approach is needed. Colonial rhetoric permeates each of the NAM’s constituent tenets—yet, beyond these cultural and historical problems are the NAM’s underlying conservation values. In many ways, these values share common ground with various Indigenous worldviews. For example, the idea of safeguarding wildlife for future generations, utilizing best available knowledge to solve problems, prioritizing collaboration between nations, and democratizing the process of conserving wildlife all overlap in the many ways that the NAM and common models of Indigenous-led conservation are operationalized. Working to identify shared visions and address necessary amendments of the NAM will advance reconciliation, both in the interest of nature and society. Here, we identify the gaps and linkages between the NAM and Indigenous-led conservation efforts across Canada. We impart a revised NAM—the Indigenizing North American Model of Wildlife Conservation (I-NAM)—that interweaves various Indigenous worldviews and conservation practice from across Canada. We emphasize that the I-NAM should be a continuous learning process that seeks to update and coexist with the NAM, but not replace Indigenous-led conservation.

Grizzly bears and polar bears often serve as ecological “flagship species” in conservation efforts, but although consumptively used in some areas and cultures they can also be important cultural keystone species even where not hunted. We extend the application of established criteria for defining cultural keystone species to also encompass species with which cultures have a primarily nonconsumptive relationship but that are nonetheless disproportionately important to well-being and identity. Grizzly bears in coastal British Columbia are closely linked to many Indigenous Peoples (including the Haíɫzaqv (Heiltsuk), Kitasoo/Xai’xais, and Nuxalk First Nations), where they are central to the identity, culture, and livelihoods of individuals, families, Chiefs, and Nations. Polar bears in Churchill, Manitoba, provide another example as a cultural keystone species for a mixed Indigenous and non-Indigenous community in which many of the livelihood benefits from the species are mediated by economic transactions in a globalized tourism market. We discuss context specificity and questions of equity in sharing of benefits from cultural keystone species. Our expanded definition of cultural keystone species gives broader recognition of the beyond-ecological importance of these species to Indigenous Peoples, which highlights the societal and ecological importance of Indigenous sovereignty and could facilitate the increased cross-cultural understanding critical to reconciliation. - OPEN ACCESSThis paper explores the degree to which the ecosystem services (ES) concept and related tools have been integrated and implemented within the Canadian government context at both the provincial/territorial and federal levels. The research goals of the study were to qualitatively assess the extent to which ES assessment is being integrated at different levels of government, consider the barriers to implementation, and draw lessons from the development and use of Canada’s Ecosystem Services Toolkit: Completing and Using Ecosystem Service Assessment for Decision-Making—An Interdisciplinary Toolkit for Managers and Analysts (2017), jointly developed by a federal, provincial, and territorial government task force. Primary data were collected through targeted semi-structured interviews with key informants combined with a content analysis of ES-related documentation from government websites. Results indicate that while the term ES is found in documentation across different levels of government, there appears to be an ES implementation gap. Issues of conceptual understanding, path dependency, a lack of regulatory mandate, lost staff expertise, and competition with overlapping conceptual approaches were identified as barriers to ES uptake. Areas requiring further policy and research attention are identified.

Fishes assessed as Threatened or Endangered by the Committee on the Status of Endangered Wildlife in Canada are disproportionately less likely to be listed under the federal Species at Risk Act (SARA) compared to other taxa. We examined the extent to which the amount and type of science advice in a Recovery Potential Assessment (RPA) contributes to SARA-listing decisions for 34 wildlife species of freshwater fishes in Canada. We used a generalized linear mixed model to describe SARA listing status as a function of RPA completeness. Principal coordinates analyses were conducted to assess similarity in answers to RPA questions among listed and nonlisted species. The amount and type of science advice within an RPA were weakly related to SARA status. RPA completeness accounted for only 7.4% of model variation when family was included as a random effect, likely because nine species not listed under SARA (64%) belong to the sturgeon family. Our results suggest that, while potentially useful for informing recovery strategies, RPAs do not appear to be driving listing status for freshwater fishes in Canada. Factors beyond scientific advice likely contribute to nonlisted species and delays in listing decisions. - OPEN ACCESSIntroduction: Early childhood overweight and obesity, as a result of unhealthy dietary habits and sedentary life, is a growing global public health concern, particularly in Canada. There are limited data on how socioeconomic factors influence dietary habits of young children living in developed countries. Methods: We conducted a scoping review to examine the existing literature on how socioeconomic settings influence food consumption patterns of children 2–5 years old in developed countries. The inclusion criteria were relevant articles in the English language between 2007 and 2019. Results: From the initial 1854 articles, only 12 articles from Europe, Canada, and the United States met the inclusion criteria. There are differences in eating patterns of preschool-aged children based on parental education, whereas income level did not have a clear influence on dietary patterns. The existing studies suffer from a variety of limitations that limit a cohesive conclusion. Conclusion: Studies with children 2–5 years old are scarce. Parental education seems to influence the dietary habits of young children, whereas the role of income is not clear. There is a need for further high-quality research, preferably longitudinal studies, to inform health promotion initiatives and preventive strategies to facilitate healthy growth and development in young children.
- OPEN ACCESSBalancing human well-being with the maintenance of ecosystem services (ES) for future generations has become one of the central sustainability challenges of the 21st century. In working landscapes, past and ongoing production-centered objectives have resulted in the conversion of ecosystems into simple land-use types, which has also altered the provision of most ES. These inevitable trade-offs between the efficient production of individual provisioning ES and the maintenance of regulating and cultural ES call for the development of a land-use strategy based on the multifunctional use of the landscape. Due to the heterogeneous nature of working landscapes, both protection and restoration actions are needed to improve their multifunctionality. Systematic conservation planning (SCP) offers a decision support framework that can support landscape multifunctionality by indicating where ES management efforts should be implemented. We describe an approach that we developed to include ES provision protection and restoration objectives in SCP with the goal of providing ongoing benefits to society. We explain the general framework of this approach and discuss concepts, challenges, innovations, and prospects for the further development of a comprehensive decision support tool. We illustrate our approach with two case studies implemented in the pan-Canadian project ResNet.

Metformin is a glucose-lowering drug taken for diabetes. It is excreted by humans in urine and detected in municipal wastewater effluents and rivers. Fathead minnows (Pimephales promelas) were exposed over a life cycle to measured concentrations of metformin: 3.0, 31, and 322 μg/L. No significant changes were observed in survival, maturation, growth, condition factor, or liver size. Relative ovary size of females exposed to 322 μg/L metformin was significantly larger than controls. There was no induction of vitellogenin in plasma of minnows, and gonad maturation was not statistically different from controls. The start of breeding was delayed by 9–10 d in the mid- and high metformin treatments (statistically significant only in the mid-concentration), but numbers and quality of eggs were not statistically different from controls. There were no effects of metformin on survival or growth of offspring. Exposure to metformin at environmentally relevant concentrations (i.e., 3.0 and 31 μg/L metformin) caused no adverse effects in fathead minnows exposed for a life cycle, with the exception of a delay in time to first breeding (that did not impact overall egg production). The results of the study are important to help understand whether metformin concentrations in rivers and lakes can harm fishes. - OPEN ACCESS

Nongovernmental organizations contribute to the securement and management of protected areas, but it is not well known how their lands compare to government protected areas or the effectiveness of different land acquisition strategies. Using data from the International Union for Conservation of Nature and BirdLife International, we estimated total and at-risk terrestrial native vertebrate species richness in southern Canada among (i) private protected areas secured by the Nature Conservancy of Canada (NCC), government protected areas, and randomly sampled land; (ii) conservation agreements and fee simple (directly acquired) NCC properties; and (iii) purchased or donated fee simple properties. Controlling for property size and ecoregion, NCC protected areas were predicted to be in areas with 6% and 13% more total and at-risk species than randomly sampled land and 4% and 6% more total and at-risk species than government protected areas. Within NCC protected areas, conservation agreements were predicted to be in areas with 2% and 4% more total and at-risk species than fee simple properties, but purchased properties had similar numbers of total and at-risk species as donated properties. Although we caution that diversity estimates were based on course-grained range maps, our findings suggest that private protected areas are important in conserving biodiversity. - OPEN ACCESSCanada has expanded its marine protected area (MPA) coverage in line with the Aichi Biodiversity Target of protecting 10% of its marine territory by 2020. In 2018, a consultation process was launched to designate an Area of Interest surrounding the Eastern Shore Islands area off the coast of Nova Scotia, as the potential 15th Oceans Act MPA in Canada (DFO 2021a). This region has a fraught history with external conservation interventions and, consequently, there was a significant level of local mistrust in the process. This study explored the role of information in the consultation process and how it interplayed with the historical context, political pressures, trust, and mistrust among stakeholders and rightsholders. Drawing on interviews, a detailed desktop analysis, and participant observation at consultation meetings, this paper describes what worked well and what could be improved with respect to the sources of information used and the channels through which stakeholders and rightsholders accessed it. This case study demonstrates that while preferences for information sources and channels are context specific and varied, they are inherently personal and influenced by shared histories, trust, and individual beliefs.
- OPEN ACCESSThe demand the human population is placing on the environment has triggered accelerated rates of biodiversity change and created trade-offs among the ecosystem services we depend upon. Decisions designed to reverse these trends require the best possible information obtained by monitoring ecological and social dimensions of change. Here, we conceptualize a network framework to monitor change in social–ecological systems. We contextualize our framework within Ostrom’s social–ecological system framework and use it to discuss the challenges of monitoring biodiversity and ecosystem services across spatial and temporal scales. We propose that spatially explicit multilayer and multiscale monitoring can help estimate the range of variability seen in social–ecological systems with varying levels of human modification across the landscape. We illustrate our framework using a conceptual case study on the ecosystem service of maple syrup production. We argue for the use of analytical tools capable of integrating qualitative and quantitative knowledge of social–ecological systems to provide a causal understanding of change across a network. Altogether, our conceptual framework provides a foundation for establishing monitoring systems. Operationalizing our framework will allow for the detection of ecosystem service change and assessment of its drivers across several scales, informing the long-term sustainability of biodiversity and ecosystem services.
- OPEN ACCESSCOVID-19 presents an opportunity to preserve a rich and diverse historical record—one intended to honour all experiences and voices and in recognition of ongoing systemic inequalities shaping the pandemic. But policy changes are necessary in three key areas: how memory institutions are funded and supported, the gaps in our capacity to preserve the digital records that reflect how we communicate with one another today, and how to preserve and make accessible valuable scholarly research into the societal impact of COVID-19. Our goal is to begin a conversation about priorities for archival preservation, the need for greater equity and justice in our preservation practices, and ways to safeguard the existence of historical records that will allow us in future to bear witness, with fairness and truth and in a spirit of reconciliation, to our society’s response to COVID-19.
- OPEN ACCESSAccounting for ecosystem services (ES)—the ways in which society and people directly benefit from ecological processes and functions—is crucial for developing sustainable landscape management approaches that consider the interrelationship between people and nature. Previous research has produced models that estimate the provision of potential ES by landscapes to help inform policy and stakeholder decision-making. However, most modelling efforts do not consider the delivery of ES to specific human populations or communities, making it difficult to evaluate any possible human welfare implications from alternative land use planning scenarios. In this paper, we first explore the recent state of science of ES modelling from the perspective of ES provision and delivery to the people that benefit from them. Second, we propose the addition of some essential aspects of complexity using the classic social–ecological system framework, crucial for developing models to inform pragmatic decision-making. Our propositions are illustrated using simplified examples inspired by sea otter conservation in the seascapes of British Columbia. Integrating these concepts in future ES models should serve as a baseline for future management approaches that more adequately capture the important implications of landscape scenarios on human well-being.
- OPEN ACCESSThe influenza pandemic of 1918–1920, which killed 50 000 Canadians, spurred the creation of a federal department of public health. But in the intervening century, public health at all levels has remained, as Marc Lalonde put it in 1988, the “poor cousin” in the health care system (Lalonde 1988, p. 77). Punctuated by sporadic investment during infectious disease crises, such as polio in the early 1950s, public health is less of a priority as the cost of tertiary health interventions rises. While public health potentially involves a broad range of interventions, this paper focuses on the history of public health interventions around infectious disease. COVID-19 has forced us to relearn the importance of maintaining basic infectious/communicable disease control capacity and revealed the cost of our failure to do so. It has also drawn our attention to the intersection between social inequality, racism, and colonialism and vulnerability to disease. In addition to investing in our capacity to contain disease outbreaks as they occur, we must plan now for how to achieve greater health equity in the future by addressing underlying economic and social conditions and providing meaningful access to preventive care for all. This is how we build a truly resilient society. Governments at all levels have recognized the importance of social factors in shaping health and illness for decades. But greater health equity will result only from genuine action on this knowledge. Action will arise from public advocacy in support of prevention, and a new level of engagement and collaboration between affected individuals and communities, public health experts, and governments.

Community science involves the co-creation of scientific pursuits, learning, and outcomes and is presented as a transformative practice for community engagement and environmental governance. Emphasizing critical reflection, this study adopts Mezirow’s conception of transformative learning to theorize the transformative capacity of community science. Findings from interviews with participants in a community science program reveal critical reflection, although instances acknowledging attitudes and beliefs without challenging personal assumptions were more common. Program elements most likely to prompt participants to identify beliefs, values, and assumptions include data collection and interaction in team dynamics, whereas data collection in a novel environment was most likely to prompt participants to challenge their beliefs, values, and assumptions. A review of 71 climate change focused programs further demonstrates the extent that program designs support transformative learning. Key features of the community science landscape like the broad inclusion of stated learning objectives offer a constructive starting point for deepening transformative capacity, while the dominance of contributory program designs stands as a likely roadblock. Overall, this study contributes by applying a developed field to theorize transformation in relation to community science and by highlighting where facilitators should focus program design efforts to better promote transformation toward environmental sustainability. - OPEN ACCESS

Those experiencing homelessness in Canada are impacted inequitably by COVID-19 due to their increased exposure, vulnerability of environment and medical comorbidities, and their lack of access to preventive care and treatment in the context of the pandemic. In shelter environments one is unable to effectively physically distance, maintain hygiene, obtain a test, or isolate. As a result, unique strategies are required for this population to protect them and those who serve them. Recommendations are provided to reduce or prevent further negative consequences from the COVID-19 pandemic for people experiencing homelessness. These recommendations were informed by a systematic review of the literature, as well as a jurisdictional scan. Where evidence did not exist, expert consensus from key providers and those experiencing homelessness throughout Canada was included. These recommendations recognize the need for short-term interventions to mitigate the immediate risk to this community, including coordination of response, appropriate precautions and protective equipment, reducing congestion, cohorting, testing, case and contact management strategies, dealing with outbreaks, isolation centres, and immunization. Longer-term recommendations are also provided with a view to ending homelessness by addressing the root causes of homelessness and by the provision of adequate subsidized and supportive housing through a Housing First strategy. It is imperative that meaningful changes take place now in how we serve those experiencing homelessness and how we mitigate specific vulnerabilities. These recommendations call for intersectoral, collaborative engagement to work for solutions targeted towards protecting the most vulnerable within our community through both immediate actions and long-term planning to eliminate homelessness. - OPEN ACCESSSignificant public discourse has focused recently on police–civilian interactions involving with persons with mental illness (PMI). Despite increasing public attention, and growing demands for policy change, little is actually known about the myriad of ways in which Canadian police encounter PMI in the context of routine police work. To assist policymakers in developing evidence-informed policy, this paper attempts to shed light on present difficulties associated with addressing fundamental questions, such as the prevalence of mental health related issues in police calls for service. To do this, we attempt to map the size and scope of police calls for service involving PMI, drawing on both the available scientific data and the limited knowledge to be gleaned from available police reports. Our focus is on two broad categories of police interactions with citizens: public safety concerns (wellness checks, suicide threats, missing persons, mental health apprehensions) and crime prevention and response (encountering PMI as victims–complainants and (or) as potential suspects). We also explore the challenges policy-makers face in relying on police data and the importance of overcoming weaknesses in data collection and sharing in relation to the policing of uniquely vulnerable groups. This paper concludes with some key recommendations for addressing gaps highlighted.

Post-secondary education (PSE) is a vital part of civil society and any modern economy. When broadly accessible, it can enable socioeconomic mobility, improve health outcomes, advance social cohesion, and support a highly skilled workforce. It yields public benefits not only in improved well-being and economic prosperity, but also in reduced costs in health care and social services. Canada also relies heavily on the PSE sector for research. During the COVID-19 pandemic, PSE has supported research related to the pandemic response and other critical areas, including providing expert advice to support public health and government decision-making, while maintaining educational programs and continuing to contribute to local and regional economies. But the pandemic effort has stretched already strained PSE resources and people even further: for decades, declining public investment has driven increases in tuition and decreases in faculty complement, undermining Canada’s research capacity and increasing student debt as well as destabilizing the sector through a growing reliance on volatile international education markets. Given the challenges before us, including climate change, reconciliation, and the pandemic, it is imperative that we better draw on the full range of experience, knowledge, and creativity in Canada and beyond through an inclusive, stable, and globally engaged PSE. Supporting PSE’s recovery will be key to Canada’s ongoing pandemic response and recovery. The recommendations in this report are guided by a single goal—to make the post-secondary sector a more effective partner and support in building a more equitable, sustainable, and evidence-driven future for Canada, through and beyond the COVID-19 pandemic. - OPEN ACCESS

Invasive alien species (IAS) pose threats to native biodiversity globally and are linked to numerous negative biodiversity impacts throughout Canada. Considering the Canadian federal government’s commitments to environmental stewardship (e.g., the Convention on Biological Diversity), the successful management of IAS requires an understanding of how federal infrastructure, strategies, and decisions have contributed to previous outcomes. Here, we present an analysis of current efforts by the federal government to prevent IAS establishment in Canadian ecosystems and the unique challenges associated with Canadian IAS management. We then examine historical and current case studies of IAS in Canada with variable outcomes. By drawing comparisons with IAS management in the United States, Australia, and New Zealand, we discuss how the Canadian government may refine its policies and practices to enable more effective responses to IAS threats. We conclude by considering how future interacting stressors (e.g., climate change) will shape how we address IAS threats, and list six lessons for successful management. Most importantly, Canada must regard biodiversity impacts from IAS with as much urgency as direct economic impacts that have historically garnered more attention. Although we focus on Canada, our findings may also be useful in other jurisdictions facing similar challenges with IAS management. - OPEN ACCESSLarge-scale monitoring is used to track population trends for many ecologically and economically important wildlife species. Often, population monitoring involves professional staff travelling to collect data (i.e., conventional monitoring) or in efforts to reduce monitoring costs, by engaging volunteers (i.e., community science). Although many studies have discussed the advantages and disadvantages of conventional vs. community science monitoring, few have made direct, quantitative comparisons between these two approaches. We compared data quality and financial costs between contemporaneous and overlapping conventional and community science programs for monitoring a major forest pest, the spruce budworm (Choristoneura fumiferanae Clem.). Although community science trapping sites were clumped around urban areas, abundance estimates from the programs were strongly spatially correlated. However, annual program expenditures were nearly four times lower in the community science versus the conventional program. We modelled a hypothetical hybrid model of the two programs, which provided full spatial coverage and potentially the same data, but at half the cost of the conventional program and with the added opportunity for public engagement. Our study provides a unique quantitative analysis of merits and costs of conventional versus community science monitoring. Our study offers insights on how to assess wildlife monitoring programs where multiple approaches exist.

Canada has been seen globally as a leader in immigration and integration policies and programs and as an attractive and welcoming country for immigrants, refugees, temporary foreign workers, and international students. The COVID-19 pandemic has revealed some of the strengths of Canada’s immigration system, as well as some of the fault lines that have been developing over the last few years. In this article we provide an overview of Canada’s immigration system prior to the pandemic, discuss the system’s weaknesses and vulnerabilities revealed by the pandemic, and explore a post-COVID-19 immigration vision. Over the next three years, the Government of Canada intends to bring over 1.2 million new permanent residents to Canada. In addition, Canada will continue to accept many international students, refugee claimants, and temporary foreign workers for temporary residence here. The importance of immigration for Canada will continue to grow and be an integral component of the country’s post-COVID-19 recovery. To succeed, it is essential to take stock, to re-evaluate Canada’s immigration and integration policies and programs, and to expand Canada’s global leadership in this area. The authors offer insights and over 80 recommendations to reinvigorate and optimize Canada’s immigration program over the next decade and beyond. - OPEN ACCESS
The need for a federal Basic Income feature within any coherent post-COVID-19 economic recovery plan
COVID-19 has shone a harsh light on the extent of poverty in Canada. When normal economic activity was interrupted by the exigencies of public health driven lockdowns, the shutdown disproportionately affected people who, before the pandemic, were living on incomes beneath the poverty line or dependent upon low-paying hourly remunerated jobs, usually part time and without appropriate benefits. Those living beneath the poverty line in Canada, three million of welfare poor and working poor, include a disproportionately large population of Black and Indigenous people and people of colour. This paper addresses the challenge of inclusive economic recovery. In particular, we propose that the federal government introduce a Basic Income guarantee for all residents of Canada as part of a comprehensive social safety net that includes access to housing, child care, mental and physical health care, disability supports, education, and the many other public services essential to life in a high-income country. Residents with no other income would receive the full benefit that would be sufficient to ensure that no one lives in poverty, while those with low incomes would receive a reduced amount. - OPEN ACCESSContact tracing has played a central role in COVID-19 control in many jurisdictions and is often used in conjunction with other measures such as travel restrictions and social distancing mandates. Contact tracing is made ineffective, however, by delays in testing, calling, and isolating. Even if delays are minimized, contact tracing triggered by testing of symptomatic individuals can only prevent a fraction of onward transmissions from contacts. Without other measures in place, contact tracing alone is insufficient to prevent exponential growth in the number of cases in a population with little immunity. Even when used effectively with other measures, occasional bursts in call loads can overwhelm contact tracing systems and lead to a loss of control. We propose embracing approaches to COVID-19 contact tracing that broadly test individuals without symptoms, in whatever way is economically feasible—either with fast and cheap tests that can be deployed widely, with pooled testing, or with screening of judiciously chosen groups of high-risk individuals. These considerations are important both in regions where widespread vaccination has been deployed and in those where few residents have been immunized.

The application of technologies such as artificial intelligence, robotics, blockchain, cellular agriculture, and big data analytics to food systems has been described as a digital agricultural revolution with the potential to increase food security and reduce agriculture’s environmental footprint. Yet, the scientific evidence informing how these technologies may impact or enhance ecosystem services has not been comprehensively reviewed. In this scoping review, we examine how digital agricultural technologies may enhance agriculture’s support of ecosystem services. Keyword searches in academic databases resulted in 2337 records, of which 74 records met review criteria and were coded. We identify three clusters of digital agricultural technologies including those that make farm management more precise, increase connectivity, and create novel foods. We then examine modelling and empirical evidence gaps in research linking these technologies to ecosystem services. Finally, we overview barriers to implementing digital agricultural technologies for better ecosystem services management in the Canadian context including economic and political systems; lack of policies on data management, governance, and cybersecurity; and limited training and human resources that prevents producers from fully utilizing these technologies. - OPEN ACCESSCOVID science is being both done and circulated at a furious pace. While it is inspiring to see the research community responding so vigorously to the pandemic crisis, all this activity has also created a churning sea of bad data, conflicting results, and exaggerated headlines. With representations of science becoming increasingly polarized, twisted, and hyped, there is growing concern that the relevant science is being represented to the public in a manner that may cause confusion, inappropriate expectations, and the erosion of public trust. Here we explore some of the key issues associated with the representations of science in the context of the COVID-19 pandemic. Many of these issues are not new. But the COVID-19 pandemic has placed a spotlight on the biomedical research process and amplified the adverse ramifications of poor public communication. We need to do better. As such, we conclude with 10 recommendations aimed at key actors involved in the communication of COVID-19 science, including government, funders, universities, publishers, media, and the research communities.
- OPEN ACCESSCorrectional services, both institutional and within the community, are impacted by COVID-19. In the current paper, we focus on the current situation and examine the tensions around how COVID-19 has introduced new challenges while also exacerbating strains on the correctional system. Here, we make recommendations that are directly aimed at how correctional systems manage COVID-19 and address the nature and structure of correctional systems that should be continued after the pandemic. In addition, we highlight and make recommendations for the needs of those who remain incarcerated in general, and for Indigenous people in particular, as well as for those who are serving their sentences in the community. Further, we make recommendations for those working in closed-custody institutions and employed to support the re-entry experiences of formerly incarcerated persons. We are at a critical juncture—where reflection and change are possible—and we put forth recommendations toward supporting those working and living in correctional services as a way forward during the pandemic and beyond.

The protection and promotion of healthy wildlife populations is emerging as a shared goal among stakeholders in the face of unprecedented environmental threats. Accordingly, there are growing demands for the generation of actionable wildlife health information. Wildlife health surveillance is a connected system of knowledge that generates data on a range of factors that influence health. Canada recently approved the Pan-Canadian Approach to Wildlife Health that describes challenges facing wildlife health programs and provides a path forward for modernizing our approach. This scoping review was undertaken to describe the range of peer-reviewed Canadian wildlife health surveillance literature within the context of the challenges facing wildlife health programs and to provide a quantitative synthesis of evidence to establish baselines, identify gaps, and inform areas for growth. This review describes patterns related to species, location, authorship/funding, objectives, and methodology. Five areas are identified that have the potential to propel the field of wildlife health: representativeness, expanded/diversified collaboration, community engagement, harmonization, and a shift to a solutions-focused and One Health mindset. This scoping review provides a synopsis of 10 years of Canadian wildlife health surveillance, challenges us to envision the future of successful wildlife health surveillance, and provides a benchmark from which we can measure change. - OPEN ACCESSThis paper summarizes COVID-19 disease epidemiology in Canada in the pre-vaccine era—from January through to December 2020. Canadian case numbers, risk factors, disease presentations (including severe and critical disease), and outcomes are described. Differences between provinces and territories in geography, population size and density, health demographics, and pandemic impact are highlighted. Key concepts in public health response and mitigation are reviewed, including masking, physical distancing, hand washing, and the promotion of outdoor interactions. Adequate investment in public health infrastructure is stressed, and regional differences in screening and testing strategies are highlighted. The spread of COVID-19 in Canadian workplaces, long-term care homes, and schools is described and lessons learned emphasized. The impact of COVID-19 on vulnerable populations in Canada—including Indigenous Peoples, ethnic minorities and newcomers, people who use drugs, people who are homeless, people who are incarcerated, and people with disabilities—is described. Sex and gender disparities are also highlighted. Author recommendations include strategies to reduce transmission (such as test–trace–isolate), the establishment of nationally standardized definitions and public reporting, the protection of high risk and vulnerable populations, and the development of a national strategy on vaccine allocation.
- OPEN ACCESSThe degree to which human actions affect marine fisheries has been a fundamental question shaping people’s relationship with the sea. Today, divergences in stakeholder views about the impacts of human activities such as fishing, climate change, pollution, and resource management can hinder effective co-management and adaptation. Here, we used surveys to construct mental models of the Maine lobster fishery, identifying divergent views held by two key stakeholder groups: lobster fishers and marine scientists. The two groups were differentiated by their perceptions of the relative impact of pollution, water temperature, and fishing. Notably, many fishers perceive the process of fishing to have a positive effect on fisheries through the input of bait. Scientists exhibited a statistically significantly stronger concern for climate change and identified CO2 as one of the dominant pollutants in the Gulf of Maine. However, fishers and scientists agreed that management has a positive impact, which appeared to be a change over the past two decades, possibly due to increased collaboration between the two groups. This work contributes to the goal of decreasing the distance between stakeholder perspectives in the context of a co-managed fishery as well as understanding broader perceptions of impacts of human activities on marine ecosystems.

Women continue to be underrepresented and less visible in the fields of science, technology, engineering, mathematics, and medicine (STEMM). 500 Women Scientists created and launched in January 2018 a global (>140 countries to date), online, open-access directory of women in STEMM fields. This directory—recently renamed gage—now also includes gender diverse persons (i.e., additional underrepresented genders) in STEMM fields. The purpose of the directory is to make these scientists’ expertise easier to locate and access for conference organizers, journalists, policy makers, educators, and others. Here, we undertake an assessment of the directory using surveys, Google Analytics, and focus groups to understand its efficacy and direction to date and identify future improvements we pledge to undertake. Through this assessment—conducted externally and in accordance with privacy protocols by Concolor Research—we identified who and how people are using our directory, why people signed up to be a resource, and areas for improvement. Through such assessment, we can learn how to enhance the directory’s efficacy and our broader efforts to boost the visibility of underrepresented people in STEMM. - OPEN ACCESS

Community leadership in Arctic environmental research is increasingly recognized as one of many pathways to Indigenous self-determination in Nunavut, Canada. While experienced Inuit hunters, trappers, and other recognized environmental knowledge experts are commonly included in research, similar opportunities for Inuit youth to meaningfully engage in environmental research remain limited. Finding ways to increase scientific literacy, particularly among Inuit youth, has been identified as an important step in the continuation of high-quality Arctic environmental research. This paper examines community perspectives on the roles and contributions of Inuit youth in environmental research in Nunavut, barriers that Inuit youth face in becoming meaningfully engaged in field-based environmental research, and strategies for enhancing Inuit youth engagement. Our study was conducted in Pond Inlet, Nunavut, and used interviews, workshops, and observation to gather stories and knowledge from community members about field- and land-based experiential learning pathways. This study found that a complex set of barriers, including a lack of credentials and support systems, among others, may inhibit meaningful Inuit youth engagement in environmental research. Key findings from the study support the view that collaborative land-based research activities can be an effective and meaningful method of enhancing scientific literacy among Inuit youth. - OPEN ACCESS

COVID-19 vaccine acceptance exists on a continuum from a minority who strongly oppose vaccination, to the “moveable middle” heterogeneous group with varying uncertainty levels about acceptance or hesitancy, to the majority who state willingness to be vaccinated. Intention for vaccine acceptance varies over time. COVID-19 vaccination decisions are influenced by many factors including knowledge, attitudes, and beliefs; social networks; communication environment; COVID-19 community rate; cultural and religious influences; ease of access; and the organization of health and community services and policies.Reflecting vaccine acceptance complexity, the Royal Society of Canada Working Group on COVID-19 Vaccine Acceptance developed a framework with four major factor domains that influence vaccine acceptance (people, communities, health care workers; immunization knowledge; health care and public health systems including federal/provincial/territorial/indigenous factors)—each influencing the others and all influenced by education, infection control, extent of collaborations, and communications about COVID-19 immunization. The Working Group then developed 37 interrelated recommendations to support COVID vaccine acceptance nested under four categories of responsibility: 1. People and Communities, 2. Health Care Workers, 3. Health Care System and Local Public Health Units, and 4. Federal/Provincial/Territorial/Indigenous. The COVID-19 pandemic has impacted the lives and well-being of all people globally, with consequences being observed across all domains from physical and mental health, to education and employment outcomes, to access to community supports and services. However, the disproportionate impact of the COVID-19 pandemic and its associated public health restrictions on individuals with intellectual and developmental disabilities (IDD) has largely been overlooked. Not only do people with IDD have a greater risk of severe complications and death from the virus as shown in large-scale studies, but they also face significant short- and long-term consequences of COVID-related public health measures on their mental health and well-being. At a time when this vulnerable population is already feeling undervalued, ignored, and forgotten, it is imperative that the risks facing adults and children with IDD—as well as their families and caregivers—are recognized, valued, and addressed through a disability-inclusive approach to Canada’s pandemic policy response planning. This requires both a mainstreaming of disability inclusion into all COVID-19 response and recovery policies as well as disability-specific policies to address the unique barriers and challenges encountered by people with IDD during the pandemic. The recommendations in this policy briefing aim to achieve a more inclusive, accessible, and sustainable Canada for people with IDD both during and after the pandemic—an approach that will result in benefits for all of society. - OPEN ACCESSResearch integrity (RI) has been a focus of society in recent years as a means to create and to keep trust in science. Higher education institutions (HEIs) play a key role in promoting a culture of RI and responsible conduct of research (RCR). The understanding and practice of RI can vary across cultures. This article aims to outline initial insights into university students’ RI mindsets based on five RI facets: understanding, importance, value–action gap, enforcement approaches, and training. A qualitative exploratory cross-cultural study was conducted with participants from Germany and Bulgaria via semi-structured guided group interviews. An explicit transcultural agreement regarding the significance of RI was categorically indicated. Intercultural differences between the two European countries were revealed and discussed in reference to understanding RI, the value–action gap, enforcement approaches, and training preferences.

- OPEN ACCESSEarly career researchers in developing countries like Nepal have faced many barriers while learning and practicing research integrity. Having easy access to appropriate resources for learning research integrity is essential to ensure academic integrity in higher education in Nepal and promote responsible research practices. This paper presents an approach to collective learning that will help stakeholders initiate learning and foster research integrity at their own level. Methodologically, the learning interventions were conducted in four phases: preparation, planning, implementation, and learning. Throughout the process of each phase, social exchange theory and collaboration in social learning were considered as new literacy models to promote research integrity knowledge. The interpretation of experiential learning interventions led to the development of the 4Co collective learning model. This model is contextually applicable for gaining deeper knowledge and skills and new networks of research integrity. With the purposes of awareness and development, this article is divided into two sections: the first part explores the actions taken and the second explores experiential learning that provides insights about the 4Co collective learning model.
- OPEN ACCESSThis communication discusses the dialogical methods of teaching research integrity and ethics as a part of the positive integrity trend focused on supporting ethical behaviour. The aim of this paper is to offer a brief overview of the selected dialogical strategies based on cases that can be successfully implemented in teaching ethical research and when sharing experiences on good scientific practice. We describe such methods as: storytelling, rotatory role playing, and the fishbowl debate, along with the “Dilemma Game” tool, “ConscienceApp” performance, and a flipped classroom idea. These theoretical considerations are based on research conducted as part of a European project under the Horizon 2020 programme.
- OPEN ACCESSOrganisations in Europe differ significantly in how they promote research integrity (RI). Higher education institutions play a pivotal role in disseminating a culture of RI and responsible conduct of research (RCR). Adhering and strengthening mentoring systems, implementing codes of conduct, and raising awareness are just a few initiatives among many to enhance students’ training in RCR. This article describes the Path2Integrity Learning Card (P2LIC) programme, a proactive training programme to foster RI. This programme was further developed in 2020 and the updated feedback loops took place in four countries (Germany, Denmark, Spain, and Poland). We outline the P2ILC development and final design, the trainer feedback on the programme from the second year of operation, and suggest future considerations for RCR training to strengthen research integrity.
- OPEN ACCESSThere is a growing interest in training on responsible conduct of research (RCR). The availability and range of such training materials, for a diversity of audiences and addressing a diversity of RCR related topics, is growing too. This is of great help to all who are looking for materials to set up their RCR training, but how can one select what topics to include within the often-limited time available for training? In this paper we propose a step-by-step approach to set the agenda for RCR training, using the target audience as a narrative guide. The process consists of six steps: (1) mapping the needs and translating them into learning objectives; (2) prioritizing, selecting, and combining objectives and themes; (3) demarcation of the training; (4) completion of the program; (5) development or adaptation of training materials; and (6) pilot and evaluation. The development process of a training program for researchers in Dutch Universities of Applied Sciences is used as an example to illustrate the step-by-step process.
- OPEN ACCESSNatural resources in northern regions are often data-limited because they are difficult and expensive to access. Indigenous ecological knowledge (IEK) can provide information similar to, different from, or complementary to Western scientific data (WSD). We evaluated the general hypothesis that congruence in outcomes of IEK and WSD for population monitoring parameters is determined by temporal and spatial scale of the knowledge type. Parameters included population structure, degree of philopatry, morphological variation (and conservation status for one species), and genomics was a key Western scientific method. We evaluated this hypothesis in three subsistence and recreational fisheries (walleye, lake trout, and northern pike) in Mistassini Lake, Quebec, Canada. Concordance of outcomes was varied. IEK provided richer information on the biology, distribution, and morphological variation observable with the eyes. However, IEK cannot “see” into the genome, and WSD identified population structure and history more precisely than IEK. Both knowledge types could “see” change in populations, and the nature of what was seen both converged and was complementary. Determining when IEK and WSD are complementary or reach common conclusions may allow Indigenous communities to use both together, or one knowledge type over another when either is more desired, appropriate, or time- or cost-efficient to adopt.

- OPEN ACCESSThe origins of this report, and of the Mental Health and Policing Working Group, can be traced to the unique situation Canadians have faced as a result of the COVID-19 pandemic. The unique circumstances of this global outbreak, which have for many Canadians resulted in serious illness and death, intensified economic uncertainties, altered family and lifestyle dynamics, and generated or exacerbated feelings of loneliness and social dislocation, rightly led the Royal Society of Canada’s COVID-19 Taskforce to consider the strains and other negative impacts on individual, group, and community mental health. With the central role that police too often play in the lives of individuals in mental and (or) emotional crisis, we were tasked with exploring what can be reasonably said about the state of our current knowledge of police responses to persons with mental illness.

American Eel (Anguilla rostrata) were used as a case study to assess whether Ontario’s Endangered Species Act proponent-driven regulatory approach resulted in successful imperilled species management outcomes. American Eel observation databases and proponent-prepared mitigation plans and monitoring data were used to assess whether: (i) facilities within the distribution range were registered, (ii) effects monitoring protocols were adequate to evaluate adverse effects of facilities, (iii) proponents implemented mitigation actions that followed best management practices (BMPs), and (iv) effectiveness monitoring designs were adequate to evaluate effectiveness of mitigation actions. Less than half of the facilities (8 of 17) within the extant species range were registered. Few eels were observed at each facility, precluding proponents from effectively evaluating the facilities’ effects. Mitigation actions following BMPs were only implemented for eel out-migration at three facilities. Half of the registered facilities implemented effectiveness monitoring, but experimental designs did not follow best practices and standards. To improve this proponent-driven approach, regulators could reduce ambiguity in regulation language and provide clearer, quantitative requirements for facility registration, effects monitoring, mitigation actions, and effectiveness monitoring. Proponents could improve monitoring efforts to establish species occurrence and generate baseline data to measure facility effects and mitigation action effectiveness. - OPEN ACCESS

Indigenous fire stewardship enhances ecosystem diversity, assists with the management of complex resources, and reduces wildfire risk by lessening fuel loads. Although Indigenous Peoples have maintained fire stewardship practices for millennia and continue to be keepers of fire knowledge, significant barriers exist for re-engaging in cultural burning. Indigenous communities in Canada have unique vulnerabilities to large and high-intensity wildfires as they are predominately located in remote, forested regions and lack financial support at federal and provincial levels to mitigate wildfire risk. Therefore, it is critical to uphold Indigenous expertise in leading effective and socially just fire stewardship. In this perspective, we demonstrate the benefits of cultural burning and identify five key barriers to advancing Indigenous fire stewardship in Canada. We also provide calls to action to assist with reducing preconceptions and misinformation and focus on creating space and respect for different knowledges and experiences. Despite growing concerns over wildfire risk and agency-stated intentions to establish Indigenous Peoples as partners in wildfire management, power imbalances still exist. The future and coexistence with fire in Canada needs to be a shared responsibility and led by Indigenous Peoples within their territories. - OPEN ACCESSEfforts are underway in Canada to set aside terrestrial lands for conservation, thereby protecting them from anthropogenic pressures. Here we produce the first Canadian human footprint map by combining 12 different anthropogenic pressures and identifying intact and modified lands and ecosystems across the country. Our results showed strong spatial variation in pressures across the country, with just 18% of Canada experiencing measurable human pressure. However, some ecosystems are experiencing very high pressure, such as the Great Lakes Plains and Prairies national ecological areas that have over 75% and 56% of their areas, respectively, with a high human footprint. In contrast, the Arctic and Northern Mountains have less than 0.02% and 0.2%, respectively, of their extent under high human footprint. A validation of the final map, using random statistical sampling, resulted in a Cohen Kappa statistic of 0.91, signifying an “almost perfect” agreement between the human footprint and the validation data set. By increasing the number and accuracy of mapped pressures, our map demonstrates much more widespread pressures in Canada than were indicated by previous global mapping efforts, demonstrating the value in specific national data applications. Ecological areas with immense anthropogenic pressure highlight challenges that may arise when planning for ecologically representative protected areas.
